MINISTER VUKOVIC RECEIVED THE NEWLY APPOINTED IRAQI AMBASSADOR
BELGRADE, September 13 (Tanjug) - Yugoslav Foreign Trade Minister Borislav
Vukovic on Monday received the newly appointed Ambassador of Iraq to
Yugoslavia Sami Sadun Gatik Al Kinani, the Federal Ministry of Information
said.
Talks covered possibilities for promoting economic cooperation between the
two countries, in particular within the program "Oil for Food".
Minister Vukovic said Yugoslav companies are ready to provide goods to
Iraq within this program, such as medicines and medical equipment, food
products, agricultural machinery, and other equipment.
Ambassador Sadun said Iraq was especially interested in imports of food
and agricultural machinery, and for cooperation in the area of the
petro-chemical industry, agriculture, the power industry, and construction
building.

SERBIAN HEALTH MINISTER RECEIVED BRITISH MP'S
BELGRADE, September 13 (Tanjug) - Serbian Health Minister Leposava
Milicevic on Monday received a parliamentary delegation from Great Britain,
headed by Alice Mahon, the Information Ministry said.
The MP's visited Serbia already in April, during the NATO aggression on
Yugoslavia, so that their second visit is an opportunity to see the
absurdity and inhumane and harmful effects of the engagement of world
powers in resolving internal problems in Yugoslavia.
Minister Milicevic spoke in detail about all the negative effects of the
air strikes on Yugoslavia, in particular the difficulties encountered by
the entire health service in trying to provide help not only in
emergencies, but also in the area of hygiene-epidemiological protection.
An increased death rate of the population, in particular newborns, in
Serbia is a direct consequence of the NATO aggression and the long-term
exhausting effects of sanctions by the international community, Milicevic
said.

INVESTIGATION AGAINST THOSE WHO ORDERED THE AGGRESSION ON YUGOSLAVIA
NOVI SAD, September 13 (Tanjug) - Novi Sad District Court President Zikica
Drinjak on Monday ruled as acting investigative judge that an investigation
be opened against 14 persons believed to be responsible for the brutal NATO
aggression on Yugoslavia.
The list of indicted persons includes President Bill Clinton, Secretary of
State Madeleine Albright, Defense Secretary William Cohen, all from the
United States, and Prime Minister Tony Blair, Foreign Minister Robin Cook
and Defense Minister George Robertson, of Great Britain.
Other indicted persons are French President Jacques Chirac, Foreign
Minister Hubert Vedrine and Defense Minister Alain Richard, and German
Chancellor Gerhard Schroeder, Foreign Minister Joseph Fischer and Defense
Minister Rudolph Scharping. The list ends with NATO Secretary-General
Javier Solana and allied force commander Gen. Wesley Clark.
The court said there are grounds to believe that these persons are guilty,
as accomplices, of war crimes committed against the civilian population in
the territory of Novi Sad, cited under Article 142, Item 1 and 2, in
connection with Article 22 of the Penal Code of the Federal Republic of
Yugoslavia.
The district public prosecutor's office accumulated numerous documents
about this case during the NATO aggression on Yugoslavia last spring and
processed it, before petitioning to the District Court to open an
investigation.

SERBIAN PROVINCE OF KOSOVO AND METOHIJA

RESULTS OF THE U.N. 'PEACEKEEPING MISSION' IN KOSOVO AND METOHIJA
BELGRADE, September 13 (Tanjug) - The U.N. Security Council resolution on
Kosovo and Metohija and the Group of Eight position on a peaceful
settlement for Serbia's southern province, adopted three months ago, are
still a dead letter, which is reflected in the daily expulsion and killing
of non-Albanians and violence by ethnic Albanian terrorists who have even
started targeting the U.N. peacekeeping force KFOR.
Headlines carried by world media, like Voice of Russia's 'The Violation of
U.N. Resolution' and 'Language Chauvinism' by Vienna's "Der Standard"
newspaper, speak eloquently enough of what is really happening in Kosovo
and Metohija.
Although the Security Council resolution envisages the preservation of
multi-ethnic Kosovo and Metohija and the return of all refugees, regardless
of their ethnic origin, more than 200,000 Serbs, Montenegrins, Romanies and
ethnic Turks have left the province over the past three months.
While non-Albanians are leaving the province, ethnic Albanians returning
from Albania are seizing Serb houses and flats.
The U.N. peacekeeping mission has left the Yugoslav border with Macedonia
and Albania unguarded, despite its pledges that there will be no vacuum
following the pullout of Yugoslav army troops and Serbian police.
Consequently, about 100,000 Albanians, a large number of mobsters and
criminals included, have arrived in the province over the past three months.
Also, KFOR has failed to restore law and order to Kosovo and Metohija
although it has assumed an obligation to do so and was preparing for months
for the operation. Only 500 U.N. policemen have arrived in the province of
the 3,000 that are to be deployed. Many of them are not even trained for
such a delicate job.
KFOR has also been deployed in smaller numbers than planned - 20,000 more
are yet to be deployed.

