TURKEY WORKS FOR KASHMIR PEACE

Team of diplomats visits troubled Kashmir NEW DELHI, March 7
(March 7)
Security was beefed up in violence-plagued Kashmir as a team of 10 New
Delhi-based ambassadors arrived in the state capital of Srinagar Monday to
assess the human rights situation there.

The team met with senior state and police officials, the Press Trust of India
news agency reported.

On Tuesday, the team is scheduled to meet a militant pro-secessionist
umbrella organization, the All Party Hurriyat Conference, which has called
for a general strike in the state capital during the team's tour to focus
attention on alleged human rights violations in Kashmir, the agency said.

The team is comprised of ambassadors of Venezuela, Turkey, Indonesia,
Hungary, Colombia, Canada, Senegal, Bulgaria, Nigeria and Mexico.

The visit comes a day ahead of a scheduled vote on a resolution, moved by
Pakistan at the Human Rights Commission meeting in Geneva, calling for the
dispatch of a fact-finding mission to investigate the "gross and consistent
violation of human rights in Jammu and Kashmir." The resolution refers to
alleged rights violations committed by Indian security forces who are in
conflict with Muslim separitists said to be backed by the government of
Pakistan.

Four New Delhi-based ambassadors of the European Union last month undertook a
similar tour of the state where Indian security forces and the heavily armed
Muslim insurgents have been locked in bloody combat since 1990.

The Indian government has also allowed the International Committee of the Red
Cross to send a team to Kashmir.

A long-simmering Muslim separatist movement in Indian Kashmir flared into an
open rebellion in 1990. India repeatedly has accused Pakistan of training and
arming the secessionists, a charge which Islamabad denies, but many of the
rebels themselves acknowledge.

The control of Himalayan Kashmir is split among India, Pakistan and China.

Subject: Ukraine Takes Turkish Gas Supply

BOTAS spokeswoman Semra Karaibrahimgil claimed Ukraine had been drawing more
gas from Russia, seriously reducing Turkey's share. Turkey buys the gas from
Russia, with which it has no border.

She said that while BOTAS normally supplied 720,000 cubic meters daily to the
Tugsas-Igsas Fertilizer factory and to the Ambarli and Hamitabat Electricity
stations, that amount had to be cut back to 550,000 cubic meters per day.

These factories and stations are to use fuel oil for the time being.

Russia announced last week it would soon cut gas supplies to Ukraine because
of non-payment of debts reaching 900 million dollars. Ukraine's other
supplier, Turkmenistan, cut off supplies in February because of unpaid debts
amounting to 700 million dollars.

BOTAS said the aim of its supply reduction in Turkey was to protect household
users of gas. An estimated 350,000 households, mostly in the capital Ankara,
depend on Russian gas for heating.

Turkey fears that if there is a gas shortage in Ukraine because of Russia's
decision to slowly cut off supplies, Kiev may revert to drawing the amount of
gas it needs from deliveries intended for Turkey and the rest of Europe.

"We hope that Ukrainian and Russian officials will reach an agreement so that
the normal amount of natural gas is pumped into the pipeline, and Ukraine
ceases to draw natural gas that is destined for Europe and Turkey," BOTAS
General Director Hayrettin Uzun told the Anatolia news agency.

Last month Turkey, which lacks adequate natural gas storage facilities,
became alarmed by a reduction of between 160,000 and 260,000 cubic metres per
day in the supply coming through the pipeline.

This was attributed at the time to a drop below 50 degrees centigrade of the
temperature in Russia's Yamburg and Oranburg regions and below 20 degrees in
Ukraine. BOTAS immediately cut off supplies to the fertilizer industry and
electricity stations.

Turkey currently procures about six billion cubic metres of gas per year of
which around 15 per cent is used in large cities such as Ankara, Istanbul and
Bursa as clean fuel to reduce pollution, while the rest is consumed by
industry and public services.

BOTAS predicts that Turkey's demand for natural gas in the year 2005 will
reach 30 billion cubic meters per year.

Turkey hopes to buy 15 billion cubic meters of natural gas yearly from
Turkmenistan. It also hopes that a pipeline to carry Turkmeni oil to Europe
will pass through its territory.

