As you can see by the dimensions given it is larger than an A4 sheet.
It appears to be layers of card 1mm thick. Another thin sheet is
pasted over the top. I thought it was a photo when I was first given
it but have found a few inconsistencies. The colour of her face,
hands, background and table are the same - cream coloured. Any
variation of this colour has been achieved by crosshatching, possibly
with a pencil or perhaps a fine nib and ink. I looked closely at her
dress and that appears to be ink too but applied with a brush. The pen
or nib has been dug right in when drawing her pupils leaving noticable
indentations.
The perspective of her right arm seems wrong - too flat. The table
also appears flat. The thumb on her left hand has its fingernail
showing as well as the fingernail of her index finger. Try doing that
yourself :-)
The dado on the wall to her left does not match up with that on her
right hand side. The leg of the table is not vertical.
As to my guess of the date being c 1840 -1850, I looked at Greg's
"Dating Photos" and saw a similar dress on a lady from that period.
She certainly has me stumped.
