Captain’s Comments
 
      
It has been a great two weeks serving as the Captain of Southern Police Station. I have had the opportunity to meet several members of the community including residents, merchants, and members of various community groups and organizations. The overall message is that the residents and merchants of the South of Market and Treasure Island community want quality of life and crime addressed. I would add that partnerships and problem solving are the tenants of Community Policing and the officers of Southern Station will continue to work towards identifying and addressing issues of concern.
 
FOOT BEATS
The Department a few months ago placed additional foot beat officers on Market Street. Two Sergeants and fourteen officers were originally assigned. The officers, who are assigned to the Tactical Company, have been a welcomed addition to the policing efforts on Market Street. This effort has been so successful, the Department has allocated an additional Sergeant and almost doubled the personnel. You will be pleased to see more officers walking in the downtown area.   
 
I have taken a close look at the foot beat officers assigned to Southern Station. Specifically, I have been concerned with the quality of life issues along the 6th Street corridor. In the next few days, I will be assigning two beat officers to walk on 6th Street, seven days a week from 11:00 a.m. to 9:00 p.m. They will be instructed to work closely with the residents and merchants on 6th Street in an effort to address community concerns. 
 
ENFORCEMENT OPERATIONS
I have worked closely with the Lieutenants to develop an enforcement plan to address street robberies, drug dealing, wanted subjects, traffic issues, pedestrian safety and auto boostings. I will report back to you in the coming weeks on the success Southern Station has had in enforcement.
 
   QUALITY OF LIFE
Officers Gary Buckner and Nick Territo are assigned as the Operation Outreach Officers for Southern Station. These officers address homelessness and quality of life issues throughout the district. They work closely with the Homeless Outreach Team, the Human Services Agency and the Department of Public Health to identify and assist those individuals in need of services. Officers Buckner and Territo may be reached by cell phone at 713-1618. They have identified for me the top 5 chronic quality of life offenders in the district we now name, “Southern’s Top 5.” We will be focusing on getting these 5 individuals into services. Note that this Friday, June 6th is Project Homeless Connect at Pier 48. Please direct anyone you know that may be in need of social services to this location.
 
NIGHT CLUBS
In the coming weeks, we will be working closely with the Entertainment Commission, club owners and residents of the South of Market Community to address violence and other associated problems at the clubs. We will be developing a plan in anticipation of our up coming summer in the SOMA.
 
 
 
 
 
TREASURE ISLAND
Lieutenant Eric Vintero of the day watch has become the liaison to Treasure Island and is preparing enforcement plans to deal with traffic issues on the island. We look forward to the work to be performed there in the coming weeks.
 
                                                EXPIRED REGISTRATION
Community Policing Captain Paul Chignell of Taraval Station began a program when he was the Captain of Ingleside Station where he informed his community to e mail him if they observed a vehicle parked on the City streets which had expired registration tabs over 6 months. I’ve started this program on Treasure Island and would like to extend it to the South of Market Area. If you see a vehicle parked with expired tabs over 6 months, e mail me at david...@sfgov.org and I will have the vehicle towed within 24 hours.
 
CAPTAIN’S COMPLEMENTARY REPORTS
This section is dedicated to inform you of the outstanding work performed by the officers of Southern Station. I read all the police reports each day and I, along with the Sergeants and Lieutenants, identify outstanding police work performed by the officers of Southern Station. As a result, we prepare a Captain’s Complementary Report to the Chief of Police in order to recognize that officer(s) good police work.
 
The follow Captain’s Complementary Reports were prepared this week:
 
On Friday, May 31, 2008 at 11:00 p.m., Officer Chambers was on patrol on 5th Street traveling towards Market Street. Officer Chambers noticed the two individuals running across 5th Street and into a vehicle which was double parked. When the vehicle proceeded North on 5th Street towards Market, a victim of an armed robbery ran up to Officer Chambers and told him that he had just been robbed by those fleeing the scene. Officer Chambers pursued the violent suspects who failed yield to the officer’s red lights and siren. A low speed pursuit ensued which eventually ended up on the Bay Bridge where the suspects came to an abrupt stop and it was believed that they threw the gun, used in the armed robbery, over the rail and into the bay. Officers from Southern Station, Tenderloin Station, Central Station and the Tactical Company responded and assisted in taking four extremely dangerous armed robbers into custody. Most of the victim’s property was recovered. Officer Chambers and the other officers are to be commended for their quick action and bravery in apprehending those criminals!

5/27/08 12:20AM 855 Howard: Officers Du and Street responded to 855 Howard where a witness saw a person slash the convertible top of a parked car. The Officers detained a suspect who was later booked for vandalism to a vehicle.
 
5/27/08 10:40AM Jessie/6th: Officers Balmy and Bandoni were on foot patrol when they saw a subject with an open alcohol container. Further investigation showed that the subject had an outstanding warrant.
 
5/27/08 12:20PM 5th/Harrison: Officer Buckner cited a subject who was soliciting from the vehicles exiting the freeway.
 
5/27/08 2:40PM 1060 Market: Lt. Mannix, Sgt. Keane, Officer Healy, Yick, Crosby, Cole, Salazar, Wong, Bryant, and Buhagiar were all part of a narcotics operation on Market Street. The above Officers arrested a subject who sold base rock cocaine directly to an undercover Officer. The Officer also seized a large amount of money from the suspect.