U.N. COUNCIL MOVES TOWARDS BREAKING SARAJEVO SIEGE

UNITED NATIONS - The U.N. Security Council late Friday took
steps toward breaking the siege of Sarajevo and approved plans to restore
decent living conditions in the Bosnian capital.
In its first resolution on Bosnia since October, the council also set the
stage for extending U.N. protection to the towns of Maglaj, Mostar and Vitez
by declaring them safe areas. Such a measure would require thousands more
troops.
Czech ambassador Karel Kovanda announced to the council that his country
was sending more than 500 troops, doubling the size of its unit with the U.N.
Protection Force.
The resolution, approved by a unanimous 15-0 vote, asks for the United
Nations to appoint a senior civilian official to help restore essential
services in Sarajevo.
It was adopted under mandatory sections of the U.N. Charter which allows
for the possible use of force.
In an effort to build on the Sarajevo cease-fire, France for the past two
weeks pressed vigorously for adoption of the resolution on humanitarian
grounds. The Bosnian capital has been deprived of electricity, water and heat
for months.
To assuage Bosnian sensitivities over the control of their capital, the
U.N. official is to function for ``a limited period" in the Sarajevo district
except for Pale, the Bosnian Serb stronghold. Diplomats said candidates from
Nordic countries were under consideration for the post.
The resolution also calls on Bosnian Muslims and Serbs to provide
complete freedom of movement for the civilian population and humanitarian
goods ``to, from and within Sarajevo" and help restore normal life to the
city.
The United States, Britain and Spain co-sponsored the measure with
France. The United States and Britain are sending an 18-member team to
evaluate Sarajevo's needs, and the resolution asks Boutros-Ghali to etablish
a ``voluntary trust fund" to help with the reconstruction of Sarajevo.
But the resolution, revised almost daily in the past two weeks, falls far
short of President Francois Mitterrand's call to put the Bosnian capital
under a U.N. administration.
Russia supported a U.N. administration, but Bosnia's Muslim-dominated
government, backed by Washington, objected and then weakened the power of the
new U.N. official Secretary-General Boutros Boutros-Ghali is to appoint.
Russia, however, balked for days before backing the proposal to study the
feasibility of declaring Maglaj, Mostar and Vitez U.N. safe areas because the
measure allows for the use of air power in case of attack.
This proposal has little chance of becoming a reality unless more U.N.
troops are found for Bosnia.
The United Nations has been appealing for 10,000 soldiers for days. A
senior U.N. official told a news conference Friday that the organization
might have to turn to more troops from Muslim countries, presumably Turkey,
which so far has been excluded on grounds it had once occupied Serbia and
Bosnia.
``As a rule we have tried not to use peacekeepers from one of countries
involved because of perception they might not be impartial," said Assisant
Secretary-General Alvaro de Soto.
But he said it was ``growing increasingly difficult to get contributions
that we need" and ``beggars can't be choosers."
Maglaj, a Muslim town, is besieged by Serbs and Croats. Mostar is
encircled by Bosnian Croats in battles with Muslims. Vitez, northwest of
Sarajevo, is a large Croat area surrounded by Bosnian goverment forces.
So far, six Muslim cities and enclaves have been declared safe areas --
Sarajevo, Tuzla, Bihac, Zepa, Srebrenica and Gorazde. In several of these
towns, only a handful of U.N. peacekeepers have been available.


SUBJECT: BLACK SEA ECONOMIC COOPERATION

Members work out budget and regulation for Black Sea secretariat ANKARA
(MARCH 7) - Representatives of the 11 members of the Black Sea Economic
Cooperation (BSEC) convened in Istanbul Monday for a three-day meeting to
approve a regulation for the staff of its secretariat as well as discuss the
crucial question of members' contributions to the secreteriat's budget.

Turkey has undertaken to meet the organization's expenses for the next two
years, but will gradually decrease its contribution to two-thirds and one
third in the following years.

The secretariat, set up in a restored old Istanbul kiosk used by the Ottomans
as an shelter during earthquakes, has been operating for nearly a year under
a Turkish foreign ministry official acting as director.

The secretariat's newly appointed Russian director, Yevgeni Kutovoy, took
over office last week. He is to be assisted by three deputies from Turkey,
Ukraine and Romania.

The meeting will also designate working groups for cooperation in tourism,
science and technology and look into ways of establishing a technical aid
mechanism for the BSEC.

A regional trade and development bank for the BSEC is to set up in the Greek
town of Saloniki and is expected to become operational before the end of the
year. Six member-country parliaments have yet to approve the establishment of
the bank.

Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania,
Russia, Turkey and Ukraine are members of the organization established in
1992 in Istanbul through Turkey's initiatives. dpa bw

Iran - Interior Minister Views Situation on Borders (MAR. 5)
MIDDLE EAST INTELLIGENCE REPORT -

The interior minister has announced: The Islamic Republic of
Iran and Turkey have no border disputes and complete
security prevails on the two countries' common borders. Mr.
Besharati announced this news in an interview with our
correspondent. He added: The good relations between Iran and
Turkey have resulted in the two countries witnessing
complete security on their common borders. He stressed that
no country can bring about security on its borders by
itself. He added: We currently have no problems on our
eastern borders either. Referring to the exceptional
situation in northern, central and southern Iraq, Besharati
stressed: The situation in various parts of Iraq has brought
about special conditions on Iranian borders.

Thanks to the alertness of border-dwellers, particularly the
self-sacrificing people of Kordestan, the security situation
in that area, among our country's border regions, is
becoming more favorable. Referring to the presence of 2.5 to
3 million Afghan refugees, and also other refugees, in Iran,
the interior minister said: So long as the countries of
origin of the refugees are not calm their presence in Iran
is feasible.

Jordan - Energy, Supply Ministers Meet With Egyptian Trade
Minister (MAR. 5) MIDDLE EAST INTELLIGENCE REPORT -

Today, Walid 'Asfur, minister of energy and mineral
resources, and Radi lbrahim, minister of supply, each
received Mr. Mahmud Muhammad Mahmud, Egypt's minister of
economy and foreign trade. The sessions addressed bilateral
ties and ways to develop them further. Mr. 'Asfur and Mr.
Mahmud reviewed bilateral cooperation in the areas of energy
and mineral resources and the progress made in linking
Jordan, Syria, Turkey, Iraq, and Egypt in an electricity
grid. They discussed the electricity grid link between
Jordan and Egypt as part of the five-state chain.

