Captain’s Comments

Tuesday September 29, 2009



The Folsom Street Fair took place over the weekend and a couple of

hundred thousand people attended. You didn’t read much about it in the

paper since everything went smoothly. In the city, fairs and events

like this happen constantly but you really wouldn’t know a lot about

them unless the event went sideways. The Police Department is

constantly planning and meeting with event organizers months in advance

so that all the necessary parts are in place to have an orderly fair,

race or whatever it might be. The Police Department handles so many

different aspects of the daily functions of the city you would be

surprised. This department functions like a well oiled machine but when

you read the papers you read of the few mistakes that take place that

are far and few between. Today a suspicious package was found on a Muni

bus at the Transbay terminal. Upon arrival of the police department, it

was only minutes before the area was cordoned off, people evacuated,

sheltered in place and traffic diverted. This department had to

coordinate with Muni, CHP, SFFD, MTA and other agencies and it was all

done without a hiccup. These are events which take place regularly.

This department has and will handle any type of event. It will be done

professionally and quietly so most people never

know it even happened.

Saturday 9/5/09 9:57 PM 979 Market St.: Officer Junio and Officer
Pallidino were on patrol when they observed a vehicle with out any
license plates. The Officers effected a traffic stop and pulled the
vehicle over. The Officers made contact with the driver. A records
check revealed the driver’s license was suspended and he was on felony
probation for narcotics. During a search of the vehicle the Officers
recovered 142 yellow prescription tablets prescribed to somebody else.
The Officers also recovered a cell phone with a text message saying “hey
r u going to the city tonight, can I get 50 more yellows from u please?”
The suspect replied “yes” in a text message. The Officers also
recovered $1015.00 in US Currency. The vehicle was towed from the
scene. The suspect was booked at County Jail 9.

Thursday 9/10/09 11:43 PM Folsom/Summner Park: Officer Payne and
Officer Rodarte responded to Victoria Manalo Park on a call of a loose
pit bull that had bitten several people. When the Officers arrived they
met with the victim. The victim showed the Officers where the pit bull
had bitten him on the arm. An ambulance was requested and the Officers
made contact with another woman who was crying hysterically. The woman
stated the pit bull had not attacked her but had attacked her dog. Both
victims stated they had not seen the owner of the dog. The victims had
only seen the dog roaming around the park. The Officers contacted
Animal Care and Control to pick up the dog. During their hour wait for
Animal Care the owner of the dog never showed up on scene. Finally a
woman arrived on scene saying the pit bull was hers and that she must
have blacked out for an hour. The woman was issued a citation for her
dog biting another person. Animal Care and Control Officer Flores #4
arrived on scene. ACC Officer Flores took custody of the dog which had
already been labeled a viscous dog from a previous bite and must wear a
muzzle.

Thursday 9/10/09 1:30 PM Mission/6th St.: Officer Chan was on patrol
when he was flagged down by a man who pointed at another man. The
witness stated the man had just grabbed a girl under her skirt. Officer
Chan exited his patrol vehicle and detained the suspect. Just then the
victim ran up and said “he just touched me.” Officer Chan attempted to
place the suspect into handcuffs but the suspect tried to elbow Officer
Chan into the face. Officer Chan was able to do a foot sweep on the
suspect and take him into custody without further incident. The suspect
was booked at County Jail 9.

Thursday 9/10/09 10:18 AM 465 Natoma St.: Officer Horan and Officer
Cunningham were on patrol when they observed the suspect holding an open
container of alcohol. The Officers detained the suspect. A records
check revealed the suspect had a $50,000.00 warrant for his arrest. The
suspect was booked at County Jail 9.

Thursday 9/10/09 4:37 PM 6th St/Natoma St.; Officer Charanghat, Officer
Narjarro, and Officer Dong were dispatched to a call of 25 people
partying and drinking on the corner. When the Officers arrived on scene
Officer Dong recognized one of the people as a suspect in a stabbing.
The Officers detained the suspect and recovered a pocket knife which was
open with the blade locked and ready to use. The pocket knife had dried
blood on it. The suspect was booked at County Jail 9.

Friday 9/11/09 1:09 PM Mission St/4th St: Sgt. Caturay was on patrol at
the Yerba Buena Community Business District when he was dispatched to a
call of a person with a knife acting aggressive. When Sgt. Caturay
located and approached the suspect, the suspect changed his attitude and
calmed down. A records check revealed the suspect had a $20,000 warrant
for his arrest. The suspect was booked at County Jail 9.

