Steel workers are bitterly disappointed a Government rescue fund designed to
ease the blow of job losses in the industry has failed to create hundreds of
positions it promised to deliver.
The $30 million Illawarra Region Innovation and Investment Fund was set up
in late 2011 by the Gillard Government in the wake of mass redundancies at
BlueScope Steel's Port Kembla works, on the south coast of New South Wales.
The Government claimed it would generate 888 full time positions by
mid-2014, more than the 800 that were lost at BlueScope.
But the ABC's 7.30 program has discovered the fund will not get anywhere
near that goal.
Industry Minister Greg Combet now says it will create 200 fewer full-time
jobs.
"It is a bit short of what was anticipated at the time but [it is]
nonetheless a very important initiative for many people," he said.
Hardly any of the redundant BlueScope workers have benefitted from the new
jobs.
Of the 37 companies to win grants to employ locals, only two have employed
any former steelworkers.
Electrician Dave Tyrrell, 53, is scathing about the fund's inability to find
him a job.
"Like a used-car salesman, they've over-promised and under-delivered. I do
feel ripped off," he said.
Fellow former BlueScope worker Donny Windsor remains unemployed 18 months
following his redundancy and fears being forced into an early retirement.
He has applied unsuccessfully for more than 200 positions.
"Most of the time I hear nothing back. You're just classed as a greenhorn if
you've never been in a mine, so it's very hard," he said.
"One company I applied for said they had 3,000 applications a week.
"A lot of people say having BlueScope on the resume is holding us back."
Spiers Engineering is a small manufacturing business that received around
$400,000 to buy new machinery and employ six full-time staff.
It required them to take out a bank loan to meet the government's
dollar-for-dollar funding requirement.
But a change in business conditions has meant it can no longer afford to
create jobs.
"We had four new employees but with the downturn in industry generally we've
had to let two of those go," managing director Bob Spiers said.
"We retrenched two last year and with the market the way it is we haven't
seen any upturn which would enable us to re-employ people."
The experience of Spiers Engineering illustrates a critical flaw in the
Government fund, giving grants to small companies with unstable cash flows.
Dr Richard Denniss, an economist and executive director of the think tank
the Australia Institute, is a supporter of emergency assistance funds.
But he argues the one in the Illawarra has been badly mismanaged.
"We've got firms borrowing money just so they can get their hands on a
grant," he said.
"In the medium-term that's going to be very dangerous for the firm, for the
taxpayer and for the staff."
However, Mr Combet has defended the fund's regional impact.
"Is it worthwhile that 117 jobs at least so far have been created and 680
jobs committed to being created? I think it is," he said.
But Dr Martin O'Brien, the head of economics at Wollongong University,
disagrees.
He has begun a study to find what happened to BlueScope workers following
their redundancies, and believes the fund has failed.
"It's very disappointing because the whole point of the policy was to try
and soften the blow of a big thing that happened in the local region and
it's obvious that's not happening," he said.