5/27/08 3:50PM Golden Gate/Jones: The above narcotics operation team arrested a suspect who sold marijuana to an undercover Officer.
 
5/27/08 4:55PM 6th/Minna: The above narcotics operation team arrested a subject who sold base rock cocaine to an undercover Officer. The Officer seized additional narcotics and a large amount of cash on the subject.
 
 
5/27/08 5:20PM 1032 Market: Officer Pheng and Sherry responded to Arcadia Book Store located at 1032 Market regarding a shoplifter. The suspect was cited and released at the scene.
 
5/27/08 5:24PM 425 7th St: Officer Murphy responded to County Jail regarding an incoming prisoner who attempted to smuggle some marijuana inside the jail. The marijuana was seized and the prisoner received additional charges.
 
 
5/27/08 5:24PM 86 Golden Gate: Officer Murphy and Morales were on patrol when they contacted a subject who was on the public sidewalk with an open beer in his hand and was clearly intoxicated. The Officers seized 10 individually wrapped baggies of marijuana from the suspect. The subject was booked at County Jail.
 
5/27/08 5:25PM Turk/Leavenworth: The above narcotics operation team arrested a subject who sold heroin to an undercover Officer.
 
5/27/08 5:30PM Market/Mason: Lt.Vintero was on patrol when he saw a vehicle run a red light. Lt.Vintero performed a traffic stop and determined that the driver did not have a driver’s license. The vehicle was towed.
 
5/27/08 5:55PM Market/Mason: Lt.Vintero made a traffic stop on a vehicle with no front license plate and determined that the driver had a suspended driver’s license.
 
5/27/08 7:27PM 4th/Bryant: Officer Du was on patrol when he saw a driver refuse to yield to a pedestrian in the roadway. After a traffic stop the Officer determined the driver did not have a driver’s license. The vehicle was towed.
 
5/27/08 8:00PM 521 Stevenson: Officer Murphy and Morales were on patrol when they spotted a suspect who was sitting on the sidewalk in the process of loading his heroin into a syringe. The narcotics were seized and the subject was booked at County Jail.
 
5/27/08 11:14PM 6th/Minna: Officers Frost and Cotter arrested a subject for a court ordered stay-away violation and a probation violation.
 
5/27/08 11:53PM 958 Market: Officer Harris conducted a traffic stop and determined the driver had a suspended driver’s license. The vehicle was towed.
 
5/28/08 12:30AM 7th/Mission: Officer Weber performed a traffic stop on a vehicle with no license plates and determined that the driver had no proof of insurance and no driver’s license. The vehicle was towed.
 
5/28/08 2:45AM 800 2nd ST: Officer Cotter and Frost responded to AT&T Ballpark regarding a person who jumped over a fence and took a baseball uniform from a mannequin inside the batting cage area. The Officer spotted the suspect nearby who had the uniform in his possession.
 
5/28/08 2:58AM 1035 Mission: Officer Bertrand and McManigal saw a vehicle driving without its lights on. After performing a traffic stop the Officers determined that the driver did not have a driver’s license. The Officers also seized powder cocaine inside the vehicle. The driver and passenger were booked at County Jail. The vehicle was towed.
 
5/28/08 3:48AM 6th/Market: Officer Ueber and Pedroza were on foot patrol when they saw a subject riding a bicycle on the public sidewalk in violation of the vehicle code. The subject who was on parole had a knife in his possession in violation of his parole terms. The knife was seized and the subject was booked at County Jail.
 
5/28/08 4:05AM 10th/Harrison: Officer Bernard cited a driver who ran a red light and determined that the driver did not have a driver’s license. The car was towed.
 
5/28/08 9:03AM 1101 Market: Officer Pon and Garcia-Morales arrested two subjects for street sales of narcotics and conspiracy.
 
5/28/08 9:03AM 1101 Market: Officer Toomer and Mariles contacted a subject who had a court ordered stay-away from that location. The subject who also had a crack pipe in his possession was booked at County Jail.
 
5/28/08 10:31AM 3rd/Paul: Officers Holder and Doherty received a signal from their low-jack tracking equipment and immediately tracked the signal which led them to 3rd/Paul where they located the stolen car with a suspect inside it. The car was returned to its owner and the suspect was who also had warrants for her arrest was booked at County Jail.
 
5/28/08 11:00AM 776 Market: Officers Tom and Tjia responded to the Rite Aid Store regarding a shoplifter. Store security told the Officers that the suspect entered the store in a wheel chair and took two 1.75 liters bottles of tequila and left the store without paying for them. Store security stopped the suspect outside the store and the suspect got out of his wheel chair and tried to flee. Further investigation revealed that the suspect had two outstanding warrants for this very same offense.
 
5/28/08 12:08PM Mission/South Van Ness: Officer Territo and Buckner were on patrol when they saw a subject using a sign to solicit from vehicle waiting at the traffic light. The Officers immediately recognized the subject from numerous contacts and arrests at that location. The subject also had a warrant for the same violation at the same location.
 
