Captain’s Comments
It has been a great two weeks serving as the Captain of Southern Police Station. I have had the opportunity to meet several members of the community including residents, merchants, and members of various community groups and organizations. The overall message is that the residents and merchants of the South of Market and Treasure Island community want quality of life and crime addressed. I would add that partnerships and problem solving are the tenants of Community Policing and the officers of Southern Station will continue to work towards identifying and addressing issues of concern.
FOOT BEATS The Department a few months ago placed additional foot beat officers on Market Street. Two Sergeants and fourteen officers were originally assigned. The officers, who are assigned to the Tactical Company, have been a welcomed addition to the policing efforts on Market Street. This effort has been so successful, the Department has allocated an additional Sergeant and almost doubled the personnel. You will be pleased to see more officers walking in the downtown area.
I have taken a close look at the foot beat officers assigned to Southern Station. Specifically, I have been concerned with the quality of life issues along the 6th Street corridor. In the next few days, I will be assigning two beat officers to walk on 6th Street, seven days a week from 11:00 a.m. to 9:00 p.m. They will be instructed to work closely with the residents and merchants on 6th Street in an effort to address community concerns.
ENFORCEMENT OPERATIONS I have worked closely with the Lieutenants to develop an enforcement plan to address street robberies, drug dealing, wanted subjects, traffic issues, pedestrian safety and auto boostings. I will report back to you in the coming weeks on the success Southern Station has had in enforcement.
QUALITY OF LIFE Officers Gary Buckner and Nick Territo are assigned as the Operation Outreach Officers for Southern Station. These officers address homelessness and quality of life issues throughout the district. They work closely with the Homeless Outreach Team, the Human Services Agency and the Department of Public Health to identify and assist those individuals in need of services. Officers Buckner and Territo may be reached by cell phone at 713-1618. They have identified for me the top 5 chronic quality of life offenders in the district we now name, “Southern’s Top 5.” We will be focusing on getting these 5 individuals into services. Note that this Friday, June 6th is Project Homeless Connect at Pier 48. Please direct anyone you know that may be in need of social services to this location.
NIGHT CLUBS In the coming weeks, we will be working closely with the Entertainment Commission, club owners and residents of the South of Market Community to address violence and other associated problems at the clubs. We will be developing a plan in anticipation of our up coming summer in the SOMA.
TREASURE ISLAND Lieutenant Eric Vintero of the day watch has become the liaison to Treasure Island and is preparing enforcement plans to deal with traffic issues on the island. We look forward to the work to be performed there in the coming weeks.
EXPIRED REGISTRATION Community Policing Captain Paul Chignell of Taraval Station began a program when he was the Captain of Ingleside Station where he informed his community to e mail him if they observed a vehicle parked on the City streets which had expired registration tabs over 6 months. I’ve started this program on Treasure Island and would like to extend it to the South of Market Area. If you see a vehicle parked with expired tabs over 6 months, e mail me at david.la...@sfgov.org and I will have the vehicle towed within 24 hours.
CAPTAIN’S COMPLEMENTARY REPORTS This section is dedicated to inform you of the outstanding work performed by the officers of Southern Station. I read all the police reports each day and I, along with the Sergeants and Lieutenants, identify outstanding police work performed by the officers of Southern Station. As a result, we prepare a Captain’s Complementary Report to the Chief of Police in order to recognize that officer(s) good police work.
The follow Captain’s Complementary Reports were prepared this week:
On Friday, May 31, 2008 at 11:00 p.m., Officer Chambers was on patrol on 5th Street traveling towards Market Street. Officer Chambers noticed the two individuals running across 5th Street and into a vehicle which was double parked. When the vehicle proceeded North on 5th Street towards Market, a victim of an armed robbery ran up to Officer Chambers and told him that he had just been robbed by those fleeing the scene. Officer Chambers pursued the violent suspects who failed yield to the officer’s red lights and siren. A low speed pursuit ensued which eventually ended up on the Bay Bridge where the suspects came to an abrupt stop and it was believed that they threw the gun, used in the armed robbery, over the rail and into the bay. Officers from Southern Station, Tenderloin Station, Central Station and the Tactical Company responded and assisted in taking four extremely dangerous armed robbers into custody. Most of the victim’s property was recovered. Officer Chambers and the other officers are to be commended for their quick action and bravery in apprehending those criminals!
