create a group on altnet? You're right about the calibre of
people on altnet. Much sadder and crazier than most. That's why I like
it. (Has anyone ever read alt.is.too? My favorite group - it's
totally stupid.)
So, what is the procedure (for my general enlightenment, if nothing else)

people that read this newsgroup (so-called `non-posters' (or lurkers))?
I'm wondering about that - most people (esp. women) don't post but
read, and the people who post might give the wrong impression to you.
Or is it because of all the finals.... :-)

A CFV = Call For Votes. I believe there is a FAQ in the
news.announce.newsgroups, which outlines the process of creating a new
newsgroup.
If I remember well a CFV is issued for about a month, people can vote
_for_ or _against_ the new newsgroup, and then there has to be a
majority of 100 votes (at least) or two third (or so) to get the new
newsgroup created. In the CFV the goal for the newsgroup needs to be
outlined.

You *can* create a newsgroup in the alt.* heirarchy without the
discussion, but it's usually a Bad Idea, since most admins will kill
it immediately at their own sites, and someone will always post a global
rmgroup message... Of course, this can happen even if there is a
discussion, which will lead to a "newgroup war"...
Just a comment... I seriously doubt alt.sad.bastards would get very
good acceptence, for a variety of reasons... But if you really want it,
go ahead and post an RFD.