5/28/08 1:49PM 557 Stevenson: Officer Constantine and Perez responded to a call of a person who brandished a knife and was acting crazy. When the Officers arrived the suspect attempted to dispose of the knife and refused to cooperate with the Officers. The subject was booked at County Jail.
 
5/28/08 2:30PM 13th/South Van Ness: Officer Buckner saw a subject standing in the street using a sign to solicit from vehicles stopped for the traffic light. Officer Buckner determined that this subject had been arrested/cited for this very same violation 59 times. The subject who had two outstanding warrants for the same violation was booked at County Jail.
 
5/28/08 2:43PM 201 Turk: Sgt. Doss, Inspector Keane, Officers Valdez, and Schaffer from Our Narcotics Detail Combined efforts with Officers Wong, Bryant, and Yick from Southern Station’s Plain Clothes Detail to perform a “buy/bust” operation. The operation netted three subjects for sales of base rock cocaine and heroin. The Officers also seized over $350.00.
 
5/28/08 2:44PM 799 Market: Officer Salmonson arrested a subject for, petty theft with a prior, at the Ross Department Store.
 
5/28/08 2:56PM 100 4th ST: Captain Lazar was on the public sidewalk near 100 4th street when he saw a subject on the sidewalk using a sign to solicit money from people passing by. The subject was blocking the sidewalk and people had to walk around the subject causing a hazard. Officer Rockwell responded as back-up and the Officers determined the subject also had warrant for the same violation. The subject was booked at County Jail.
 
5/28/08 6:02PM 901 Market: Officer Pheng and Sherry responded to Marshall’s Department Store regarding a theft. The Officers cited a subject for petty theft.
 
5/28/08 6:31PM 73 Sumner: Officers McManigal and Bertrand responded 73 Sumner regarding a person lying on the sidewalk with her belongings scattered about blocking the public sidewalk. The person was clearly intoxicated and booked at County Jail due to her inability to care for herself.
 
5/28/08 9:26PM 1049 Howard: Officers Bernard and Campbell arrested a subject who had an outstanding warrant for her arrest.
 
5/28/08 10:15PM 6th/Folsom: Lt.Vintero made a traffic stop and cited the driver for driving without a driver’s license. The vehicle was towed.
 
5/28/08 10:48PM 150 3rd ST: Officer Frost arrested a subject for public intoxication at the Yerba Buena Gardens.
 
5/28/08 11:30PM Turk/Jones: Lt. Vintero made a traffic stop of a vehicle and determined that the driver had a suspended license. The vehicle was towed.
 
5/28/08 11:30PM 1139 Market: Officers Morgan and Forneris made a warrant arrest.
 
5/28/08 11:39PM 498 Jessie: Officers McManigal and Bertrand were on patrol when they saw a subject standing in front of a liquor store with an open beer in his hand. The Officers approached the subject who was intoxicated. The subject refused to tell the Officers his name and began swearing at the Officers. The subject was booked at County Jail.
 
5/29/08 2:22AM 833 Mission: Officers Tursi, Crosby, and Gordon responded to the parking garage located at 833 Mission regarding an auto boost. The Officers had a suspect in custody who had numerous stolen items in his possession. The owner of the vehicle was on scene and was happy to get all his property back. The suspect was already on parole.
 
5/29/08 12:30PM 298 King: Officer Cadenazzi and Simmons responded to the Safeway at 298 King where security had a suspect in custody for theft. The suspect who also had a no bail parole violation warrant was booked for petty theft with a prior theft conviction.
 
5/29/08 1:50PM Mission/South Van Ness: Officer Buckner was on patrol when he saw a subject in the street using a sign to solicit money from vehicles waiting for the traffic light there. Further investigation showed that the subject was cited/arrested for this same violation 28 times in the past.
 
5/29/08 3:18PM Mission/South Van Ness: Officer Territo was on patrol when he saw a subject using a sign to solicit money from vehicles waiting for the traffic light there. Further investigation showed that the subject was cited/arrested for the same violation 27 times in the past.
 
5/29/08 4:02PM Ave H Treasure Island: Officer Bryant arrested a subject who had an outstanding arrest warrant.
 
5/29/08 4:03PM 899 Howard: Officer Chew and Cunningham arrested a subject for petty theft with a prior from the Burlington Coat Factory.
 
5/29/08 4:35PM 13th/South Van Ness: Officer Buckner was on patrol when he saw a subject in the street using a sign to solicit from vehicles stopped for the traffic light there. Officer Buckner contacted the subject and determined that he had 10 outstanding warrants and had been cited/arrested 13 times for this violation.
 
5/29/08 4:45PM 450 10th St: Officer Kane and Elias responded to the Costco at 450 10th Street regarding a theft suspect in custody. A subject was booked for burglary and theft with a prior.
 
5/29/08 7:05PM 6th/Mission: Lt.Vintero was on patrol when he saw a vehicle driving without a front license plate. Lt .Vintero determined that the driver has driving without a driver’s license. The vehicle was towed.
 
5/29/08 11:15PM 850 Bryant: A subject came to Southern Station and turned himself in for an outstanding warrant.
 
5/30/08 8:03AM Mission/Beale: Officer Rueca and Dutra responded to Mission and Beale regarding a pedestrian who broke the glass door of a bus traveling southbound on Beale. The pedestrian was cited and released from the scene.
 