5/27/08 12:20AM 855 Howard: Officers Du and Street responded to 855 Howard where a witness saw a person slash the convertible top of a parked car. The Officers detained a suspect who was later booked for vandalism to a vehicle.
5/27/08 10:40AM Jessie/6th: Officers Balmy and Bandoni were on foot patrol when they saw a subject with an open alcohol container. Further investigation showed that the subject had an outstanding warrant.
5/27/08 12:20PM 5th/Harrison: Officer Buckner cited a subject who was soliciting from the vehicles exiting the freeway.
5/27/08 2:40PM 1060 Market: Lt. Mannix, Sgt. Keane, Officer Healy, Yick, Crosby, Cole, Salazar, Wong, Bryant, and Buhagiar were all part of a narcotics operation on Market Street. The above Officers arrested a subject who sold base rock cocaine directly to an undercover Officer. The Officer also seized a large amount of money from the suspect.

5/27/08 3:50PM Golden Gate/Jones: The above narcotics operation team arrested a suspect who sold marijuana to an undercover Officer.
5/27/08 4:55PM 6th/Minna: The above narcotics operation team arrested a subject who sold base rock cocaine to an undercover Officer. The Officer seized additional narcotics and a large amount of cash on the subject.
5/27/08 5:20PM 1032 Market: Officer Pheng and Sherry responded to Arcadia Book Store located at 1032 Market regarding a shoplifter. The suspect was cited and released at the scene.
5/27/08 5:24PM 425 7th St: Officer Murphy responded to County Jail regarding an incoming prisoner who attempted to smuggle some marijuana inside the jail. The marijuana was seized and the prisoner received additional charges.
5/27/08 5:24PM 86 Golden Gate: Officer Murphy and Morales were on patrol when they contacted a subject who was on the public sidewalk with an open beer in his hand and was clearly intoxicated. The Officers seized 10 individually wrapped baggies of marijuana from the suspect. The subject was booked at County Jail.
5/27/08 5:25PM Turk/Leavenworth: The above narcotics operation team arrested a subject who sold heroin to an undercover Officer.
5/27/08 5:30PM Market/Mason: Lt.Vintero was on patrol when he saw a vehicle run a red light. Lt.Vintero performed a traffic stop and determined that the driver did not have a driver’s license. The vehicle was towed.
5/27/08 5:55PM Market/Mason: Lt.Vintero made a traffic stop on a vehicle with no front license plate and determined that the driver had a suspended driver’s license.
5/27/08 7:27PM 4th/Bryant: Officer Du was on patrol when he saw a driver refuse to yield to a pedestrian in the roadway. After a traffic stop the Officer determined the driver did not have a driver’s license. The vehicle was towed.
5/27/08 8:00PM 521 Stevenson: Officer Murphy and Morales were on patrol when they spotted a suspect who was sitting on the sidewalk in the process of loading his heroin into a syringe. The narcotics were seized and the subject was booked at County Jail.
5/27/08 11:14PM 6th/Minna: Officers Frost and Cotter arrested a subject for a court ordered stay-away violation and a probation violation.
5/27/08 11:53PM 958 Market: Officer Harris conducted a traffic stop and determined the driver had a suspended driver’s license. The vehicle was towed.
5/28/08 12:30AM 7th/Mission: Officer Weber performed a traffic stop on a vehicle with no license plates and determined that the driver had no proof of insurance and no driver’s license. The vehicle was towed.

