Srinagar Conference on Minimum Standards postponed

 

This is in reference to the “Conference on Minimum Standards in Disaster Response” that was scheduled to be organized in Srinagar during 2nd – 4th July 2009.

 

Unfortunately, the conference is being postponed to some later dates due to the prevailing security reasons in Srinagar. There has been some firing in Varamula yesterday killing 2 people and injuring many others. Authorities have imposed indefinite curfew  in Varamula and there is a call for a three days strike in the whole valley starting from today. It is anticipated that the situation may deteriorate further.

 

Looking at the situation, it is foreseen that the conference will be badly affected if organized in the planned dates. It is anticipated that the targeted audience will not be able to turn up in the program due the strike and this will certainly affect the conference objectives.

 

Considering the prevailing situations in Srinagar and recommendations from the J&K State Inter Agency Group & other key people in J&K, the conference dates are being postponed. The next dates shall be announced soon after assessing the situations.

National Disaster Management Authority:

National Disaster Management Authority, headed by the Prime Minister of India, is the Apex Body for Disaster Management in India. The setting up of the NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005.

 

Conference Background:

Experiences and learning from the previous disasters have emphasized the need of setting out and institutionalizing minimum standards in different sectors to be achieved during disaster response. Humanitarian perspective and the victims’ right to life with dignity form the basis of these minimum standards.

 

Sphere India has been conducting awareness programs and trainings on minimum standards in disaster response in different states of the country for last few years. There has been number of consultations and workshops on the similar theme to aware the stakeholders in minimum standards and also to get community’s feedbacks and inputs in revision of the minimum standards in the context of India.

 

The previous training and capacity building events have developed consideration awareness in the communities and stakeholders on the issues of minimum standards and Disaster Risk Reduction. The programs have also been much successful in sensitizing the communities and stakeholders on the theme.

Objectives of Conference on Minimum Standards:

The conference aims at developing awareness and collecting state & regional level feedbacks & suggestions on the minimum standards in disaster response.

 

Objectively, at the end of the conference, the participants would be able to:

·        Understand the importance of minimum standards for disaster response

·        Understand NDMA’s perspectives on minimum standards

·        Understand sectoral approach of minimum standards

·        Understand minimum standards of different sectors

·        Provide recommendations and feedbacks on minimum standards

Expected outcomes of the Conference:

The proposed conference would create further awareness and sensitization on minimum standards in the thematic sectors of disaster response. The following are the expected outcomes of the conference:

·        Awareness and sensitization on minimum standards in different thematic sectors of disaster response

·        Recommendations and suggestions from communities and other stakeholders on minimum standards

·        Contextualization of minimum standards

·        Learning from experiences and case stories from field level implementers

·        Future plan and road map

Expected participants:

The expected number of participants in the conference will be approx. 150 persons from different sections of the key stakeholders. This will include representatives from key Government Departments, State Disaster Management Authority, International NGOs, National & State level NGOs, Grassroots level NGOs and volunteers & professionals.

 

Duration and venue of Conference:

The conference will be organized at J&K Institute of Management and Public Administration, Srinagar, J&K.

 

This will be a three days event starting from 2nd July to 4th July, 2009. The first day will be for big gathering of around 150 people. The second and third day will be for limited and selected group of participants (around 30 in number) who have an understanding of minimum standards and who can contribute to contextualization of the minimum standards and to the revision process of Sphere Handbook.