5/30/08 9:25AM 976 Market: Officer Toomer and Mariles were working a foot beat when they saw a subject with a crack pipe. The subject was cited and released.
 
5/30/08 11:50AM 865 Market: Officers Cadenazzi and Ramos responded to the Nordstrom’s Store and arrested a subject for petty theft with a prior.
 
5/30/08 12:30PM 5th/Mission: Officer Du was on patrol when he saw a driver make an illegal turn. He performed a traffic stop and determined that the driver did not have proof of insurance and had a suspended driver’s license. The car was towed.
 
5/30/08 12:54PM Market/Powell: Officer Gonzalez was on a foot beat when he saw a subject who was wanted for a no bail warrant. The subject was arrested and booked into County Jail.
 
5/30/08 2:35PM Powell/Ellis: Officer Balmy and Bandoni were walking a foot beat when they saw a subject acting erratically. The contacted the subject who had an outstanding warrant.
 
5/30/08 3:20PM 450 10th St: Officer Kane and Elias responded to the Costco regarding a suspect in custody for a burglary.
 
5/30/08 5:40PM 6th/Stevenson: Officer Dong was on bicycle patrol when he saw a subject with a crack pipe in his hands. The subject also had a warrant for his arrest.
 
5/30/08 5:45PM 845 Market: Officer Elias and Kane responded to the Bloomingdale’s regarding a theft suspect in custody. The Officers determined that the subject was had prior conviction for theft. The subject was booked at County Jail.
 
5/30/08 11:00PM 5th/Market: Officer Chambers was on patrol when he saw two men run to and get inside a double parked vehicle. A victim then approached Officer Chambers and stated that the two men had just robbed him at gun point. Officer Chambers gave chase to the vehicle which was speeding away. The vehicle refused to stop and attempted to flee on the Bay Bridge. The traffic on the bridge was heavy and the fleeing car eventually pulled over. Several Officers including Officers Lazano, Keeve, Newbeck, Kane, Elias, and Korte responded to the scene. Sgt.Ryan from our Robbery Detail responded and assisted in this investigation. Property from the victim was located on the suspects. 4 suspects were booked at County Jail.
 
5/30/08 11:31PM Stockton/Broadway: Sgt.Tom and Officer Tozer were on patrol when they performed a traffic stop on a vehicle. The Officers contacted the driver who appeared to be intoxicated. The drivers failed field sobriety tests and a breathalyzer test. He was booked at County Jail.
 
5/31/0/8 1:10AM 520 4th St: Officer Crosby and Reynolds responded to the night club at 520 4th Street regarding an assault. When the Officers arrived they located a victim who was bleeding from a broken nose. The victim pointed out a suspect who was arrested at the scene.
 
5/31/08 8:05AM 825 Market: Officer Chiu and Yee responded to The Walgreens Store regarding a shoplifter in custody. The Officers arrested the subject for petty theft with a prior. Further investigation showed the subject was already on parole.
 
5/31/08 10:45AM 833 Mission: Officer Perez arrested a subject for trespassing. The subject was a sex registrant who was in violation of his court order to register. He was booked at County Jail.
 
5/31/08 11:01AM 5th/Clementina: Officer Sovig arrested a subject for an outstanding warrant.
 
5/31/08 12:56PM 555 9th St: Nordstrom Rack. Officer Anderson and Cato cited a subject for petty theft.
 
5/31/08 1:50PM 170 South Van Ness: Smart and Final. Officer Kane and Elias arrested a subject for petty theft with a prior.
 
5/31/08 1:50PM 5th/Stevenson: Sergeant Christie and Officer Salmonson responded to 5th and Stevenson regarding a person who brandished a handgun at a person there. Upon arrival the Officers detained a suspect who was still at the scene. A loaded firearm was found in the suspect’s possession.
 
5/31/08 3:18PM 170 South Van Ness: Smart and Final. Officer Kane and Elias arrested a subject who was on parole for petty theft with a prior. The subject also had a warrant.
 
5/31/08 6:18PM 6th/Minna: Officer Salazar and Madrid arrested a subject, who had 15 rocks of cocaine in her possession, for sales of base rock cocaine.
 
5/31/08 8:00PM Embarcadero: Officers Dickson and O’Connor arrested a subject who shot a BB gun at a passing vehicle on the Embarcadero. The suspect was in custody after a high speed pursuit in Daly City.
 
5/31/08 10:15PM Market/McAllister: Officer Kerow cited a driver for driving with a suspended license and no proof of insurance. The car was towed.
 
6/1/08 5:50AM 401 6th St: Officer Kerow and Castaneda responded to the night club located there regarding a suspect who assaulted the club’s doorman. The suspect who was intoxicated had marijuana in his possession when arrested.
 
6/1/08 9:53AM 1000 Market: Officers Bryant, Wong, and Yick performed a narcotics operation where they saw a drug dealer make a hand to hand narcotic transaction. The Officers were able to arrest the dealer and the buyer who had to rock of crack cocaine in his possession.
 