I’ve had the opportunity to meet with residents, merchants, club owners
and community organizers this past week. My priority is to meet with as
many people as possible from the South of Market and Treasure Island
community. Our partnerships are essential in order to address the
quality of life and crime problems. When partnerships are formed, trust
is developed. Trust is an essential component of Community Policing.
When the community trusts the police and the police trust the community,
ideas are freely exchanged and solutions to problems are developed and
implemented. This past week, a club owner met with me regarding
incidents of violence around a particular night club. He offered some
great suggestions in which I have implemented to address the problem. I
am open to input and believe that all members of the community have
something valuable to offer. I look forward to working with the
community, identifying problems and collectively developing responses to
those problems in the near future.
Meet Your New 6th Street Foot Beat Officers!
There are many issues on 6th Street that need our attention. These
issues include public drunkenness, drinking in public, drug sales,
street robberies, selling stolen property and garbage clean up to name a
few. My priority is to see that the 6th Street corridor crime issues are
addressed. When we as a community do not address crime proactively, it
sends a message to those who commit crime that 6th Street is place to
conduct their activity. To that end, I have assigned four officers full
time to 6th Street. Two of the four officers will be on duty, 7 days a
week, from 11:00 a.m. to 9:00 p.m. Officers Michelle Spears, John
Murphy, Leonard Cueba and Craig Dong have all volunteered for the
assignment. These officers will patrol on 6th Street from Market to
Howard. They will walk most of the time and on occasion, ride their
police bicycles. They will be responsible to enforce the law, work with
DPW to clean up the garbage and most importantly meet and partner with
the residents and merchants along 6th Street. They will also be active
in the Community Court Program which is held once a month at the Rose
Hotel, 125 6th Street. Please be sure to meet your 6th Street Beat
Officers either on the beat or at the next Police Community Relations
Meeting.
PEDESTRIAN SAFETY ENFORCEMENT OPERATIONS
I have met with members of the community who are concerned about
pedestrian safety on 6th Street between Mission and Folsom.
Specifically, during commute hours in the morning and afternoon.
Motorists are taking right turns at intersections without providing the
right of way for the pedestrians in the crosswalks. During the next few
weeks, Lieutenant Eric Vintero of the day watch and Lieutenant Ann
Mannix of the night watch will be conducting enforcement in order to
issue citations to motorists who fail to give the right away to
pedestrians. Please e-mail me at david.la...@sfgov.org with
intersections which have similar problems that need attention.
OPERATION IMPACT
The Police Department has partnered with the California Highway Patrol
to conduct traffic enforcement throughout the City. On Thursday, May 29,
2008, the CHP (2 Sergeants and 16 Officers) focused on South of Market
resulting in 83 traffic stops, 4 drunk driving arrests, 63 citations
issued, 3 vehicles impounded, and 4 people brought to jail! We are
grateful for the work performed by the CHP, making our streets in the
South of Market area safer!
TREASURE ISLAND
Traffic safety on Treasure Island is our concern. Officers assigned to
Southern Station will continue to focus on speeding and other moving
violations. The Traffic Company has been assisting us with speeding
motorists. Lieutenant Eric Vintero is planning several enforcement
operations on the island. Lieutenant Vintero wanted to see the issue
first hand so on Saturday, June 7, 2008, he spent a few hours on
Treasure Island and wrote 10 moving violations and towed two vehicles
when the drivers drove on a suspended license. I have now assigned an
additional traffic enforcement car on Treasure Island to focus on
traffic.
Officers assigned to Treasure Island are now required to stop by the
Boys and Girls club at least once per shift. There are a few hundred
youth who reside on Treasure Island and it is essential officers
interact with the youth and serve as role models. I look forward to
working closely with the Boys and Girls club this summer.
