Well, a 'real' colony would involve Americans who actually WANT to
live there. Since no sane American would choose to emigrate to
Afghanistan and live out the remainder of his life there, the presence

It does, as long as US civilians are living there and US soldiers are
the ultimate force defending them.

Any US civilians living in Afghanistan are probably CIA agents, but in
any case, it only makes sense to use our military to evacuate
civilians from countries where they are in danger and it certainly
wouldn't make any sense to topple a government and engage in a 10 or
20-year, trillion-dollar, nation building project just because some of
our civilians are in danger.
