Ranchi: All panchayats offices across Jharkhand will have e-Secretariat
—a gift the state government has proposed to encourage e-Governance
mechanism at the lowest-level of democratic set up.

To begin with, as many as 1,610 gram panchayats out of the total 4,565
will get computers with net connectivity. Secretariat of the rest gram
panchayats will be computerised in two subsequent phases.

Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)
Commissioner Sunil Kumar Barnwal said that construction of the office
building that would house secretariat of 1,610 had begun.

“Computerisation work will commence by the end of this fiscal, when
the building would be handed over to Gram Panchayats,” he added.

Apart from serving as storehouse of database of each individual of the
panchayats and documents related to development activities, the e-
Secretariat will also be tasked to keep the records of work and
payments made to the workers under various schemes of the MGNREGA
going in the area.

Labour cost of the building of each panchayat secretariat is estimated
to cost Rs 10 lakh. The fund for the purpose has been arranged from
the MGNREGA scheme.

Construction cost pegged around Rs 11 lakh, however, would be borne
out by the state from the central assistance under the Backward Region
Grant Fund (BRGF).

Expenses incurred on the computerisation of the Panchayat offices will
have to be shared equally by the Rural Development and the Information
Technology Departments.

“The main reason behind the decision to arm Panchayat offices with
computers and Internet-facility is to make the grassroots democracy
function in an efficient way. This will also help these centres double
up as knowledge centre for villagers,” Barnwal said.

The proposed e-Secretariat will also help ease the problems for
villagers to have various types of certificates like residential,
income and caste related ones as they could have them at their
doorsteps. Till now, they need to go to block offices or the district
headquarters to have these certificates.

These e-Secretariats would become fully functional as soon as the
Panchayat polls are concluded by the year-end, the officials said.

Dear All,

It is an encouraging news. Kerala, the front runner state has
established computers and internet in the panchayats, but not e-
governance so far.