They also talked about the use of renewable energy and
tapping solar energy for heating and power generating
purposes. Also discussed was cooperation in harnessing wind
to generate electricity. Jordan already has two such
stations in al-lbrahimiyah and Jurf al-Darawish and, in
cooperation with Germany, is working on a third with a 1.2
megawatt capacity. Radi lbrahim and the Egyptian minister
met to discuss trade and the supply situation between the
two countries. The Jordanian minister briefed the Egyptian
minister and his delegation on his ministry's activities.
lbrahim told the Egyptian minister he would like to see
bilateral trade increased, observing that, in the past, the
exchanges lacked stability. Noting that the Higher Joint
Jordanian-Egyptian Committee is due to convene after 'Id al-
Fitr, the minister pointed to the need to draw up guidelines
to boost bilateral trade. The Egyptian minister stressed the
need to boost economic ties with Jordan and called for pan-
Arab economic integration. He lauded the Ministry of
Supply's key function of making basic food items available
and stabilizing prices.

Three more PKK guerrillas killed, says Turkish military
ANKARA (MARCH 5) DPA - Three more Kurdish Workers' Party
(PKK) guerrillas have been killed by security forces
campaigning against them in southeastern Turkey, it was
reported Saturday.

The semi-official Anadolu news agency said the three were
surprised by security forces near Senkaya in Erzurum
province as they were collecting food supplies from a nearby
village.

Police meanwhile said four leading members of the Dev-Sol
(Revolutionary Left) organisation were arrested as their
Istanbul apartment was raided.

Police said weapons and bomb-making equipment used in

TURKISH MINISTER DENIES PLAN TO FREEZE FOREIGN EXCHANGE
ACCOUNTS ANKARA (MARCH 7) - STATE MINISTER IN CHARGE OF
ECONOMIC COORDINATION, AYKON DOGAN, DENIED TODAY THAT THE
TURKISH GOVERNMENT HAD ANY INTENTIONS TO FREEZE FOREIGN
EXCHANGE ACCOUNTS TO OVERCOME THE CURRENT FINANCIAL
DIFFICULTIES.

IN A WRITTEN STATEMENT, DOGAN CLAIMED, "THERE IS NO FOREIGN
CURRENCY SHORTAGE ON THE MARKETS. TURKEY FULFILLS FOREIGN
PAYMENTS OBLIGATIONS PROPERLY. THE BANKS HAVE ADEQUATE
STOCKS OF FOREIGN CURRENCY."

THERE WERE REPORTS IN THE FINANCIAL CIRCLES FROM LAST
WEEKEND THAT THE GOVERNMENT'S MONETARY DECISION MAKERS,
HELPLESS AGAINST CRUMBLING INTERNATIONAL RESERVES, WERE
CONSIDERING "ADMINISTRATIVE" MEASURES TO OVERCOME THE
CRISIS.

THE COERCIVE ME ASURES MAY INCLUDE UNPOPULAR DECISIONS SUCH
AS THE CLOSING OF PRIVATE FOREIGN EXCHANGE BUREAUS, FREEZING
ALL FOREIGN CURRENCY ACCOUNTS HELD BY COMMERCIAL BANKS AND
FURTHER DEVALUATION OF THE TURKISH LIRA.

THE CENTRAL BANK WAS ALSO QUICK TO RESPOND TO THESE CLAIMS.
A STATEMENT FROM THE BANK SAID THE CITIZENS HAVE THE RIGHTS
TO MAKE A VARIETY OF INVESTMENTS EITHER IN TURKISH LIRA OR
IN ANY FOREIGN CURRENCY, AND THE REPORTS ON A POSSIBLE
FREEZE ON FOREIGN CURRENCY ACCOUNTS ARE FALSE.

"THE PEOPLE CAN SAFELY DEAL IN ANY CURRENCY AND MAKE
INVESTMENTS AS THEY WISH, " THE STATEMENT CONCLUDED.

POLICY MAKERS BELIEVE A SHORT-TERM MONETARY STABLIZATION
PROGRAM WOULD NOT BRING STABILITY TO FINANCIAL MARKETS HIT
BY CHAOS AND UNCERTAINTY SINCE MID-JANUARY, WHEN A RUN ON
THE LIRA BOUGHT ABOUT 13.6 PERCENT DEVALUATION.

AS A RESULT, TURKISH LIRA IS BEING REPLACED BY THE U.S.
DOLLAR OR GERMAN MARK IN DEBTS, RENTS, PROFITS AND THE
PRICES OF VARIOUS KINDS OF GOODS AND SERVICES. EVEN
GOVERNMENT INSTITUTIONS HAVE TAKEN PART IN THIS PROCESS.

THE ALLEGATIONS OF POSSIBLE ADMINISTRATIVE MEASURES HAVE
MADE SOME DEPOSIT HOLDERS RUSH TO THE BANKS TO WITHDRAW
THEIR FOREIGN CURRENCY SAVINGS, FEARING A FORCED CONVERSION
OF THESE ACCOUNTS INTO TURKISH LIRA.

THE PRESENT BANKING LAWS ALLOW THE GOVERNMENT TO CONVERT
FOREIGN CURRENCY ACCOUNTS INTO LIRA ACCOUNTS WHEN IT THINKS
NECESSARY.

HOWEVER, SOME OBSERVERS SAY SUCH EMERGENCY MEASURES WERE
RATHER UNLIKELY, AS A FORCED CONVERSION WOULD PRESENT A U-
TURN FROM THE LIBERALIZATION POLICIES LAUNCHED IN THE EARLY
1980S.