NON-ALBANIAN POPULATION IS DENIED THE RIGHT TO HEALTH CARE
GRACANICA, September 13 (Tanjug) - By seizing the clinical centre in
Pristina, ethnic Albanians have made the centre's some 1,600-strong Serb
and Montenegrin staff jobless and have denied Serbs and other non-Albanians
the right to health care, Dr Miroslav Popovic of the Kosovo district Serb
National Assembly said on Monday.
Speaking in Gracanica, located southeast of the chief city of the Yugoslav
republic of Serbia's Kosovo and Metohija province, Popovic, head of the
Assembly's health committee, said that the impossibility to perform
surgeries in the city posed a major problem.
He said that patients had to be transferred to clinics in Belgrade and Nis
or hospitals in Kosovska Mitrovica, Prokuplje and Kursumlija even to have
their appendix removed.
He said that about 40,000 people used health care services in Gracanica,
saying that medical workers offered services at certain points there, while
outpatient clinics in Kosovo Polje, Gracanica and partly in Lipljan offered
specialised services. He said that about 400 medical workers, including 20
different specialists, offered these services.

KFOR HOLDS AIR FORCE EXERCISES OVER KOSOVO
PRISTINA, September 13 (Tanjug) - International forces in Kosovo and
Metohija KFOR last weekend began air force exercises over the territory of
this southern Serbian province, KFOR spokesman in Pristina Maj. Ole Jurgens
said on Monday.
Speaking at a press conference, he said the exercises would be held twice
a week and would also include air space over populated areas.
Forces will simulate ground attacks during the exercises so that pilots
and other air force staff could train their skills, he said.
The exercises are in keeping with the KFOR's task to maintain security in
Kosovo and Metohija, he said.

UNMIK: THERE CAN BE NO INTEGRATED SCHOOL SYSTEM IN KOSOVSKA MITROVICA YET
KOSOVSKA MITROVICA, Sept 13 (Tanjug) - There can be no integrated school
system in Kosovska Mitrovica until all conditions are set, primarily
security and logistics, said a letter sent by Kosovska Mitrovica district
chief administrator Martin Garrod to the Serbian National Council of this
town in Serbia's southern province of Kosovo and Metohija on Monday.
Until all these conditions are met in full, there can be no mixed schools
in the town. The UNMIK, in cooperation with the KFOR and the UNHCR, is
working on a plan to follow this through, Garrod said.
The letter came in reaction to recent statements by ethnic Albanians of
southern Kosovska Mitrovica that 2,400 ethnic Albanian students would today
forcibly enter two elementary and two secondary Serbian-language schools in
the northern part of this town.
All Serb and Romany families have been banished from southern Kosovska
Mitrovica.

PRISONERS GO ON HUNGER STRIKE IN A KFOR FRENCH PRISON
KOSOVSKA MITROVICA, September 13 (Tanjug) - Thirteen prisoners of the
investigative prison of the KFOR French contingent and gendarmes in
Kosovska Mitrovica went on a hunger strike on Monday morning.
The prisoners, 11 Serbs, one ethnic Macedonian and one ethnic Albanian,
are protesting because proceedings were opened against them without any
court decision, and the Penal Code of Serbia and the Yugoslav Constitution
are not being applied in their cases.
The prisoners have written to the KFOR French command along these lines,
as well as to the Serbian National Council of Kosovska Mitrovica.
The letter to the council also said they were protesting because they are
being accused on the grounds of anonymous complaints by ethnic Albanians.

ETHNIC ALBANIANS - ARMAMENT

ETHNIC ALBANIANS BETTER ARMED THAN THE MACEDONIAN ARMY
SKOPJE, September 13 (Tanjug) - Evading to surrender their arms to the
international force KFOR in Serbia's Kosovo and Metohija province by the
deadline of September 19, as explicitly specified by U.N. Security Council
Resolution 1244, ethnic Albanian terrorists, members of the so-called
Kosovo Liberation Army, transferred lately large quantities of armament
from Kosovo and Metohija into neighbouring Macedonia, sources in Skopje
said on Monday.
Ethnic Albanians in Macedonia, especially those living in the western
parts, are better armed than the Macedonian Army, reliable police sources
said.
Macedonian border units cannot seal their part of the border with Serbia's
Kosovo and Metohija province, and the KFOR is helpless to prevent
transports of this weaponry into Macedonia.

I find three things humorous about this situation. First, do you think for a
single moment the Serbian courts would entertain a suit by those who suffered at
the hands of Serbian para-militaries? From those I have spoken to who even
acknowledge that Serb para-military forces acted "inappropriately" towards
civilians in Kosomet their attitude is "these things happen".

With that in mind the Serbian government comes along and calls itself the
wounded party and demand compensation and justice. This is a standard of
justice higher than the Serbs care to show anyone else!

That sir, is funny.

Secondly, Serbia has not been famous of late for making its nationals available
for trial in courts outside its borders. Serbia is also not famous for being
responsive to warrants for arrest (Arkan is still wanted by Interpol is he
not?). Still, Serbia expects these indicted individuals will make themselves
available for trial.

And that's funny too.

Lastly, Word is that the Serbia government is down to its last 100 million
dollars or so. The Serbian government is so broke it can't afford to pay
pensions to its elderly or pay its civil servants. Still, the Serbian
government is going to waste resources on a show trail against defendants who it
can not arrest who have assets they can not impound.

And that strikes me as funny as well.

Serbia reminds me of the comedian who on his death bed tells a friend, "dying is
easy, comedy is hard".

Why not mentionned the deficit of 8 trillions in the US? what Clinton show
some surplus the money belong to the Social Security Fund.If people around
the world come to sence ,stop baying the US millitary weapons, the US will
be more worse economically how is the Yugoslavia today.What makes US economy