GARBAGE CLEAN UP
We are thankful to Mohammed Nuru and his staff at the Department of
Public Works for dedicating a DPW garbage clean up truck almost
everyday. The program has been in place for a couple of years. On
certain days, the truck meets with Officer Gary Buckner or Nick Territo
who are assigned as Operation Outreach Officers. These officers escort
the truck to various locations throughout the district to have garbage
picked up which was left behind such as mattresses, couches and other
abandoned items. Please feel free to assist us with this process by
phoning 311 for garbage clean up.
NARCOTICS ENFORCEMENT
On Thursday, June 5, 2008, Lieutenant Ann Mannix led the way by
supervising a Narcotics Enforcement Operation along the 6th Street
corridor and on Market Street resulting in several arrests. Excellent
job!
SOUTHERN STATION SOFTBALL TEAM
The Police Department has had a baseball league for many years. These
are teams within the Department, for example each station has a baseball
team, including a team from the Investigations Bureau. The teams play
each other in an SFPD league from March thru mid June. Southern
Station’s Team consist of Officer Marcial Marquez (Team Captain),
Officers Nelson Ramos, Daniel Reyes, Louis Wong, Greg Buhagiar, Michael
Tursi, Andrew Lucas, Tim Reynolds, Phil Gordon, Greg Latus, Edgar
Gonzalez, Rick Yick, Ashad Razzak, Sergeant John Bragagnolo and
Lieutenant Michael Flynn. The Team motivator from the sidelines is
Officer Carl Bryant.
Southern Station’s team has won 5 games and lost 5 games this season.
They went to the playoffs and won. On Tuesday, June 10, 2008 at 12:00
p.m., at the Silver Terrace field (Silver and Bayshore) they will be
playing against Inspectors from the Investigation’s Bureau for the
championship. I am proud of the team. If your schedule allows, please
feel free to attend the game and cheer for our winning Southern Station
Team!

driving while intoxicated.

subject urinate on the public sidewalk. The suspect also had
drug paraphernalia in his possession.
6/3/08 11:35AM 1298 Howard: Officer Buckner responded to the service
station located at 1298 Howard regarding a trespasser. Officer
Buckner contacted a subject who had a warrant and drug paraphernalia in
his possession.
6/3/08 6:25PM 4th/Mission: Officer Ueber cited a driver for an illegal
turn and driving on a suspended license. The car was towed.
6/3/08 7:40PM 845 Market: Bristol Farms. Officers Ueber and Morales
arrested a subject for petty theft with a prior conviction.
6/3/08 9:40PM 7th/Mission: Officer Edison cited a driver for driving on
a suspended license. The car was towed.
6/3/08 9:45PM 88 6th St: Officer Murphy cited a driver for driving on a
suspended license. The car was towed.
6/3/08 10:28PM 1175 Market: Officers Bartley and Tack were on patrol
were patrol when they a subject urinate on the public sidewalk.
The subject also had marijuana and drug paraphernalia in his possession.
The Officers cited and released the subject.
6/4/08 1:45AM 6th/Mission: Officer Dickson cited a subject for driving
on a suspended license. The car was towed.

PEDESTRIAN SAFETY ENFORCEMENT OPERATIONS
I have met with members of the community who are concerned about pedestrian safety on 6th Street between Mission and Folsom. Specifically, during commute hours in the morning and afternoon. Motorists are taking right turns at intersections without providing the right of way for the pedestrians in the crosswalks. During the next few weeks, Lieutenant Eric Vintero of the day watch and Lieutenant Ann Mannix of the night watch will be conducting enforcement in order to issue citations to motorists who fail to give the right away to pedestrians. OPERATION IMPACT
The Police Department has partnered with the California Highway Patrol to conduct traffic enforcement throughout the City. On Thursday, May 29, 2008, the CHP (2 Sergeants and 16 Officers) focused on South of Market resulting in 83 traffic stops, 4 drunk driving arrests, 63 citations issued, 3 vehicles impounded, and 4 people brought to jail! We are grateful for the work performed by the CHP, making our streets in the South of Market area safer!
