Greetings from Sphere India!

Sphere India, in collaboration with National Disaster Management Authority,
Government of India, Government of Uttar Pradesh, Inter Agency Group Uttar
Pradesh and Sphere India member agencies, is organizing a Workshop on
"Minimum Standards of Food, Water, Medical Cover, Sanitation & Hygiene and
Psycho-Social Support in Disaster Relief" at Uttar Pradesh Academy of
Administration and Management (UPAAM), Lucknow, Uttar Pradesh on 11th-12th
November, 2009.

The workshop objectives are awareness raising and collecting state and
regional level feedback and recommendations on the minimum standards in
disaster relief.

National Disaster Management Authority:

National Disaster Management Authority, headed by the Prime Minister of
India, is the Apex Body for Disaster Management in India. The setting up of
the NDMA and the creation of an enabling environment for institutional
mechanisms at the State and District levels is mandated by the Disaster
Management Act, 2005.

Sphere India:

Sphere India is a National Coalition of Humanitarian Agencies in India. The
members include key nodal agencies from Govt. of India, UN, INGOs, NGO
Networks and National NGOs. Sphere India facilitates (1) Inter Agency
Coordination, (2) Training & Capacity Building, (3) Information & Knowledge
Management and (4) Common Advocacy through a collaborative process for
Quality & Accountability.

Inter Agency Group Uttar Pradesh:

Inter Agency Group Uttar Pradesh is a coalition of agencies working on
humanitarian issues. The core team consists of agencies like - UNICEF,
OXFAM, CRS, CARE, Action Aid, PGVS, PANI, SAHYOG, GEAG, Water Aid and Relief
Commissioner Organization Uttar Pradesh.

Workshop Background:

Experiences and learning from the previous disasters have emphasized the
need of setting out and institutionalizing minimum standards in different
sectors to be achieved during disaster response. Humanitarian perspective
and the victims' right to life with dignity form the basis of these minimum
standards.

Sphere India has been conducting awareness programs and trainings on minimum
standards in disaster response in different states of the country for last
few years. There has been number of consultations and workshops on the
similar theme to aware the stakeholders in minimum standards and also to get
community's feedbacks and inputs in revision of the minimum standards in the
context of India.

The previous training and capacity building events have developed
consideration awareness in the communities and stakeholders on the issues of
minimum standards and Disaster Risk Reduction. The programs have also been
much successful in sensitizing the communities and stakeholders on the
theme.

Sphere India has successfully completed one conference on the similar theme
at Srinagar, J&K during 21st-23rd July, 2009. This conference was organized
jointly with NDMA and J&K State Government along with Sphere India member
agencies. The conference has received high level of acclaim and appreciation
from all the stakeholders.

The Workshop on "Minimum Standards of Food, Water, Medical Cover, Sanitation
& Hygiene and Psycho-Social Support in Disaster Relief" being organized at
Uttar Pradesh Academy of Administration and Management (UPAAM) on the dates
11th-12th November, 2009 is another step towards dissemination of the
minimum standards to wider communities and stakeholders and in
institutionalizing the minimum standards in disaster response and relief
programs.

Workshop on Minimum Standards:

Sphere India is organizing a workshop on minimum standards jointly with NDMA
and with the support of the Uttar Pradesh State Government, Sphere India
member agencies and the State Inter Agency Groups of Uttar Pradesh and
Bihar. The objectives of the workshop are awareness raising and collecting
state and regional level feedbacks and suggestions on the minimum standards
in disaster response.

Objectives of Workshop on Minimum Standards:

The workshop aims at developing awareness and collecting state & regional
level feedbacks & suggestions on the minimum standards in disaster response.

Objectively, at the end of the workshop, the participants would be able to:

.        Understand the importance of minimum standards for disaster
response

.        Understand NDMA's perspectives on minimum standards

.        Understand sectoral approach of minimum standards

.        Understand minimum standards of different sectors

.        Provide recommendations and feedbacks on minimum standards

Expected outcomes of the Workshop:

The proposed workshop would create further awareness and sensitization on
minimum standards in the thematic sectors of disaster response. The
following are the expected outcomes of the workshop:

.        Awareness and sensitization on minimum standards in different
thematic sectors of disaster response

.        Recommendations and suggestions from communities and other
stakeholders on minimum standards

.        Contextualization of minimum standards

.        Learning from experiences and case stories from field level
implementers

.        Future plan and road map

Expected participants:

The expected number of participants in the workshop will be approx. 200-250
persons from different sections of the key stakeholders. This will include
representatives from key Government Departments, State Disaster Management
Authority, International NGOs, National & State level NGOs, Grassroots level
NGOs and volunteers & professionals from Uttar Pradesh and Bihar.

Duration and venue of Workshop:

The workshop will be organized at Uttar Pradesh Academy of Administration
and Management (UPAAM), Lucknow, Uttar Pradesh.

This will be a two days event starting from 11th-12th November, 2009. The
first day will be for big gathering of around 200-250 people. The second day
will be for focused and selected group of participants (around 40-45 people
in number) who have an understanding of minimum standards, who have
practiced minimum standards in their work and who can contribute to
contextualization of the minimum standards and to the revision process of
Sphere Handbook.
