Surname change: Rogges -> Robers?

While looking at some dimly microfilmed records recently I realized that
a surname in my line had evolved from Rogges to Robers. The region is
Dreierwalde in Westphalia c. 1800.

It's clear that this is the same person. The name is spelled Joan.
Bernardus Rogges in two records from 1800 and becomes Joan. Bernardus
Robers in records from 1803 and 1805. I know that German orthography was
a tad fluid at this time, but Rogges to Robers doesn't follow any
phonological conventions (that I'm aware of) for this sort of change.

Is it more likely that it was just a transcription error (but twice!),
or could a case be made for this being a verifiable mutation of the surname?

Germany phone directory at http://www2.dastelefonbuch.de/ has 41 Rogge
listings and 20 Robers listings within about 30 km of Dreierwalde.

There are 2512 listings of Rogge and 154 listings of Robers in the whole of
Germany.

There are no Rogges listings in the whole of Germany.
