As Caspian oil production increases, concern for environmental
security will intensify. Resolving this issue will require the
cooperation of oil producers, government regulators, international
agencies, and ecological NGOs.

This day-long conference will gather representatives from these
sectors who will address the vectors of environmental security, oil
productivity, and political dynamics.

I will be taking a group of American watercolor painters to Turkey May 4-18.
We will begin our trip in Istanbul, after 4 days fly south to the Mediterranean
coast, stay 3 days painting around Kas then 5 days in Antalya. I would like to
know if there are any cultural events happening in any of these places while
we are there, as in concerts in Istanbul or watercolor exhibitions. I am a
teacher in the Art League School in alexandria, VA and have taken adult
students to Tunisia, Italy and Ireland. We were treated to several cultural
events while we were there.

EZGILI YUREK, RUHI SU: is a documentary about
the distinguished Turkish musician, Ruhi Su.
As an opera artist he performed Anatolian
folk songs with a unique interpretation,
which was both contemporary and universal.
He not only used his magnificent voice but also
his "saz" as he made it possible for the people
to get re-acquainted with Anatolian folk songs.
This documentary is a musical journey through
his life. Winner of the Extraordinary Film
Certificate of the 1995 Istanbul International
Film Festival.

TIME CAPSULES: is a documentary about underwater
archeological treasures of Turkey. It was filmed
in 1995-1998 at the southern coasts of Turkey
(Bozburun-Selimiye) during underwater excavations
of a 1100 years old Byzantium trade ship, lying
35 meters deep under the sea, by the Underwater
Archeology Institute (Sualti Arkeoloji Enstitusu).
It is the story of the shipwrecks exhibited in
the Museum of Underwater Archeology in the
Bodrum Castle.

OZCAN ARCA, DIRECTOR: He was born in 1943 in
Istanbul. He graduated from the Istanbul Technical
University, Mechanical Engineering and is married
to Nurdan Arca. He works as a free lance director.
Some of his works and his awards are: Zurafa
Sokagi-1968 (First Prize Award in Hisar Film
Festival); Merhaba-1977; Uc Bolumlu Kisa Film-1979
(Bronze Orange Award in Antalya Film Festival and
First Prize in the Oberhausen International
Short Films Festival-Germany); Ezgili Yurek,
Ruhi Su-1995 (Extraordinary Film Certificate in
the Istanbul International Film Festival).

NURDAN ARCA, PRODUCER: She was born in 1948 in
Antalya. She received her undergraduate degree
in economics from Robert College in 1970. She
worked in the organization of 1968-1970 Hisar
Short Films Festival. She began her graduate
studies in Brunel University, England in 1970-1971
and completed in the Istanbul University,
Faculty of Economics. She is married to Ozcan Arca.
She worked as a writer for "Milliyet Sanat Dergisi".
She directed the dramatic documentary, "Hasret
Resimleri". She is the founder/partner of Ajans 21.
Her productions include: Dorduncu Boyut-1993;
Gonuldeki Ates-1994; Ezgili Yurek, Ruhi Su-1995;
Uzay Kristalleri-1996 (also directed by Nurdan Arca).

THEME: 1989-99 TRANSFORMATIONS: TRIUMPH OR TRAGEDY

The Harriman Institute and the East Central Europe Center are pleased
to announce a graduate student conference. The conference seeks to bring
together studies and ideas from a variety of disciplines to examine the
dramatic transformations which have occurred in the Former Soviet Union
and Eastern Europe over the course of the last decade. Suggested topics
include:

Nations and Boundaries: Rediscovery or Creation?
Political Choices: New Systems or Old Legacies?
Changing Economies: New Wealth or New Inequalities?
Changing Cultures: Re-discovering Traditions or Losing Distinct
Identities?
Changing Foreign Policy: Independent Voices or New Foreign Domination?
Ideologies and Looking at the Recent Past: Reconciliation, Redefinition,
or Retribution?

Papers are invited around these or other areas which address the key theme
of transformation. Submissions from a variety of disciplines which emply
diverse critical and theoretical approaches are encourages.

LOCATION AND DATE OF CONFERENCE: The Conference will be held at Columbia
University, in the City of New York, February 26 - February 27, 1999.

SUBMISSION GUIDELINES: Papers should be no more than 30 pages in length.

The Parasession invites papers on loan word phenomena from various
theoretical, historical, sociolinguistic, and typological perspectives, as
well as descriptive works and field reports. Areas of interest include
stratification of the lexicon and loan word 'subgrammars', re-lexification,
the role of orthography, markedness effects, second-language acquisition,
child language, bilingualism and code-switching, etc.

The Special Session will feature research on Caucasian, Dravidian and
Turkic languages. Papers addressing both diachronic and synchronic issues
are welcome. Potential topics include theoretical and descriptive accounts
of structural features, writing systems and transcription problems,
language reform, and the reconstruction of the respective Proto-languages,
including the question of Altaic linguistic unity.

We encourage proposals from diverse theoretical frameworks and welcome
papers from related disciplines, such as Anthropology, Cognitive Science,
Computer Science, Literature, Philosophy, and Psychology.

Papers presented at the conference will be published in the Society's
Proceedings, and authors who present papers agree to provide camera-ready
copy (not to exceed 12 pages) by May 15, 1999. Presentations will be
allotted 20 minutes with 10 minutes for questions. We ask that you make
your abstract as specific as possible, including a statement of your topic
or problem, your approach, and your conclusions. Please send 10 copies of
an anonymous one-page (8 1/2" x 11", unreduced) abstract. A second page,
or reverse side of the single page, may
be used for data and references only. Along with the abstract send a 3"x5"
card listing: (1) paper title, (2) session (general, Parasession, or
special), (3) for general session abstracts only, subfield, viz., Discourse
Analysis, Historical Linguistics, Morphology, Philosophy and Methodology of
Linguistics, Phonetics, Phonology, Pragmatics, Psycholinguistics,
Semantics, Sociolinguistics, or Syntax, (4) name(s) of author(s), (5)
affiliation(s) of author(S), (6) address to which notification of
acceptance or rejection should be mailed (in November 1998), (7)
author's office and home phone numbers, (8) author's e-mail address, if
available. An author may submit at most one single and one joint abstract.