6/1/08 10:41AM 26 6th St: Officers Bryant, Wong, and Yick performed a narcotics operation where they saw a drug dealer make a hand to hand narcotic transaction. The Officers were able to arrest the dealer and the buyer who had a rock of crack cocaine in her possession when arrested.
 
6/1/08 1:06PM 6th/Harrison: Officers Bryant and Wong were patrolling the area of the End Up Bar when they saw a person sitting in the passenger seat of a parked car. The Officers contacted the person and could smell marijuana coming from the vehicle. The Officers also found some powdered cocaine and 5 ecstasy tablets inside the vehicle.
 
6/1/08 2:10PM 799 Market: Officer Tack was contacted by the Ross Store Security regarding an unruly customer. The security Officer advised Officer Tack the unruly customer was not welcome inside the store. Officer Tack advised the customer who refused to leave the store. The customer who refused to leave was arrested for trespassing. The unruly customer resisted arrest and was then joined by three of her friends who interfered and attempted to lynch the Officers custody. Numerous Officers were called as back-up. 1 subject was cited and 3 others were booked at County Jail.
 
6/1/08 4:00PM 399 4th St: Whole Foods. Officer Chambers responded and cited a juvenile for theft.
 
6/1/08 6:35PM 5th/Harrison: Officer Kane and Elias were under the overpass at 5th/Harrison and contacted a suspect who had a warrant. The suspect also had crack cocaine in his possession when arrested.
 
6/1/08 6:45PM Embarcadero/Harrison: Officer Chambers cited a driver for no proof of insurance and driving on a suspended license. The car was towed.
 
6/1/08 8:15PM 12 4th St: Officers Kane and Elias responded to 12 4th Street where a hotel doorman was assaulted. 1 suspect booked at County Jail.
 
6/1/08 8:20PM 1049 Market: Officer Madrid and Salazar were on patrol when they saw a suspect rolling a marijuana cigarette inside a bus shelter. The suspect was cited for possession of marijuana.
 
6/1/08 9:46PM 825 Market: Officer Frost and Cotter were on patrol when they saw 2 subjects arguing near the entrance of the Walgreens. The officers got out of their car to investigate when one of the men pulled out a collapsible baton. The Officers ordered the suspect to drop the weapon which he eventually did. The suspect was booked for terrorist threats and possession of a prohibited weapon. 
 
6/1/08 11:55PM 7th/Mission: Officer Chambers cited a driver for driving on a suspended license. The car was towed.
 
6/2/08 12:20AM Larkin/Hayes: Officer Cotter cited a driver for driving on a suspended license. The car was towed.
 
6/2/08 12:31AM 4th/folsom: Officer Edison cited a driver for running a red light and for driving without a license. The car was towed.
 
6/2/08 1:15AM 6th/Harrison: Sergeant Bragagnolo cited a subject for driving without a license. The car was towed.
 
 
6/2/08 11:08AM 865 Market: Nordstrom’s. Officers MacKenzie and Ng arrested two subjects for Grand Theft. Both subjects were already on court probation.
6/2/08 11:21AM 1050 Market: Officer Buckner was on patrol when he saw a person sleeping inside a makeshift encampment in front of 1050 Market. The Officer contacted the person who was asleep inside and asked her to pack up and move along. The Officer returned a short time later and the woman was again asleep and made no attempt to leave. She was cited and released from the scene.
 
6/2/08 12:20PM 865 Market: Abercrombie & Fitch. Officers Brakel and Walker cited a subject for petty theft.
 
6/2/08 12:29PM 799 Market: Ross Store. Officer Sung cited and released a juvenile for petty theft.
 
6/2/08 2:41PM UN Plaza: Officers Razzak, Buhagiar, and Cole conducted a narcotics operation in UN Plaza. The Officers observed a narcotic transaction and arrested the dealer and the buyer. The dealer was 17 years old. The buyer was already on court probation.

HOMICIDE VICTIM ALBERTO CASILLAS
The Office of the Mayor has authorized a $10,000.00 reward for information leading
to the arrest and prosecution of the suspect(s) responsible for the murder of Alberto Casillas On January 7,2007, at 0217 hours, Alberto Casillas was shot and killed inside his vehicle while driving in the area of 13th and Folsom Streets. The suspect had confronted the victim earlier in the evening at the Club Caliente. During the confrontation, the suspect(s) brandished a firearm. A short while later, as the victim and his friend were driving away from the area, suspects fired multiple rounds into the driver’s side of the victim’s vehicle. Casillas was shot and subsequently died at SFGH. Anyone with information or questions is urged to contact Inspector Karen Lynch, or Inspector Thomas Cleary of the SFPD Homicide Detail at (415) 553-1145 or, after hours, the Operations Center at (415) 553-1071.             Southern Station organized an operation to combat the problem with unlicensed drivers. The operation focused on the SOMA, Bayview, Western Addition, and Broadway areas. The operation was on 5/30/08 from 6PM-4AM and resulted in 183 Moving Violations and 24 Vehicle tows.

Qualifications:
A qualified candidate will be enrolled in a 2 or 4-year college (exceptional high school students also considered) and maintain an average GPA of 3.0. Foreign language proficiency is a plus. We also encourage recent graduates to apply. A focus on or interest in political science, public policy, communications or any other major really and a demonstrated commitment to San Francisco are highly desirable. To be considered for this position, candidates must be available 15 – 20 hours per week for the duration of the school year. Candidates reaching the interview phase will be given a writing test.

