3.5.4 title

Please note, the latest 3.5.4 release shows "pre-release" as the version.  This is entirely accidental-- 3.5.4 is intended to be a regular public release.  That said, I've just heard reports that the cygwin install is failing for several people.  Any feedback with details is appreciated (please post back to spctools-discuss.)