Subject: Russian Gas Supply Down Again

Russian natural gas supplies to Turkey drops further ANKARA
(MARCH 8) -Turkey's state-run pipeline company BOTAS on
Tuesday reported a further drop in Russian natural gas
imported by Turkey via Ukraine, causing concern in the
country.

BOTAS announced that the amount of gas had dropped to
434,000 cubic meters Tuesday from Monday's 550,000 cubic
meters. Turkey's normal daily import of natural gas is
720,000 cubic meters.

The company has stopped gas supplies to the Hamitabat power
station in the region of Thrace totally, while reducing by
77,000 cubic meters daily its delivery to the Ambarli
station on the Marmara sea coast. These two stations consume
around 220,000 cubic meters of natural gas per day.

Industry has been warned of possible reductions in delivery
of gas, but BOTAS officials assure that the company will not
let the decrease of natural gas affect domestic use. Some
478,000 households in Ankara, Istanbul and Bursa that depend
on natural gas for heating.

Russia announced last week it would cut gas supplies to


Ukraine because of non-payment of debts reaching 900 million
dollars.

Turkey imports natural gas from Russia through a pipeline
that reaches the country via Ukraine, Romania and Bulgaria.

The Anatolia news agency, quoting officials sources reported
the decline in gas reaching Turkey was due to Ukraine
drawing the same amount of gas from Russia despite Moscow's
decision to cut supplies to the country.

Meanwhile, a natural gas storage facility in the Marmara
region set up in an attempt to make up for the reduction in
supplies, is expected to be opened for use on Thursday.

Turkey has also speeded up the import of part of the 600
million cubic meters of liquified natural gas it has agreed

Turkey ponders alternatives as Russian gas supplies slashed
ANKARA, March 8 (March 8) - Turkey has launched a search for
new suppliers of natural gas following drastic cuts in the
flow from a Russian pipeline passing through Ukraine. With
supplies from Algeria due to start within days, Ankara is
now also looking favorably at the possibility of receiving
natural gas from Iran and Qatar.

Britain seeking ways to get more peace-keepers for Bosnia
NEW YORK (MARCH 8) - With U.N. commanders warning that shaky
cease-fires in Bosnia may collapse without new troops,
Britain Monday night sought new ways to bolster the number
of peace-keepers in the war-torn republic.

Britain's U.N. envoy, Sir David Hannay, hosted a meeting at
Britain's U.N. mission in New York with about 20 countries
who already have troops on the ground in Bosnia. Italy and
Germany, as potential new contributors, were also invited, a
British diplomat, speaking on background, said.

It was not clear, however, if Germany would be allowed to
contribute more than equipment, given its involvement in the
Balkans this century, he added. The deployment of German
troops in foreign lands is still a highly controversial
domestic issue as well.

Hannay told the ambassadors that Britain was ready to make a
"substantial" new contribution if other countries followed
suit, said the diplomat. No numbers were mentioned, but he
hinted Britain was ready to deploy about 1,000 new men.

With about 2,800 troops, Britain already has the second
largest contingent in the former Yugoslavia. France has
deployed 6,000 soldiers.

The United States, who has peace-keepers in Macedonia,
remained firmly against sending forces to Bosnia and Britain
has decided not to press Washington on it, the diplomat
said. The U.S. could provide logistic support, however, he
added.

France appeared willing to contribute more men, he said. The
Turks, who want to send forces, have been blocked by U.N.
Chief Butros Ghali, because of Ankara's nearly 500-year
occupation of the Balkans, ending this century.

At the meeting, some countries suggested that Turkey
contribute to an existing U.N. mission, say in Africa,
freeing those forces up for Bosnia. This could also apply to
other countries who do not want to deploy in Bosnia, said
the diplomat. Another idea was to continue to redeploy
existing troops from Croatia to Bosnia.

The ambassadors made no commitments, saying they would check
with their governments before returning for a second meeting
at the British mission on Wednesday morning, the diplomat
said.

U.N. spokesman Joe Sills said Monday Ghali has not yet made
any formal request for new troops. Rather informal meetings
have been taking place to guage possible availibilities.

Last week, Yasushi Akashi, the U.N.'s special representative
in the former Yugoslavia, made an appeal for 10,650 new men,
while British General Michael Rose, U.N. commander in
Bosnia, has issued almost daily warnings that the new
momentum for peace in the 23-month civil war could die if

By Bah ANKARA (MARCH 11) DPA - The tourism industry, one of
Turkey's most important economic factors, is caught between
state-inspired optimism and anxiety caused by violence from
militant Kurdish separatists.

Tourism Minister Abdulkadir Ates has set a target this year
of 7.5 million tourists, who are expected to generate some
4.5 billion dollars in foreign currency revenues.

Turkey expects some 1.5 million tourists from Germany and
500,000 from the United States. The government is conducting
special promotional campaigns to lure more American
visitors.

Last year, around 250,000 tourists from the United States
visited Turkey. Tour operators would like to see this figure
quadruple to one million within five years.

The number of tourists in January 1994 rose to 267,000, a 26
per cent increase over the same month last year. The semi-
official Anatolia news agency reported a rise of over 30 per
cent in foreign currency revenue.

But German reservations this year are 30 to 50 per cent
below the anticipated level, despite the announcement of
tougher security measures against terrorism.

Turkish authorities tightened security in the wake of two
bomb explosions carried out by the separatist Kurdish
Workers Party (PKK) last summer in the Mediterranean resort
of Antalya.

