I am a bit startled by your use of the terminology "the tribes", which
made it sound like a group of aboriginal people living in the Americas
or Australia. Why does a group of Albanians living in Montenegro want,
or need, a special type of city government, different from simply
electing their own government as they wish?
Please provide more background and more information about who you are,
who you represent, and why you are asking for this.
