Louisiana is a basket case, so it's easy to give them a little more.
Senators are elected by state, so it's natural that they will try to
get a little more for their state. Why weren't any of the Republican
Senators willing to be bought?

The rules committee struck the amendment that would require members of
Congress to take the public option.
The general population isn't required to take the public option in the
health care bill. So the committee argued that Congress shouldn't be
required also.
The amendment was a good idea, but it's purpose was to sabotage the
health care bill instead of having the purpose to make sure that the
public option would have adequate coverage.