A Turkish youth was killed and 25 persons, including several
foreign tourists, were injured in the blasts.

The PKK has targetted the tourism sector in its 10-year
guerrilla struggle against Ankara for the creation of an
independent Kurdish state in southeast Turkey.

Turkish Police Chief Mehmet Agar has asked the population of
Antalya to be on their guard and report any suspicious
person or activities.

However, in line with government policy after the bombings,
Agar also called for calm to ensure that the incidents were
not blown out of proportion and turned into anti-Turkish
propaganda.

Following the blasts, the Turkish government said bombs were
exploding all over the world and that people were being
killed or wounded everywhere. It said Turkey was still
probably the safest place for holidays in the region.

It also warned its competitors not to slander Turkish
tourism for the sake of short-term gains, adding: "We are
all in the same boat. We all have to fight together against
terrorism, which is damaging tourism, the instrument of

BOSNIAN SERBS WARN U.N. ON TURKISH PEACEKEEPERS

SARAJEVO (Reuter) - Bosnian Serbs warned the United
Nations Saturday that sending Turkish troops to Bosnia as
peacekeepers would lead to escalation of the civil war, even
if they were deployed only on Muslim or Croat territory.
Momcilo Krajisnik, a leader of the self-proclaimed
Bosnian Serb Republic, said the troops were unacceptable
because of Turkey's 500-year occupation of Bosnia under the
Ottoman Empire.
The U.N. has rejected a Turkish offer of 1,000 soldiers
but is under pressure to relent because of the need for
almost 12,000 additional peacekeepers to supervise
ceasefires in Sarajevo and central Bosnia.
Krajisnik told Jagodina radio in Serbia: ``Our stance is
absolutely negative. Turkey used to occupy these
territories, it is completely biased and called for air
strikes against Serb positions.
``The presence of Turkish troops in Bosnia, even along
Croat-Moslem demarcation lines, is not welcome and would
mean a further escalation of the war."
Bosnian Muslims and Croats have agreed to the deployment
of Turkish U.N. forces and the grudging response of U.N.
countries to appeals for more troops is threatening the
future of the ceasefires.
U.N. Secretary General Boutros Boutros-Ghali told the
Security Council in a report that the United Nations
Protection Force (UNPROFOR) needed 10,000 more troops for
ceasefire duty on top of the 13,000 already in place.
An extra 1,500 would be required if the U.N. created a
new safe haven in the northern Muslim town of Maglaj, which
is being heavily shelled by Serbs and has been completely
isolated since last October.
So far just under 4,000 troops have been pledged,
including the 1,000 Turks.

MALAYSIA QUESTIONS REJECTION OF TURKISH AND IRANIAN TROOPS

KUALA LUMPUR, March 12 (March 12) UPI - Malaysian Prime
Minister Mahathir Mohamad questioned Saturday the United
Nations' decision to prohibit troops from Turkey and Iran to
serve in Bosnia-Herzegovina just because both countries
sympathize with the Muslims.

He noted that Russian troops were allowed to serve even
though it was clear that Russia sympathized with the Serbs.

"Why is there this discrimination...? I feel this is double
standards practiced by the West which should not be the
case," he said.

Turkey's offer to send a battalion of 1,000 soldiers to the
Balkan state has not been entertained by U.N. secretary-
general Boutros Boutros Ghali because, going by the U.N.
guidelines, Turkey is among the countries which cannot send
troops to Bosnia-Herzegovina.

The guidelines prohibit a U.N. peacekeeping force in any
country from having troops from neigboring countries or
those which have historical ties with it.


Mahathir said that if the guidelines were applied to Turkey,
it meant that almost all the European countries which had
sent troops to Bosnia-Herzegovina cannot join the U.N
peacekeeping force because they are either neighbors or have
historical ties.

"Therefore, what is meant by the term immediate neighbors?"
asked the prime minister.

He said that if European countries, which had an interest in
Bosnia-Herzegovina, could send troops to join UNPROFOR, he
could not understand why Turkey and Iran could not.

"This makes it impossible for us to believe the (U.N.'s)
claims of being just and the like...all that is false," he
said.

Mahathir said Malaysia, being a small country, had
contributed to U. N. peace missions while some big countries
had yet to do so or were prohibited from participation.

He said the U.N. should discard its double standards and
should not prohibit any member country from joining its
peace missions.


TURKEY REACTS SHARPLY TO EUROPEAN CONDEMNATION

ANKARA, March 11 (March 11) UPI - Turkey has reacted sharply
to a statement by the president of the European Parliament
condemning Ankara for its action against six Kurdish
deputies. A Foreign Ministry spokesman says the arrest of
the deputies was a judicial matter and the government in
Ankara was not directly involved.

TURKEY AND BULGARIA AGREE TO SHARE NATURAL GAS EQUALLY

ANKARA (MARCH 11) DPA - Turkish Energy Minister Veysel
Atasoy Friday agreed with Bulgarian officials on the fifty-
fifty sharing of Russian natural gas arriving in these two
countries via Ukraine, Turkish state-owned television TRT
reported.

Atasoy left for a sudden trip to Bulgaria Friday following a
drastic cut in incoming gas to Turkey this week. He later
left for Kiev for talks with Ukrainian officials on the
natural gas issue.

Turkey and neighbouring Bulgaria are to share the 800,000
cubic meters of natural gas per day Russia is pumping into
the pipeline for shipment to these two countries, Atasoy
told the TRT following his talks in Sofia.

