1. NEWS RELEASES
A. MARINE STAFF SERGEANT CONVICTED OF MURDER
A Marine staff sergeant stationed at MCAGCC, Twentynine Palms
was sentenced to life in prison after being convicted of
premeditated murder and other charges during a general
court-martial at the Combat Center on May 26, 1993.
An eight-member military panel, made up of senior officers
and staff NCOs, deliberated for about six hours before convicting
SSgt. Kevin Townes, 33, an ammunition technician with 3rd Bn.,
11th Marines, of murdering SSgt. Susan Carol Myers. Townes stabbed
Myers 21 times the morning of Aug. 18, 1992, in the garage of the
house they had shared in Twentynine Palms.
Government trial counsels Capt. Robert Miller and Capt. James
Jellison, successfully argued Townes intended to kill Myers after
she discovered he was involved in another relationship with a
Marine lance corporal, and threatened to reveal information to
authorities about Townes' sexual abuse of her 10-year-old
daughter. Townes was on probation for a previous sexual assault
conviction in San Bernardino County involving Myers' daughter and
was awaiting an administrative discharge from the Marine Corps at
the time of the murder.
During the trial Townes admitted to raping and sodomizing
Myers' daughter previously, and admitted to lying to San
Bernardino county authorities about those crimes. In addition to
premeditated murder, he was convicted of rape, sodomy, indecent
liberties with a child, assault and unauthorized absence.
In addition to sentencing Townes to life in prison, the
military members voted for forfeiture of all his pay and
allowances, reduction to the rank of private and a dishonorable
discharge. The conviction for premeditated murder carries a
mandatory life sentence. Under provisions of the Uniform Code of
Military Justice, the sentence will automatically be appealed.

B. ASPIN ANNOUNCES PROGRAM TO ADDRESS DEFENSE DOWNSIZING
Secretary of Defense Les Aspin announced May 28, that the
Department of Defense has selected four communities for a new
Defense pilot project designed to develop innovative approaches to
respond to military downsizing. Pilot planning grants of up to
$500,000 will be awarded to each of the following areas: the New
England Region (Connecticut, Massachusetts, Rhode Island); Los
Alamos, N.M.; Meridian, Miss.; and Alameda County, Calif.
The planning grants will be made as a result of a provision
contained in the 1993 Defense Authorization Act. Under that law,
DoD was directed to develop and test new approaches to community
adjustment in an area in which the local economy could be
significantly affected by: (1) layoffs by defense contractors; (2)
changes in the use of a national laboratory previously needed for
testing nuclear weapons; (3) closure of a military installation;
and (4) a combination of at least two of the above listed types of
impacts.
Key features of the pilot projects include testing adjustment
planning concepts, rigorous evaluation of those concepts, and wide
dissemination of the results for use in similarly affected
communities. Secretary Aspin said, "These grants will help improve
the Department's continuing efforts to ease the transition of
workers, communities and firms that are being impacted by the cuts
in Defense spending."
Each area will address a different type of adjustment
problem: the New England Region will study innovative ways to
offset the adverse impacts of defense industry cutbacks; Los Alamos
will explore new economic adjustment approaches to cutbacks at
laboratories previously needed for nuclear weapons testing; and
Meridian will develop more effective ways for a rural community to
diversify its economy, especially with the potential closing of a
military base. The Alameda County area is vulnerable to a
combination of all three types of defense reductions, including
contractor layoffs, potential military base closings and the
downsizing of a nuclear weapons facility.
The Office of Economic Adjustment in the Office of the
Secretary of Defense will administer the pilot program.
Representatives from OEA will visit each of the selected
communities to help local officials develop their programs.

C. MODELING AND SIMULATION MANAGEMENT OFFICE ACTIVATING
With the advancements in computer technologies and computer-
based graphic systems, models, simulators, and simulation can now
be effectively linked to create a "synthetic environment." The
military applications of this technology are broad, and the Marine
Corps is creating a focal point to fully exploit them.
The synthetic environment, created with modeling and
simulation (M and S) technologies, is based on a core technology of
common computer protocols and standards, networks and system
internets, interoperable data bases, and the inclusion of live
instrumented ranges. The result is the ability to link various
forms of simulation and models, to include aircraft simulators,
computer-based exercises, and live-fire exercises, into a single
system.
In the past two years, there has been a sustained effort
within the Department of Defense to integrate M and S applications
across the spectrum of DoD Agencies and concurrently reduce
redundancy. This effort has been formally titled the Defense M
and S Initiative (DMSI). In 1990, the Wargaming and Assesment
Center was tasked at the Marine Corps focal point for this
initiative. The scope and complexity of the DMSI have, however,
exceeded WGAC's available resources. In addition, the DMSI's
original scope has been expanded for a wide range of service
responsibilities. Major areas include training, education,
military operations, analysis, research and development, production
and logistics, and testing and evaluation.
To settle these concerns, the ACMC and the Executive Steering
Group decided to establish a focal point agency to address the
development and coordination of M and S policy and technical
applications for the Marine Corps. Thus, the Marine Corps Modeling
and Simulation Management Office was established May 1, aboard