Francisco to support the transition of backyard, front yard, window
boxes, rooftops, and unused land into organic food production areas.
 
In 2008 we will choose 15 households that represent the diversity of

Considering the current budgetary concerns, we have postponed our SFPD Women’s Health & Fitness Challenge for this fiscal year, should budgetary matters improve there’s a possibility of having event next fiscal year.
San Jose PD invited us to host on-site testing in NYC at John Jay College, we had to decline our participation as result of current budgetary concerns. I have been in contact with the college coordinators who are willing to provide us with on-site/on-campus resources should we want to host our own on-site testing at this site. Since we had to decline, San Jose PD asked Oakland PD who will be joining them in NYC June 2008 to host on-site testing, to approximately 400 Administrative Justice students who are interested in Law Enforcement & Public Safety Careers, and they are willing to move out west.
Recruitment is working on proposed Recruitment orientation training schedule, for review and approval by Command staff, so that we can train our 350+ part-time recruiters.  
The Recruitment Unit wishes to thank Officer Brenda Walker and Officer Sonja Mariona (Video Unit) for taking photos and video footage, from the “bring you child to work day” specialized unit demos to use as part of our display picture boards.
I am currently requesting to speak with members with 30+ years within the Department to obtain positive stories, historical facts and/or tidbits to showcase and give an overview of the positives of working for SFPD. Other news:
Department of Human Resources Examinations Unit is moving to a new facility and testing site. The San Francisco Public Safety Testing facility, is located at 1740 Cesar Chavez, in San Francisco. This Public Safety Examinations facility will be used by DHR to facilitate the testing for all City-wide agencies from this facility.
 
The new facility will have maximum capacity of testing approximately 175 prospects per examination. DHR is currently working with DTIS to create a new reservation system, where prospects will be able to make a reservation via our website www.sfpdcareers.com.
 
We are currently in discussions with DHR examinations Unit to consider possibly offering more than one test per month.

Captain’s Comments
Tuesday, June 10, 2008



I’ve had the opportunity to meet with residents, merchants, club owners
and community organizers this past week. My priority is to meet with as
many people as possible from the South of Market and Treasure Island
community. Our partnerships are essential in order to address the
quality of life and crime problems. When partnerships are formed, trust
is developed. Trust is an essential component of Community Policing.
When the community trusts the police and the police trust the community,
ideas are freely exchanged and solutions to problems are developed and
implemented. This past week, a club owner met with me regarding
incidents of violence around a particular night club. He offered some
great suggestions in which I have implemented to address the problem. I
am open to input and believe that all members of the community have
something valuable to offer. I look forward to working with the
community, identifying problems and collectively developing responses to
those problems in the near future.


Meet Your New 6th Street Foot Beat Officers!

There are many issues on 6th Street that need our attention. These
issues include public drunkenness, drinking in public, drug sales,
street robberies, selling stolen property and garbage clean up to name a
few. My priority is to see that the 6th Street corridor crime issues are
addressed. When we as a community do not address crime proactively, it
sends a message to those who commit crime that 6th Street is place to
conduct their activity. To that end, I have assigned four officers full
time to 6th Street. Two of the four officers will be on duty, 7 days a
week, from 11:00 a.m. to 9:00 p.m. Officers Michelle Spears, John
Murphy, Leonard Cueba and Craig Dong have all volunteered for the
assignment. These officers will patrol on 6th Street from Market to
Howard. They will walk most of the time and on occasion, ride their
police bicycles. They will be responsible to enforce the law, work with
DPW to clean up the garbage and most importantly meet and partner with
the residents and merchants along 6th Street. They will also be active
in the Community Court Program which is held once a month at the Rose
Hotel, 125 6th Street. Please be sure to meet your 6th Street Beat
Officers either on the beat or at the next Police Community Relations
Meeting.


PEDESTRIAN SAFETY ENFORCEMENT OPERATIONS

I have met with members of the community who are concerned about
pedestrian safety on 6th Street between Mission and Folsom.
Specifically, during commute hours in the morning and afternoon.
Motorists are taking right turns at intersections without providing the
right of way for the pedestrians in the crosswalks. During the next few
weeks, Lieutenant Eric Vintero of the day watch and Lieutenant Ann
Mannix of the night watch will be conducting enforcement in order to
issue citations to motorists who fail to give the right away to
pedestrians. Please e-mail me at david...@sfgov.org with

OPERATION IMPACT

The Police Department has partnered with the California Highway Patrol
to conduct traffic enforcement throughout the City. On Thursday, May 29,
2008, the CHP (2 Sergeants and 16 Officers) focused on South of Market
resulting in 83 traffic stops, 4 drunk driving arrests, 63 citations
issued, 3 vehicles impounded, and 4 people brought to jail! We are
grateful for the work performed by the CHP, making our streets in the
South of Market area safer!