Turkey's natural gas supply was cut off totally on Thursday
and increased to around 200,000 cubic meters on Friday,
550,000 cubic meters short of the regular amount Turkey
imports from Russia.

Officials say the drastic cut is due to Ukraine illegally
drawing natural gas from the pipeline supplying Turkey and
Bulgaria, after Russia cut gas delivery to Ukraine last week


because of non-payment of debts reaching 900 million
dollars.

Turkey's state-run oil and gas pipeline cut off natural gas
supplies to industry. Atasoy said there would be no cuts
"for the time being" in gas provision to the 478,000
households in Ankara, Istanbul and Bursa.

The Russian natural gas reaches Turkey through a pipeline
that crosses Ukraine, Romania and Bulgaria. dpa vc

U.N. PROXIMITY TALKS CONTINUE IN CYPRUS - GREEK REPORTER
EXPELLED

NICOSIA (MARCH 11) DPA - United Nations-sponsored proximity
talks on a package of confidence building measures (CBMs)
towards a solution to the Cyprus problem continued Friday
after the postponement of the Thursday meetings.

Gustave Feissel, the U.N. Secretary General's resident
representative to Cyprus, met Turkish Cypriot leader Rauf
Denktash in the morning and Cyprus President Glafcos
Clerides in the afternoon. The main point of discussion was
the contents of the seven key issues on the "non-paper"
draft of ideas Feissel laid down Wednesday to narrow the gap
at the third round of the proximity talks.

Two main points of the CBMs include the opening up of the
fenced-off area of the Turkish occupied port city of
Famagusta to 15,000 Greek Cypriots and the operation of the
Nicosia International Airport, both under U.N. control.

"The talks went as expected," Feissel said, adding that the
meetings would continue on Wednesday, and that next week
would be "very critical".

Meanwhile, the Turkish Cypriot authorities expelled
journalist Vassilis Stergiopoulos, covering the Feissel-
Denktash meeting for the Antenna TV station, on the grounds
that he is a Greek national.

Stergiopoulos, who has traveled to the Turkish-occupied part
of the island several times before, is married to a Cypriot
but is a Greek citizen.

Turkish Cypriot press spokesman Sabahattin Egeli said the
decision was in reprisal for what he described as the
Cypriot government's practice of not allowing reporters from
Turkey to cover stories in the government-controlled areas.

BOSNIAN ENVOY SAYS TURKISH PEACEKEEPING PRESENCE IS
'IMPERATIVE'

NEW YORK (MARCH 11) DPA - Bosnia's Moslem ambassador to the
United Nations said Friday it was "imperative" for
Secretary-General Butros Ghali to accept an offer of 1,000
Turkish troops for duty in the U.N. peacekeeping force in
Bosnia-Herzegovina.

Ambassador Muhamed Sacirbey also told reporters he had
written to Ghali urging him to have the besieged Moslem town
of Maglaj declared a safe area. Serbian forces have been
shelling the town's 19,000 inhabitants.

"If Maglaj is not declared a safe area, Serbian forces will
construe this as a green light by the world community for
their genocidal activities," Sacirbey said.

Ghali has so far not accepted the Turkish troop offer
because of a long-standing U.N. rule not to allow countries
to send peacekeepers to a conflict with which it has
historical involvement or proximity.

"We believe it is unfortunate that the criteria being
applied here seem to be not applied fairly or consistently,"
Sacirbey said.

Asked his reaction to a Greek offer Friday to also send
troops to Bosnia to balance a possible Turkish presence,
Sacirbey snapped: "Who is going to balance the Russians
first? If you apply the same criteria to the Russian forces,
the Russians should not have been accepted in the first
place."

The Moslem-led Bosnian government has protested the arrival
of 400 Russian peacekeepers, under the U.N. flag, as the
NATO air strike deadline for the withdrawal of heavy weapons
from Sarajevo was winding down last month.

"Those forces are there more for the defence of those
besieging Sarajevo rather than for the citizens of
Sarajevo," Sacirbey declared. If not appropriately
monitored, the Russian presence "could be a threat to the
unity of Sarajevo and Bosnia-Herzegovina."

The Russians' arrival, praised by the West, was widely seen
as a face-saving move for the Serbs to withdraw their guns
rather than appear to be backing down solely in the face of
the NATO threat.

But Sacirbey claimed the Russians played no role in the
withdrawal of the weapons and the subsequent month-long
cease-fire in Sarajevo. "They did not help stop the bombing,
the ultimatum stopped the bombing. The Russian presence
helped stop the bombers from being bombed," he said. dpa sc

THURSDAY LAUNCHED TWO SEPARATE OPERATIONS IN ISTANBUL AND
SEIZED MORE THAN 100 KILOGRAMS OF HEROIN AND 265 KILOGRAMS
OF LIQUID HASHISH, THE LOCAL RADIO REPORTED TODAY.

THE RADIO SAID THAT A SEARCH OF A VEHICLE IN SARIYER LED TO
THE DISCOVERY OF 96.5 KILOGAMS OF HEROIN AND A HANDGUN.