D. U.S. TO CONDUCT JOINT OPERATION WITH KUWAIT, U.K.
Within the framework of the Defense Cooperation Agreement
between Kuwait and the United States, members of the U.S. Central
Command's Naval Component will conduct a joint/combined
U.S./Kuwaiti/United Kingdom amphibious exercise, Eager Mace 93-2,
beginning next week.
Units participating in Eager Mace 93-2 include elements of
Amphibious Squadron Two and the 24th Marine Expeditionary Unit,
which is made up of Battalion Landing Team 1/2, Marine Helicopter
Squadron (medium) 263, and Marine Service Support Group 24. A
total of approximately 4,200 U.S. personnel will participate.
Exercise Eager Mace 93-2 will be a trilateral exercise
designed to demonstrate U.S. amphibious capabilities and the
continuing U.S. commitment to the security and stability of the
Persian Gulf Region. It will also provide an opportunity for U.S.,
Kuwaiti, and British forces to share military expertise and
increase their ability to operate together. The exercise will be
conducted June 7-15, 1993 in Kuwait and the northern Persian Gulf.

2. NEWS BRIEFS
A. MARINE CORPS RECRUITING AND RECRUIT TRAINING COMMAND
According to MCBUL 5400, the Marine Corps Recruiting and
Recruit Training Command (MCR&RTC) is set to be established on or
about June 25. MCR&RTC headquarters will initially stand up at
HQMC, Washington, D.C., then locate aboard MCRD Parris Island, S.C.
At that time, personnel currently assigned to CMC (MR) will be
transferred to Headquarters and Service Battalion at Parris Island.
A forward command element, including the CG and representative
staff from each branch of (MR), will move to Parris Island on or
about August 1. The remainder of (MR) personnel will transfer
later.

B. RS SAN DIEGO NEEDS COMMAND RECRUITERS
Marine Corps Recruiting Station San Diego is looking for
native Southern Californian Marines to participate in the Command
Recruiting Program.
The RS encompasses San Diego, Imperial, Riverside, San
Bernadino and Yuma counties, and the Upland/Pomona/Ontario, Calif.
area. All enlisted Marines, including those who enlisted in these
areas are encouraged to participate. Those selected for the
program are authorized Temporary Additional Duty (permissive
basis).
Lance corporals and corporals can earn bonus points for
promotion. Other incentives apply to Marines of other ranks. This
program can aide Marines contemplating recruiting duty.
Additionally, the Command Recruiting Program allows Marines to
spend time at home without losing leave.
All Marines are eligible , upon command approval. Those

C. VOTING INFORMATION
The states of Arkansas and Michigan are having special
elections in June and July. Arkansas will hold special primary
elections on June 8 to select nominees to run for lieutenant
governor and state representative for to the general assembly for
District 20. The district is comprised of all of Little River
County and parts of Miller and Sevier counties. The elections to
fill those seats will be held on July 27.
Michigan will hold an election to fill the seats of the 3rd
and 65th District Representatives on June 29.

D. NAVY MARINE CORPS NEWS THIS WEEK BEGINS
The Navy Broadcasting Service show "Navy News This Week,"
recently changed their name and format in an effort to better serve
their viewers. The first show titled "Navy Marine Corps News This
Week," may be seen on June 4.
According to GySgt. Cynthia Atwood of NMCNTW, the show is also
changing its format from a strict news desk concept, to one with a
broader, public affairs base. The show will include live
broadcasts and retain a flexibility to change the format to enhance
feature stories. In addition, Atwood says they will be working to
bring more of a Marine presence into the segment, but to do that
they need help from the fleet. Public Affairs shops with video
stories can coordinate with NMCNTW before shooting to make the
pieces of interest to wider audiences. Also base newspapers are a
great source of story ideas to NMCNTW and Atwood asked that PA