Friday 9/11/09 8:35AM 1546 Market St.: Officer Woo was standing on
Market St at Franklin dealing with transient related call when he
observed the suspect being chased by an woman. The woman saw Officer
Woo and yelled “help, help she just stole ice cream from my store.”
Officer Woo detained the suspect and recovered the stolen ice cream.
The victim stated the suspect entered her store and opened a bag of
chips and started eating them. The victim told her to stop it. The
suspect refused, took off her shoe and hit the victim over the head.
The suspect then went into the freezer, stole the ice cream and ran.
The suspect was booked at County Jail 9.

Friday 9/11/09 12:08 AM 465 Natoma St.: Officer Payne and Officer
Rodarte were on patrol when they observed a vehicle blocking a driveway.
A computer check of the driver revealed a NO Bail warrant for his
arrest. The suspect was booked at County Jail 9.

Saturday 9/12/09 12:09 AM 1155 Market St.: Officer Forneris and Officer
Madrid were on patrol when they were dispatched to a call of a person
who was assaulted with a cane. Officer Cronin and Officer O’Keeffe
arrived on scene and detained the suspect. The Officers spoke to the
victim who stated the suspect beat her multiple times on her head and
back with his cane. The victim stated the suspect just kept yelling
that his girlfriend told him to beat her up. The suspect was booked at
County Jail 9.

Saturday 9/12/09 7:53 AM Bryant St/Division St.: Officer Horan and
Officer Cunningham were on foot patrol walking inside a parking lot when
they came in contact with a suspect who was holding a syringe full of
heroin in her hand. The suspect stated she was on probation. A search
of the suspect revealed a California ID belonging to someone else, a zip
lock baggie of suspected methamphetamine, a bolt cutter, two wrenches, a
utility knife, and various house and car keys. The Officers also
recovered a notebook that contained handwritten notes planning criminal
activity in the upcoming days. These notes contained fake ID’s and bank
account numbers. The suspect was booked at County Jail 9.

Saturday 9/12/09 12:11 AM 4th St/Brannan St: Office Gunter and Officer
Tack responded to an auto boost. When the Officers arrived they meet
with Sgt. Christ who was next to the boosted vehicle. Sgt. Christ
stated he arrived on scene to see the suspect exit the vehicle. The
suspect had two screwdrivers in his possession. When the suspect saw
Sgt. Christ he took off running. Sgt. Christ gave chase and Officer
Dickson and Officer Dittmer were able to take him into custody a few
seconds later. Officer Salazar conducted an arrest search and located
an IPod on the suspect. A records check revealed the suspect was on
probation. The suspect was booked at County Jail 9.

Sunday 9/13/09 6:54 AM Bryant St/Division St: Officer Horan and Officer
Cunningham entered a parking lot and made contact with a suspect who was
loitering inside the lot. The Officers asked the suspect if he was on
probation or parole. The suspect stated he was on parole. A records
check revealed the suspect had a NO Bail parole warrant for his arrest.
The suspect was booked at County Jail 9.

Sunday 9/13/09 11:29 PM 563 Natoma St.: Officer Gunter and Officer Tack
were responding to a call of a burglary. Upon their arrival, Officer
Forneris and Officer Madrid had the suspect detained with the assistance
of Sgt. Frazer and Officer Glynn. The suspect had taken off the
security gate and was crouched down by the front door of the residence.
When the suspect saw the Officers he tried to pull his hood over his
head to hide. But that didn’t work!! When Officer Cronin and Officer
Tack made contact with the residents they stated that they were sleeping
when they heard a loud bang. The suspect was trying to kick open the
door. Both victims were terrified for their life. The suspect had
numerous prior arrests for violence and theft. The suspect was booked
at County Jail 9.

Sunday 9/13/09 2:22 AM 8th St/Harrison St.: Officer Madrid and Officer
Forneris were on patrol when they heard the sound of glass breaking.
When the Officers looked over they saw a man with his arm inside vehicle
window pulling a blanket out. The Officers detained the suspect. The
suspect stated he didn’t break into the car he was just taking the
blanket. The suspect was booked at County Jail 9.