TREASURE ISLAND

Traffic safety on Treasure Island is our concern. Officers assigned to
Southern Station will continue to focus on speeding and other moving
violations. The Traffic Company has been assisting us with speeding
motorists. Lieutenant Eric Vintero is planning several enforcement
operations on the island. Lieutenant Vintero wanted to see the issue
first hand so on Saturday, June 7, 2008, he spent a few hours on
Treasure Island and wrote 10 moving violations and towed two vehicles
when the drivers drove on a suspended license. I have now assigned an
additional traffic enforcement car on Treasure Island to focus on
traffic.

Officers assigned to Treasure Island are now required to stop by the
Boys and Girls club at least once per shift. There are a few hundred
youth who reside on Treasure Island and it is essential officers
interact with the youth and serve as role models. I look forward to
working closely with the Boys and Girls club this summer.


GARBAGE CLEAN UP

We are thankful to Mohammed Nuru and his staff at the Department of
Public Works for dedicating a DPW garbage clean up truck almost
everyday. The program has been in place for a couple of years. On
certain days, the truck meets with Officer Gary Buckner or Nick Territo
who are assigned as Operation Outreach Officers. These officers escort
the truck to various locations throughout the district to have garbage
picked up which was left behind such as mattresses, couches and other
abandoned items. Please feel free to assist us with this process by
phoning 311 for garbage clean up.


NARCOTICS ENFORCEMENT

On Thursday, June 5, 2008, Lieutenant Ann Mannix led the way by
supervising a Narcotics Enforcement Operation along the 6th Street
corridor and on Market Street resulting in several arrests. Excellent
job!


SOUTHERN STATION SOFTBALL TEAM

The Police Department has had a baseball league for many years. These
are teams within the Department, for example each station has a baseball
team, including a team from the Investigations Bureau. The teams play
each other in an SFPD league from March thru mid June. Southern
Station’s Team consist of Officer Marcial Marquez (Team Captain),
Officers Nelson Ramos, Daniel Reyes, Louis Wong, Greg Buhagiar, Michael
Tursi, Andrew Lucas, Tim Reynolds, Phil Gordon, Greg Latus, Edgar
Gonzalez, Rick Yick, Ashad Razzak, Sergeant John Bragagnolo and
Lieutenant Michael Flynn. The Team motivator from the sidelines is
Officer Carl Bryant.

Southern Station’s team has won 5 games and lost 5 games this season.
They went to the playoffs and won. On Tuesday, June 10, 2008 at 12:00
p.m., at the Silver Terrace field (Silver and Bayshore) they will be
playing against Inspectors from the Investigation’s Bureau for the
championship. I am proud of the team. If your schedule allows, please
feel free to attend the game and cheer for our winning Southern Station
Team!

6/4/08 8:34AM 13th/Mission: Officer Territo and Buckner were on patrol
when they saw a subject using a sign to solicit from vehicles

stopped at a traffic light. The Officers determined that the subject had
been arrested/cited 56 times in the past for this violation. The subject

was booked at County Jail.

6/4/08 9:30AM 964 Market: Officer Doherty and Holder arrested a subject
who attempted to pass a fraudulent check.

6/4/08 1:05PM 5th/Harrison: Officer Carew was on patrol when he saw a
subject on the freeway off-ramp soliciting from vehicles stopped
at the traffic light. The Officer determined that the subject had been
arrested/cited 18 times in the past for this same violation.

6/4/08 3:00PM 1301 Market: Officer MacKenzie responded to the Rite Aid
Store located there regarding a stabbing. A store employee

was stabbed in the arm by a theft suspect. The suspect was booked at
County Jail and the employee was transported to the hospital for

lacerations to his left forearm.

Market regarding a victim of a robbery. The Officers

responded and spoke with a victim who told them that he was robbed of
$5.00 nearby on 6th Street. Officers Dickson and Lucas were in

the area searching for the suspects when they detained two suspects. The
victim positively identified the suspects. The $5.00 was recovered

from the suspects. The suspects were booked for robbery and conspiracy.

battery.

6/9/08 8:13AM Leavenworth/McAllister: Officer Hogan and Faye were on a
foot beat when they saw a person sleeping in the park.

The officer checked on his welfare and found a crack pipe loaded with
rock cocaine in his possession. The subject was booked.

had an outstanding warrant.

SFPD identification section regarding a person there with a

on scene they found a victim bleeding badly from a bite to his ear. It
appeared that the dispute started over a can of beer.




Southern Station News:
The Bay to Breakers race generates many complaints every
year due to the peripheral parties, nudity, drinking in public, public
sex, garbage, and injuries. Months of planning goes into this event with
the Police Department making every attempt to keep it safe. Please

This is the San Francisco Police Departments Youth Fishing
Program’s 40th year. Unfortunately, there will be no salmon season, but
we still will be able to take youths of the city out to the ocean and
fish for rock cod and halibut. Also, new for this summer, The Aquarium
of the bay at Pier 39 has offered to host children a tour of the

Join The San Francisco Community Police Academy

The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on July 15,
2008. We are now also starting a Youth Community Police Academy, geared
towards high school students and will last 10 weeks, starting on August
19,2008.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

I’ve had the opportunity to meet with residents, merchants, club owners and community organizers this past week. My priority is to meet with as many people as possible from the South of Market and Treasure Island community. Our partnerships are essential in order to address the quality of life and crime problems. When partnerships are formed, trust is developed. Trust is an essential component of Community Policing. When the community trusts the police and the police trust the community, ideas are freely exchanged and solutions to problems are developed and implemented. This past week, a club owner met with me regarding incidents of violence around a particular night club. He offered some great suggestions in which I have implemented to address the problem. I am open to input and believe that all members of the community have something valuable to offer. I look forward to working with the community, identifying problems and collectively developing responses to those problems in the near future.
 
