Greetings from Sphere India!

 

You are aware of the revision process of the Sphere handbook that is currently in progress across the globe. The revision process aims to incorporate the emerging humanitarian issues and challenges in the recent years and to collect recommendations and feedbacks from the Sphere practitioners and the communities on the standards and the handbook.

 

As a contribution to the Global Sphere Revision process, Sphere India is organizing consultations on various themes in India to collect recommendations and feedbacks from the professionals and practitioners. The recent consultations covered Common Minimum Standards, Food chapter and disability. In continuation to this, Sphere India is organizing Consultation on Health Services and Psycho-Social Support during Emergencies at NIMHANS, Bangalore on 22nd December, 2009.

 

We invite practitioners, experts and professionals on Health and Psycho-Social response during emergencies to take part in the consultation and add value to the process. The program details are as below:

Background:

Since the launch of its first edition in 2000, and after the revised edition in 2004, the Sphere Handbook has become one of the most widely recognized tools for improving humanitarian response, not only by NGOs but also, and increasingly, by United Nations agencies, host governments, donor governments and other actors involved in humanitarian response.

 

The Handbook is a relevant and ‘living’ document whose success reflects its usefulness in disaster response. For the Sphere Handbook to remain relevant, Sphere needs to keep in touch with changing practices in the context of humanitarian work, as well as technical innovations. To this end, and acknowledging the significant changes that have taken place since the 2004 edition, the Sphere handbook is undergoing revision in consultation with a large number of humanitarian agencies and practitioners spread across the globe.

 

The purpose of the revision process is not to change the qualitative standards, nor to overhaul the Handbook. Rather, it is to update the qualitative and quantitative indicators and guidance notes as needed, enhance linkages between sectors, and to iron out inconsistencies, faults and important omissions from the 2004 edition. Latest developments in the humanitarian sector are also taken into consideration, such as the impact of climate change, disaster risk reduction, protection, the Humanitarian Reform process and the cluster approach, among others.

 

Sphere Revision Consultation on Health Services and Psycho-Social Support during Emergencies:

Sphere India is a National Coalition of Humanitarian Agencies in India. The members include key nodal agencies from Govt. of India, UN, INGOs, NGO Networks and National NGOs. Sphere India facilitates (1) Inter Agency Coordination, (2) Training & Capacity Building, (3) Information & Knowledge Management and (4) Common Advocacy, through a collaborative process for Quality & Accountability.

 

Being a pilot project of the Sphere Project in India, Sphere India has played a vital role in promoting and institutionalizing Sphere process in India. In continuation of these efforts, Sphere India is organizing Sphere revision consultations and workshops on different thematic areas in India. The recently organized revision consultations have covered Common Minimum Standards, Food Security, Nutrition and Food Aid, and Disability.

 

The next theme for the Sphere Revision Consultation in India is “Health Services and Psycho-Social Support (PSS) during Emergencies”. Sphere India, in collaboration with NIMHANS, PHFI, UNICEF and The Sphere Project, is organizing a one day consultation on the theme at NIMHANS, Bangalore on 22nd December, 2009.

 

Consultation objectives:

·        To find out what changes different people (staff and beneficiaries) would like to see in the Sphere handbook (specifically in relation to the Health Services and PSS in Emergencies) in the future, in the light of wider developments in the humanitarian sector.

·        To ensure that the participatory process, which has been a critical part of Sphere’s development, is maintained and informs decisions about the content of the handbook.

·        To review the socio-cultural aspects of the “Health Services and PSS in Emergencies” and collect specific recommendations from stakeholders on the theme as a part of the Sphere Revision process.

·        To collect recommendations and feedbacks from the experts and professionals of Health services and PSS in emergencies, to feed into the National Guidelines on Minimum Standards of Health and PSS being developed by National Disaster Management Authority, Govt. of India.

 

Expected outcomes:

The expected outcomes of the workshop are:

·        Feedbacks and recommendations from stakeholders from different regions of India will be collected and collated for the Sphere Revision process as well as will be fed into the National Guidelines on Minimum Standards being developed by NDMA specifically for the section on “Health Services and Psycho-Social Support in Emergencies”.

 

Expected participants:

There will be around 25-30 participants for the workshop. The participants of the workshop will be practitioners and professionals on Health Services and Psycho-Social interventions having experience of working in emergencies; working in different regions of India. Around 8-10 representatives will be called from the State Inter Agency Groups in different states. Rest of the participants will be from National & International humanitarian organizations, Govt. and Sphere India member agencies.

 

Date and Venue of the Consultation:

The consultation will be organized on 22nd December, 2009 (Tuesday). The workshop venue is National Institute of Mental Health and Neuro Sciences (NIMHANS), Hosur Road, Bangalore, India.
