Far as I know visitors of all types are allowed into Mosques. I remember
I visited the main mosque in Johor Baharu in 1962 while on a trip to
Singapore. It was somewhat embarrassing for me---- I didn't know they
required everyone to take their shoes off and I had very large holes in
the heels of my socks! (that was in the days when I could still be
embarrassed).....
Also, visited the Blue Mosque several times in Instanbul in 1972 with no
problem.
Maybe it is just for certain ceremonies that they do not let unbelievers in.
Now that I know more about their so-called religion I would not go near a
mosque under any condition.

I had in mind Arab countries, or example only Moslems can enter the mosques
in Jerusalem.
I think the Israelis prevented the Arabs from enjoying the Year of Jerusalem.
