"India is home to a sixth of humanity", French President Nicolas Sarkozy reminded on December 4, 2010 while seeking support for his 2011 presidency of the G20 which will focus on global governance, financial stability, the regulation of commodity prices and the future of world agriculture.
He called on the establishment of an all-out "partnership for the future" as the Strategic Partnership between France and India enters its 12th year. On December 10, 2010, it was the turn of the European Union (EU) to hold its 11th summit with India, the first under the Lisbon Treaty, 1 year after its entry into force. Prime Minister Dr Manmohan Singh met with Herman Van Rompuy, President of the European Council, and Jose Manuel Durão Barroso, President of the European Commission. The two sides agreed "to reinforce their strategic partnership for their mutual benefit in all areas."
Since the mid-1990s, India took advantage of a more favorable a priori due to its pro-Western stance compared to China where business circles often complain of a more difficult access to market. As a nuclear power since 1974, India is not a party to both the CTBT and the NPT. It didn't prevent India from signing a civilian nuclear agreement with the United States, Russia, France, the United Kingdom and Canada; mostly because according to President Sarkozy, "India has always behaved impeccably on non-proliferation issues," Like Germany, India will be on the United Nations Security Council (UNSC) in 2011 and 2012 having the ultimate goal of a permanent seat in mind.

On regional topics, the EU and India reaffirmed their commitment to diplomacy to resolve the Iranian nuclear issue and expressed the need for Iran to take constructive and immediate steps to meet its obligations to the IAEA and the UNSC. On Afghanistan, they acknowledged there is the issue of strengthening the central authority. They reiterated their common interest in a stable, peaceful and inclusive Afghanistan free from terrorism, as well as their support to the Kabul Process building upon broad international partnership towards further Afghan responsibility and ownership in security, governance and development. They emphasised that a democratic and prosperous Pakistan was in the interest of the entire region as well. "India and the EU are serious partners in the fight against international terrorism," Secretary in the Indian Ministry of External Affairs Vivek Katju commented.
The declaration on terrorism "sets out a series of areas of concrete cooperation". It is seen as a considerable achievement in India where officials said that it had previously been very difficult to make both sides agree on a same "definition" of terrorism. "It is the first time that the EU is using words like safe havens for terrorists and cross-border terrorism," Secretary Katju told journalists. Paragraph 16 reads that "the leaders agreed that terrorism must be combated firmly and expressed concern at the continuing existence of safe havens including in the cross-border dimension," In this spirit, India and the EU will cooperate in combating international terrorism within a framework, details of which will be worked out through designated authorities. The EU already called upon Pakistan to expeditiously bring all the perpetrators, authors and accomplices of the Mumbai attacks to justice.
