Workshop Background:
India, with its
large diversities has been vulnerable to multiple disasters. The year 2008 and
2009 witnessed catastrophic floods, killing hundreds of people, destroying
acres of croplands and large numbers of assets & infrastructures and
rendering millions of people uprooted and displaced. The 2008 and 2009
disasters covered a large number of states, including Assam, Himachal
Pradesh, Maharashtra, Orissa, West Bengal, Andhra Pradesh, Karnataka and
Bihar, during the flood season. Following this, many parts of the country
are experiencing drought and famine like situation.
Government and
number of humanitarian agencies rushed to the affected areas to respond to
the situation. The immediate response & relief activities and the
rehabilitation & reconstruction efforts thereafter have provided
enormous opportunity to look back and learn from. Responding to floods is
not new for India but responding collectively and effectively, learning
from experiences and developing systems of better response requires greater
focus.
Sphere India has
been functioning as a national coalition of Humanitarian Agencies in India.
As a part of the collaborative, Sphere India has been promoting URS
(Unified Response Strategy) in India to improve coordination at different
stages of the response to humanitarian crisis. This has helped in
strengthening inter-agency platforms in different states in India and a lot
has been achieved in terms of the stated objectives of Unified Response
Strategy. Over the last few years, there has been tremendous progress in
inter-agency collaboration in India. However, there is a great scope for improvement,
so as to enhance the spirit of coordination to other parts of India and be
better prepared and organized for unified response.
The lessons
learned through past activities, the growing importance of ensuring quality
and accountability in the humanitarian sector in the region and the new
challenges that many of these agencies face call for rethinking the
mechanisms of cooperation between humanitarian agencies. This is
particularly true if we consider the growing demand to further improve
dialogue with agencies, and concomitantly, to strengthen collaborative
mechanisms between these agencies, with the goal of enhancing the
efficiency and effectiveness of their actions, the joint impact of the
services provided by these agencies to the communities and the continuity
of these actions over time.
Sphere
India’s Unified Response Strategy is planning to organize lessons
learnt workshop to look back at the past experiences, record the learning
and plan for the future. The workshop is a step towards bringing the
inter-agency groups together, to share notes on their learning, challenges
and planning for way ahead.
Objectives of Workshop:
The workshop aims
to reflect and share the experiences of humanitarian response of agencies
and the role played by the inter-agency groups and district level
committees, to record and document the learning and plan improvements for
the future.

To have an experience sharing exercise of different agencies
and inter-agency groups.
·
To have reflectionns on what went well, challenges
experienced and lessons learnt.
·
To have a brainstorming for strengthening mechanisms of
Unified Response Strategy.
·
To develop consensus and agreements on systems, protocols
and tools to improve quality of services, accountability and coordination
among humanitarian agencies.
·
To have an agreed plan of action.
Expected outcomes of the Workshop:
The proposed
workshop would help to further strengthen the inter-agency collaborative
process. The following are the expected outcomes of the workshop:

Document on the experiences shared by different agencies and
inter-agency groups.
·
Shared learning of all the stakeholders.
·
Identification and documentation of good practices of
inter-agency collaboration.
·
Analyze and record challenges experienced and lessons learnt
for improving future interventions.
·
New ideas to improve humanitarian systems and Unified
Response Strategy.
·
Consensus building and common understanding on future plan
of action for inter-agency coordination.
