It allows the penis to move up and down. What is the purpose?

I also hate trying to pee in the morning with a full bladder and an
erection. Sometimes it works if I bend way down.

What is the purpose of the muscle that allows the penis to move up and down?

It's less a factor of the muscle, and more of the surrounding ligaments
that help keep things attached. The muscles are simple what are commonly
called the Kegels, and help keep things from falling out .

I don't have multiple orgasms, myself. However, I am known to be a carrier.

Specifically, if you want some anatomical terms to help you go about
researching exactly what is going on down there:
fundiform ligament
suspensory ligament
coccygeus muscle
levator ani muscle

The root (the part attached via said ligaments) is called the "radix"

.... please don't ask me how I know these things.
