And therin lies the substance of the charges of election fraud
and bank fraud that swirl around JFK.
It was illegal for his wife to provide the millions needed for
the campaign when he was running far behind in the primaries.
So Kerry managed to get an inflated appraisal of the value of
this house in order that he could get a bank loan on "his" half
of the undivided equity.
It is a criminal matter to provide inflated appraisals of real
estate to banks in order to get loans. This was demonstrated
time and time again during the S&L mess. It is bank fraud even
if you have other assets and enough money to cover the loan --
the submittal of the false appraisal is the criminal act, not
what you do with the money.
But some bank thieves are more equal than others.

If you have that kind of threat on the bank you can probably
just extort money any way you want to structure it. Just the
threat to hold investigations regarding the percentage of
minority housing loans would be enough to make the banker open
the vault.