Sunday 9/13/09 2:26 AM 9th St/Market St Officer Gunter and Officer Tack
were on patrol when they saw a woman crying and saying, “she took my
money” The victim pointed at the suspect and stated she took her money.
Officer Tack and Officer Gunter attempted to detained the suspect who
started to resist them. The Officers eventually handcuffed and detained
the suspect. Officer Gunter asked the suspect if she had any weapons.
The suspect said no. Officer Gunter conducted a pat search for weapons.
Officer Gunter located a folding knife with the blade extended. As
Officer Gunter reached inside the pocket to retrieve the knife, the
blade contacted her right index finger causing a laceration. The victim
told the Officers that she was standing on the corner when the suspect
asked her for money. The victim took out her wallet to give her a $1.00
bill when the suspect snatched a $10.00 bill from her wallet. The
suspect was booked at County Jail 9.

Sunday 9/13/09 1:15 AM Bryant St/4th St.: Officer Khan and Officer
Junio were on patrol when they responded to the area regarding a suspect
selling property from a bag. Upon arrival, the Officers observed the
suspect holding a large bag. The suspect started to walk away from the
Officers. The Officers looked inside the bag and saw numerous cameras
inside it. A record’s check revealed the suspect was on parole for
burglary and had a search condition. During a search the Officers
recovered a check book that didn’t belong to the suspect. The suspect
was booked at County Jail 9.

Sunday 9/13/09 2:50 PM Brady St/Stevenson St: Officer Maracha responded
to a call of a person who threw a rock at a vehicle window. The victim
stated she saw the suspect throw a rock at her window shattering the
whole window. The victim gave Officer Maracha a description of the
suspect. Officer Marahca asked a nearby hotel if they saw a person
matching the suspect’s description. The hotel manager stated yes and
told Officer Maracha what room he was in. Officer Maracha found the
suspect and placed him under arrest. The victim postively identified
the suspect. A record’s check revealed the suspect was on active
parole. The suspect was booked at County Jail 9.

Sunday 9/13/09 9:24 AM 12th St/Mission St: Officer Horan and Officer
Cunningham were on patrol when they observed a suspect jay walking. The
Officers detained the suspect to issue him a citation. The suspect had
no identification on him so prior to transporting him to Southern
Station Officer Cunningham searched the suspect’s property and recovered
seven Oxycontin pills and two glass pipes. The suspect was booked at
County Jail 9.


Monday 9/14/09 1:30 AM 11th St/Howard St.: Officer Madrid, Officer
Forneris, Officer Cronin, Officer O’Keeffe, and Officer Kofman responded
to a call of a fight involving bats and knives. When Officer Cronin and
Officer O’Keeffe arrived on scene they observed two suspects hitting the
victim with a baseball bat. Officer Cronin and Officer O’Keeffe
detained the two suspects. Officer Madrid and Officer Forneris detained
a third suspect involved. Sgt. Christ located a second victim. Both
victims were treated at the scene and transported to San Francisco
General Hospital. The suspects were booked at County Jail 9.

Monday 9/14/09 4:35 PM 251 Rhode Island St: Officer Rockwell was
dispatched to a call of a fight with weapons. Dispatch stated two
suspects were hitting the victim with a belt. Sgt. Gamble arrived on
scene and had the parties separated. Sgt. Gutierrez, Officer Anderson,
Officer Cato, Officer Simmons, Officer Chan, and Office Dittmer also
responded to the scene. The victim stated he was standing at the bus
stop when a vehicle nearly hit him. The victim yelled out to the driver
and the driver stopped. The driver and two passengers exited the
vehicle and started hitting the victim. One of the suspects took off
his belt and started hitting the victim with the buckle on his body and
head. The victim fell to the ground and was kicked multiple times by
the suspects. All three suspects were booked into County Jail 9.

Monday 9/14/09 5:35 AM 66 6th St.: Officer Bertrand was on patrol when
he observed a vehicle parked with numerous people walking to and from
it. Officer Bertrand approached the vehicle and made contact with the
driver and suspect. A record’s check revealed the driver had numerous
narcotics arrests in this area and the passenger was on probation. A
search of the vehicle revealed four pieces of paper with
methamphetamines inside them. Both suspects were booked at County Jail
9.

Monday 9/14/09 12:50 PM 48 6th St.: Inspector Levin # 78 advised
Officer Constantine and Officer Ceaser of a suspect who had just had a
warrant issued for his arrest. The Officers responded to the suspect’s
residence and placed him under arrest. The suspect was booked at County
Jail 9.

