Dear Vik,

               It is the latest practice in dev. program to take a com. based approach. It is bottom up and no doubt it creates ownership. But there must be a link or a common platform where top-down and bottom up must integrate, i.e., a platform where Govt. planner and CBDev. planner should meet for the sake of integration. If the com. plans are not integrated into the administrative plan, then flow of national dev. fund will not reach the bottom and the initiative will not sustain.The com. based plan and local authority plan should go hand in hand.

               I feel that State IAG can take a fruitful initiative in this regard. It requires mainly advocacy, table talk, understanding, lot of patience, and motivation.