 
Meet Your New 6th Street Foot Beat Officers!
 
There are many issues on 6th Street that need our attention. These issues include public drunkenness, drinking in public, drug sales, street robberies, selling stolen property and garbage clean up to name a few. My priority is to see that the 6th Street corridor crime issues are addressed. When we as a community do not address crime proactively, it sends a message to those who commit crime that 6th Street is place to conduct their activity. To that end, I have assigned four officers full time to 6th Street. Two of the four officers will be on duty, 7 days a week, from 11:00 a.m. to 9:00 p.m. Officers Michelle Spears, John Murphy, Leonard Cueba and Craig Dong have all volunteered for the assignment. These officers will patrol on 6th Street from Market to Howard. They will walk most of the time and on occasion, ride their police bicycles. They will be responsible to enforce the law, work with DPW to clean up the garbage and most importantly meet and partner with the residents and merchants along 6th Street. They will also be active in the Community Court Program which is held once a month at the Rose Hotel, 125 6th Street. Please be sure to meet your 6th Street Beat Officers either on the beat or at the next Police Community Relations Meeting.
 
 
PEDESTRIAN SAFETY ENFORCEMENT OPERATIONS
 
I have met with members of the community who are concerned about pedestrian safety on 6th Street between Mission and Folsom. Specifically, during commute hours in the morning and afternoon. Motorists are taking right turns at intersections without providing the right of way for the pedestrians in the crosswalks. During the next few weeks, Lieutenant Eric Vintero of the day watch and Lieutenant Ann Mannix of the night watch will be conducting enforcement in order to issue citations to motorists who fail to give the right away to pedestrians. OPERATION IMPACT
 
The Police Department has partnered with the California Highway Patrol to conduct traffic enforcement throughout the City. On Thursday, May 29, 2008, the CHP (2 Sergeants and 16 Officers) focused on South of Market resulting in 83 traffic stops, 4 drunk driving arrests, 63 citations issued, 3 vehicles impounded, and 4 people brought to jail! We are grateful for the work performed by the CHP, making our streets in the South of Market area safer!
 
TREASURE ISLAND
 
Traffic safety on Treasure Island is our concern. Officers assigned to Southern Station will continue to focus on speeding and other moving violations. The Traffic Company has been assisting us with speeding motorists. Lieutenant Eric Vintero is planning several enforcement operations on the island. Lieutenant Vintero wanted to see the issue first hand so on Saturday, June 7, 2008, he spent a few hours on Treasure Island and wrote 10 moving violations and towed two vehicles when the drivers drove on a suspended license. I have now assigned an additional traffic enforcement car on Treasure Island to focus on traffic.
 
Officers assigned to Treasure Island are now required to stop by the Boys and Girls club at least once per shift. There are a few hundred youth who reside on Treasure Island and it is essential officers interact with the youth and serve as role models. I look forward to working closely with the Boys and Girls club this summer.
 
 
GARBAGE CLEAN UP
 
We are thankful to Mohammed Nuru and his staff at the Department of Public Works for dedicating a DPW garbage clean up truck almost everyday. The program has been in place for a couple of years. On certain days, the truck meets with Officer Gary Buckner or Nick Territo who are assigned as Operation Outreach Officers. These officers escort the truck to various locations throughout the district to have garbage picked up which was left behind such as mattresses, couches and other abandoned items. Please feel free to assist us with this process by phoning 311 for garbage clean up.
 
 
NARCOTICS ENFORCEMENT
 
On Thursday, June 5, 2008, Lieutenant Ann Mannix led the way by supervising a Narcotics Enforcement Operation along the 6th Street corridor and on Market Street resulting in several arrests. Excellent job!
 
 
SOUTHERN STATION SOFTBALL TEAM
 
The Police Department has had a baseball league for many years. These are teams within the Department, for example each station has a baseball team, including a team from the Investigations Bureau. The teams play each other in an SFPD league from March thru mid June. Southern Station’s Team consist of Officer Marcial Marquez (Team Captain), Officers Nelson Ramos, Daniel Reyes, Louis Wong, Greg Buhagiar, Michael Tursi, Andrew Lucas, Tim Reynolds, Phil Gordon, Greg Latus, Edgar Gonzalez, Rick Yick, Arshad Razzak, Sergeant John Bragagnolo and Lieutenant Michael Flynn. The Team motivator from the sidelines is Officer Carl Bryant.
 
Southern Station’s team has won 5 games and lost 5 games this season. They went to the playoffs and won. On Tuesday, June 10, 2008 at 12:00 p.m., at the Silver Terrace field (Silver and Bayshore) they will be playing against Inspectors from the Investigation’s Bureau for the championship. I am proud of the team. If your schedule allows, please feel free to attend the game and cheer for our winning Southern Station Team!