September 9/14/09 1:40 AM 90 Mint St.: Officer Crosby and Officer Payne
were on patrol when they observed a vehicle fail to use its traffic
signal. The Officers conducted a traffic stop and pulled the vehicle
over. The driver stated she did not have her driver’s license on her.
The passenger stated she was on probation. A records check revealed the
driver’s license was suspended. A probation search of the passenger
conducted by Sgt. Frazier recovered one unmarked pill bottle containing
seven methadone pills and five sqvoxone pills. The driver was cited
and her vehicle was towed. The passenger was booked at County Jail 9.

Tuesday 9/15/09 1:09 AM 776 Market St: Officer Ocreto responded to a
call of a stabbing. When Officer Ocreto arrived, Officer Garbayo,
Officer Constantine, and Officer Johnson were already on scene and had
the suspect detained. The victim stated he was walking down the street
when the suspect approached him, mumbled something, and pushed him. The
victim pushed the suspect out of the way. The suspect pulled out a tent
spike and stabbed the victim in the face. The suspect was booked at
County Jail 9.

Tuesday 9/15/09 11:05 PM 479 Natoma St.: Officer Pedroza, Officer
Frost, Sgt. Christ and Sgt. Bragagnolo were working plain clothes in the
area. The Officers and Sergeants were walking east on Natoma St. when
they observed a hand to hand narcotics transaction. When the two
suspects saw the Officers they both tried to throw their rocks of
cocaine they had. One of the suspects even tried to throw the cocaine
down a storm drain. HOWEVER, Sgt. Bragagnolo was smarter then the
suspect!! Sgt. Bragagnolo got a rake handle, put a piece of chewing gum
on the tip of the handle and was able to recover the one piece of rock
cocaine that fell down the gutter! GOOD McGyver work Sgt. Bragagnolo!
All in all the Officers/Sergeants recovered nine pieces of rock cocaine.
Both of the suspects were booked at County Jail 9.

Thursday 9/15/09 1:32 AM 93 6th St.: Officer Rosaia and Officer Crosby
were on patrol when they observed the two suspects. The Officers knew
that one of the suspects had a stay away order from the area. The
Officers made contact with the suspects. One of the suspects had both
of his hands down his pants. Believing that the suspect was concealing
a weapon or narcotics, the Officers searched him and recovered 3 baggies
of methamphetamines. Both suspects were booked at County Jail 9.

Thursday 9/17/09 12:50 AM 135 6th St.: Officer Kane and Officer Elias
responded to the Central Warrants Bureau to locate new warrants for
subjects that are known to frequent the Southern Police District. The
Officers located a suspect who they recognized from prior arrests. The
Officers responded to the suspect’s residence along with Officer Yick
and Officer Canning. The suspect was taken into custody for his NO BAIL
warrant and booked at County Jail 9.

Sunday 9/20/09 11:54 PM 6th St/Harrison St.: Officer Payne and Officer
Rosaia were on patrol when they observed a vehicle with its tail light
out. The Officers conducted a traffic stop and made contact with the
driver. A computer check of the driver revealed the suspect had a NO
BAIL warrant with the US Marshalls. The suspect was booked at County
Jail 9.

Monday 9/21/09 1:44 AM 260 6th St.: Officer Campbell and Officer
Bertrand were on patrol when they observed a vehicle make an illegal
left hand turn. The Officers conducted a traffic stop and pulled the
vehicle over. The Officers made contact with the driver and a record’s
check revealed he was driving on a suspended license. Officer Bertrand
conducted an arrest search and recovered 7 capsules of ecstasy. During
a search of the vehicle, the Officers recovered a baggie of mushrooms
(psilocybin) and a baggie of marijuana. The vehicle was towed with a
hold for STOP. All the narcotics and the $789.00 in US Currency the
suspect had on his possession were booked as evidence. The suspect was
booked at County Jail 9.

Monday 9/21/09 5:42 PM 6th St/Jessie St.: Officer Schwab and Officer
Oryall were on patrol when they made contact with the suspect. A
record’s check revealed the suspect had a $10,000 warrant for his
arrest. The suspect was booked at County Jail 9.

Monday 9/21/09 3:30 PM 32 6th St.: Officer Wong, Officer Bryant, and
Sgt. Yee were conducting narcotics surveillance in the area when they
observed a hand to hand narcotics transaction. One suspect handed the
other suspect money, then the other suspect reached into his mouth and
pulled out a piece of rock cocaine. The two suspects were taken into
custody. The Officers recovered 2 more pieces of rock cocaine and over
$350.00 in US Currency. The suspects were booked at County Jail 9.