TREASURE ISLAND
Traffic safety on Treasure Island is our concern. Officers assigned to Southern Station will continue to focus on speeding and other moving violations. The Traffic Company has been assisting us with speeding motorists. Lieutenant Eric Vintero is planning several enforcement operations on the island. Lieutenant Vintero wanted to see the issue first hand so on Saturday, June 7, 2008, he spent a few hours on Treasure Island and wrote 10 moving violations and towed two vehicles when the drivers drove on a suspended license. I have now assigned an additional traffic enforcement car on Treasure Island to focus on traffic.
Officers assigned to Treasure Island are now required to stop by the Boys and Girls club at least once per shift. There are a few hundred youth who reside on Treasure Island and it is essential officers interact with the youth and serve as role models. I look forward to working closely with the Boys and Girls club this summer.
GARBAGE CLEAN UP
We are thankful to Mohammed Nuru and his staff at the Department of Public Works for dedicating a DPW garbage clean up truck almost everyday. The program has been in place for a couple of years. On certain days, the truck meets with Officer Gary Buckner or Nick Territo who are assigned as Operation Outreach Officers. These officers escort the truck to various locations throughout the district to have garbage picked up which was left behind such as mattresses, couches and other abandoned items. Please feel free to assist us with this process by phoning 311 for garbage clean up.
NARCOTICS ENFORCEMENT
On Thursday, June 5, 2008, Lieutenant Ann Mannix led the way by supervising a Narcotics Enforcement Operation along the 6th Street corridor and on Market Street resulting in several arrests. Excellent job!
SOUTHERN STATION SOFTBALL TEAM
The Police Department has had a baseball league for many years. These are teams within the Department, for example each station has a baseball team, including a team from the Investigations Bureau. The teams play each other in an SFPD league from March thru mid June. Southern Station’s Team consist of Officer Marcial Marquez (Team Captain), Officers Nelson Ramos, Daniel Reyes, Louis Wong, Greg Buhagiar, Michael Tursi, Andrew Lucas, Tim Reynolds, Phil Gordon, Greg Latus, Edgar Gonzalez, Rick Yick, Arshad Razzak, Sergeant John Bragagnolo and Lieutenant Michael Flynn. The Team motivator from the sidelines is Officer Carl Bryant.
Southern Station’s team has won 5 games and lost 5 games this season. They went to the playoffs and won. On Tuesday, June 10, 2008 at 12:00 p.m., at the Silver Terrace field (Silver and Bayshore) they will be playing against Inspectors from the Investigation’s Bureau for the championship. 6/3/08 10:28PM 1175 Market: Officers Bartley and Tack were on patrol were patrol when they a subject urinate on the public sidewalk. The subject also had marijuana and drug paraphernalia in his possession. The Officers cited and released the subject.

6/4/08 8:34AM 13th/Mission: Officer Territo and Buckner were on patrol when they saw a subject using a sign to solicit from vehicles stopped at a traffic light. The Officers determined that the subject had been arrested/cited 56 times in the past for this violation. The subject was booked at County Jail.
6/4/08 9:30AM 964 Market: Officer Doherty and Holder arrested a subject who attempted to pass a fraudulent check.
6/4/08 1:05PM 5th/Harrison: Officer Carew was on patrol when he saw a subject on the freeway off-ramp soliciting from vehicles stopped at the traffic light. The Officer determined that the subject had been arrested/cited 18 times in the past for this same violation.

6/4/08 2:30PM 776 Market: Rite Aid. Officers Griffin and Canton arrested a subject for petty theft with a prior. The subject also had an outstanding warrant.
6/4/08 3:00PM UN Plaza: Officers Buhagiar and Razzak arrested a juvenile subject for sales of rock cocaine and possession for sales of rock cocaine. They also arrested a second subject for possession of rock cocaine.
