"Governance.
Choices that cities make on leadership and management are a second vital component. The most successful governance is a devolved model that empowers local leaders but holds them accountable. India has not devolved power to the local level, leaving states to run cities from a distance and with weak accountability. India is the only G20 country that has not adopted a system in which empowered mayors run cities, and where dedicated expert agencies deliver services. Moreover, Indian cities have a large shortage of administrative and technical talent. "
 
While the 74th Amendment is due to complete 18 years in 2011 (age of majority) it has NOT been implemented for all practical purposes as Haryana continues to run its "cities from a distance" (from Panchkula and Chandigarh).
 
The horrendous result is there for all to see. Meanwhile the ULB Department has yet to acknowledge or reply to legal notice of Mission Gurgaon Development dated 27 Mar 2010 concerning alleged violations of 74th Amendment in Haryana even after it was reminded by an august constitutional authority, the State Election Commission Haryana by a letter dated 17 April 2010 "to take necessary action in the matter".
 
It is expected of a transparent administartion (at least for matters concerning local self government) to acknowledge or reply to any query from a citizens' body particularly a legal notice on a matter of the greatest public importance.