Tuesday 9/22/09 2:30 AM 4th St/Harrison St.: Officer Payne and Officer
Rosaia were on patrol when they observed a vehicle fail to stop at a
stop sign. The Officers conducted a traffic stop and made contact with
the driver. A records check revealed the suspect had a $73,550 warrant
for his arrest out of Las Vegas for fraud. The suspect was booked at
County Jail 9 waiting extradition to Las Vegas.

Tuesday 9/22/09 1:11 AM 1095 Market St: Officer Razzak, Officer
Buhagiar, Officer Wong, Officer Bryant and Inspector Monroe were
conducting a buy bust operation in the area using Inspector Monroe as
the buy Officer. Inspector Monroe bought ten clonpin pills for $10.00.
The suspect was taken into custody and the city marked $10.00 bill was
recovered along with 56 colonpin pills and 61 vicodin pills. The
suspect was booked at County Jail 9.



Case Follow Up

Thursday 3/4/09 4:20 PM 22 7th St. Lt. Flynn, Officers Healy, Wong,

Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant hit the streets

AGAIN! Officer Healy again was working as the decoy Officer. The

suspect approached Officer Healy and asked him for a cigarette. Officer

Healy gave the suspect a cigarette. The suspect then asked for a light.

Officer Healy reached into his pocket for a lighter. As Officer Healy

did that, the suspect reached into Officer Healy’s shirt pocket and took

the Marked City Funds. The Officer arrested the suspect. The suspect

was booked at County Jail 9.



Follow Up: The suspect was found guilty. The suspect was sentence to

three days in jail and 3 years probation.



Thursday 3/4/09 3:55 PM 6th St/Mission St: Lt. Flynn, Officers Healy,

Wong, Razzak, Buhagiar, Cueba, Canton, Perez, and Bryant hit the streets

again using Officer Healy as their decoy Officer. Officer Healy was

walking on 6th St. when the first suspect approached Officer Healy tried

to talk to him. The second suspect then quickly approached Officer

Healy and took the marked city funds out of Officer Healy shirt pocket.

The money then fell out of the 2nd suspects hand and the 1st suspect

picked it up. The two suspects then started arguing about whose money

it was as they walked down the block. The Officers arrested the two

suspects. One of the suspects had a NO Bail warrant for his arrest.

Both suspects were booked at County Jail 9.



Follow Up: The 1st suspect charges were dismissed and he was released to

Parole on his Parole violation. The 2nd suspect was found guilty on

theft charges and was given six months in jail.



Friday 3/6/09 10:25 PM 201 8th St.: Officer Schwab, Officer Lum,

Officer Frost, Officer Payne, and Captain McDonagh responded to a call

of a woman being battered. When Captain McDonagh arrived he spoke to

the victim. The 68 year old victim stated she was walking down 8th St.

with her dinner when she saw the suspect working on his bicycle. As the

victim passed the suspect, “he just went crazy.” The suspect grabbed

the victim’s food and then threw the victim on the ground. The suspect

then fled the area with the food. Officer Frost and Officer Payne

detained a suspect who matched the description given by dispatch. A

cold show was set up and the victim and a witness positively identified

the suspect. The suspect was booked at County Jail 9.



Follow up: The charges were dismissed pending further investigation.

SAFE is hosting our first Annual 5K Fun Run/Walk for SAFEty on October
25, 2009.

first ever 5K Fun Run/Walk for SAFEty event designed to promote
awareness of personal and family safety, while raising funds for all of
its important community services. The event will be held on Sunday,

begins at 10:00am and the race is set to start at 11:00am. For all the
hard work and participation of our runners/walkers, volunteers and SAFE
supporters there will be a post race BBQ from 11:30am - 2:30pm.

through crime prevention education and public safety services. Join SAFE
and members of your community in this effort. Register to participate in

SFPD Recruitment


Due to budget challenges, it was determined that The Exams Unit will not
offer any more written examinations between August 2009 and December
2009.



SFPD Police Internship Program


SFPD offers unpaid college internships for students who are interested
in exploring career options within law enforcement. Orientation for this
program takes place three times a year: June (for summer semester),
August (for fall semester) and February (for spring semester).

Join The San Francisco Community Police Academy

The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.
