Setting up DVD menu items

I have 16  one minute clips that I need to burn into one DVD and I have to create a separate menu for each of the sixteen clips. Any suggestions on a program I  can use for this? IDVD only allows me to add up to 10 menus.

DVD studio pro is your best bet. It comes as part of FCP 7.

Use DVD Studio Pro, but there's a learning curve because of its myriad of functions.