TWO MEN IN THE VEHICLE WERE ARRESTED. THE SEARCH OF A TRUCK
COMING FROM LEBANON LED TO THE SEIZURE OF 265 KILOGRAMS OF

PRECISION STANDARD MAKES ANNOUNCEMENT

BIRMINGHAM, ALA. (MARCH 11) BUSINESS WIRE - March 11, 1994--
Matthew L. Gold, Chairman and Chief Executive Officer of
Precision Standard, Inc. (NASDAQ:PCSN) announced Friday that
the Company's Pemco Aeroplex subsidiary had entered into a
contract with Arab Leasing Finance Co. of Paris, France for
interior modification work on a Boeing B-737-400 aircraft.

Gold indicated that the contract with Arab Leasing Finance
Co. principally involved the installation of a forward
airstair assembly on a B-737-400 aircraft destined for use
by Turkish Airlines and that the work would be done at the
Aeroplex's Dothan, Alabama facility.

Although no value was ascribed to the work to be performed
under this new contract, Gold confirmed that the Precision
Standard order backlog at January 31st stood at about $168
million versus about $153 million a year ago.

Precision Standard, with facilities in Alabama, California,
Florida and Texas and offices in Copenhagen, Denmark
performs maintenance and modification of aircraft for the
U.S. government and foreign and domestic commercial
customers. The company also provides aircraft parts and
support services and develops and manufactures aircraft
cargo systems, aerial targets for military customers, rocket
vehicles and control systems, and precision springs and

KILLED, 16MISSING

ISTANBUL (MARCH 14) - Thirteen people were killed and about
30 injured in a collision between a tanker and a cargo
vessel in the Bosphorus Sunday night, Hayri Kozakcioglu, the
provincial governor of Istanbul, said Monday. Sixteen crew
from the two ships went missing.

It was still unclear Monday afternoon why the tanker Nacciea
and the freighter Shipbroker, both under the Cypriot flag,
ran into each other. The collision and fire were described
as one of the worst shipping accidents ever in the densely-
travelled Bosphorus.

Fire fighters and rescue teams managed to extinguish the
blaze on the freighter entirely and tow the tanker, which
was still ablaze, out to sea, ending the danger to Turkish
army ammunition and fuel depots on the near shore.

He said 29 persons had been aboard the freighter and 30
aboard the tanker. Some had saved their lives by jumping
overboard.

The Nacciea's agency meanwhile said the tanker was on its
way from the Russian Black Sea port of Novorossiysk to
Genoa, Italy, carrying 98,500 tons of crude oil.

The ship was 276 metres long and 40 metres wide and had an
explosion-prevention system, the agency said. It had eight
oil compartments of which seven were filled. Three had
caught on fire. The amount of oil that spilled from the ship
had not been "catastrophic".

Government spokesman Yildirim Aktuna and environment experts
said favourable southerly winds and northerly currents had
helped to limit the damage.

But they said it was possible that the wind would turn
towards Istanbul threatening the metropolis with enormous
air pollution and burning oil slicks.

Turkish Minister of State Ibrahim Tez said Istanbul had only
escaped a disaster because the ships collided at the mouth
of the Bosphorus and not under one of the strait's bridges
or near the thickly populated districts along the banks.

Environment Minister Riza Akcali said the tanker could burn
for another week.


It has been established that the masters of the freighter
and the tanker had accepted an offer of assistance by pilot
captains.

But the pilot of the freighter, which was travelling from
the Sea of Marmara to the Black Sea, had left ship just
before the accident, while the tanker's pilot had not yet
come aboard.

Foreign Minister Hikmet Cetin said the accident proved that
Turkey's concerns are justified. He said Turkey was
insisting that transports of crude oil and other combustible
and explosive cargoes are reduced to a minimum.

This was possible by constructing new pipelines to carry oil
exports from Russia and other Caucasian and central Asian
countries across Turkish territory to the Mediterranean Sea,
he said.

Cetin said Turkey had several weeks ago released new
statutes for the safety of transit shipping in the
Bosphorus. These did not put into question 1936 Montreux
Convention which regulates navigation and allows all
merchant vessels access through the Dardanelles and Bosporus
but adapted it to the needs of today.

The new regulations, which Turkey wants to put into effect
on July 1, call for mandatory pilot assistance to the
masters of all vessels longer than 150 metres. Requesting
pilot assistance has been voluntary so far.

Turkish authorities must also be informed about the nature
of cargoes beforehand and ships must apply for passage
permits under the new rules.

Last year about 50,000 vessels passed through the two
Turkish straits, Bosphorus and Dardanelles.

TURKEY REJECTS ANY TALKS WITH SEPARATIST REBELS

ANKARA (MARCH 14) DPA -Turkey's government rejected the
possibility of any talks with the separatist Kurdish
Workers' Party (PKK) after a senior rebel said at a weekend
conference in Brussels that the PKK was ready to negotiate a
solution to Turkey's civil war.

"The PKK is a murder organisation and the state cannot
accept separatist bandits as negotiating partners,"
President Suleyman Demirel said in Ankara Monday.

He added that the West should not be duped by the PKK's
peace offer and should stop annoying Turkey by making
unhelpful suggestions.

Turkey's Prime Minister Tansu Ciller also rejected PKK
leader Abdullah Ocalan's suggestions of peace talks which
came at the begining of Eid al-Fitr, the three-day festival
of reconciliation to celebrate the end of Ramadan.

Rebels who wanted to escape certain death should surrender
and hand in their weapons, she added.

The army announced that it would begin hard-hitting
operations against the rebels who have been fighting for ten
years to obtain an independent Kurdish state. The war is
believed to have cost around 11,000 lives.

Ocalan said in Brussels that the PKK did not want to split
Turkey's territory or national identity and was open to
"alternative solutions to the Kurdish conflict, including a
federal solution."

The rebels were prepared to stop fighting and negotiate
under international mediation as soon as there was a basis
for a political solution to the problem, he added.


OIL TANKER ABLAZE ON THE BOSPHORUS AFTER COLLISION; 3 SEAMEN
DEAD

Istanbul--Mar 14--At least three seamen were killed and
12 injured Sunday when a oil tanker collided with a
freighter on the Bosphorus in northern Turkey and burst into
flames, Turkey's public TRT television said.
Both vessels were registered in Cyprus. The 100,000-
tonne tanker Nasya, carrying 50,500 tonnes of crude oil from
Russia, was in flames off the European bank at the northern
entrance to the river.
An oil slick on the water also was alight, the
television said. Fire on the second vessel, the 14,826-tonne
Ship Broker, was put out as the ship drifted northward.
All the injured seamen were Filipinos, the television
said, giving a provisional casualty toll. The authorities in
Istanbul closed the Bosphorus as firefighters battled to
extinguish the blaze. End

PKK ATTACKS PETROLEUM COMPANY IN SOUTHEAST TURKEY

ANKARA (MARCH 14) DPA -Militants of the separatist Kurdish
Workers' Party (PKK) on Sunday launched an attack on the
premises of the Turkish state-run Petroleum company TPAO,
near Batman in southeast Turkey, the Anatolia news agency
reported Monday.

The report said the PKK set a fire on the premisies of a
natural gas and petroleum refinery facility some 10 kms away
from the town of Batman before escaping.

The fire was swiftly brought under control by TPAO staff,
the report added.

The PKK is fighting a ten-year old violent battle for the
creation of an independent Kurdish state in southeastern
Turkey.

SHOTS FIRED AT TURKISH-US AIRBASE IN SOUTHERN TURKEY

ANKARA (MARCH 14) DPA -A group of unidentified assailants
opened fire on the joint Turkish-U.S. airbase of Incirlik in
southern Turkey late Sunday, the Anatolia news agency
reported on Monday.

Shots were fired at an area near the hangars, the report
said.

Incirlik, near Adana in south Turkey, is the main base for
the multinational allied force that monitors a no-fly zone
above the 36th parallel to protect the Kurds in northern

GREECE MAY SEND TROOPS TO BOSNIA

ATHENS, March 13 (March 13) UPI - Greece will send troops to
join the U.N. peacekeeping force in Bosnia-Herzegovina, if
the United Nations decides to accept 1,000 Turkish troops in
the force, the Athens newspaper Eleftherotypia said Sunday.

The disclosure came a day after U.N. Secretary-General
Boutros Boutros-Ghali told reporters in New York he would
accept a Turkish offer to send 1,000 troops to the war-torn
former Yugoslav republic, if troops from elsewhere were not
available.

Eleftherotypia quoted Defense Ministry sources as saying
Athens could send between 500 and 1,500 troops to join the
U.N. peace force, and was currently drawing up plans to do
so.

Earlier, Greek Foreign Minister Karolos Papoulias told
reporters: "Greece's position has always been that no
Balkan country should take part in the crisis."

"But if this position . . . is violated, then Greece must
take new decisions to serve its interests in the region, and
the interests of the region as a whole," he said.

Papoulias was speaking to reporters after a two-hour meeting
in Belgrade Friday with Serbian President Slobodan
Milosevic, in which the two officials discussed the war in
Bosnia and Greece's dispute with the former Yugoslav
republic of Macedonia.

The Greek Defense Ministry and General Staff were now
working in high gear to prepare a plan for the dispatch of
troops to Bosnia, Eleftherotypia said.

The private Greek television station Antenna-1, which has
correspondents in both Belgrade and Sarajevo, said the
Bosnian Serbs were opposed to the dispatch of Turkish troops
to Bosnia, because of Turkey's sympathy toward the Bosnian
Muslims.

The Serbs believe the presence of Turkish troops in the
republic would add fuel to the conflict, Antenna said.

Greek Government Spokesman Evangelos Venizelos told the
state station ET 1 that Athens believed no country which was
either a neighbor of Bosnia-Herzegovina or had historic
interests there should participate in the peacekeeping
effort.

But he said Athens was watching developments and would keep
its options open.

denied Monday that unidentified assailants had opened fire
on the joint Turkish-U.S. airbase of Incirlik in southern
Turkey late Sunday.

The Anatolia news agency reported Monday that shots were
fired at an area near the hangars. The bulletin gave no
further details.

The EUCOM spokesman said it was thought that fireworks let
off to mark the end of Moslem Ramadan fasting month had led
to the reports.

TCBY launches operations in Middle East

LITTLE ROCK, ARK. (MARCH 15) BUSINESS WIRE - March 15, 1994-
-TCBY's aggressive plans for expansion into the Middle East
have been launched with the opening of three new franchised
stores in Cairo, Bahrain, and Qatar, according to Hartsell
Wingfield, president of TCBY International.

An additional 52 retail outlets are planned to open by 1988
in Bahrain, Egypt, Kuwait, Qatar, Saudi Arabia, and the
United Arab Emirates (U.A.E.) through five major franchisees
with TCBY Systems, Inc. The company is also investigating
possible opportunities in Turkey and Israel.

Wingfield, who expects to have 20 franchised stores
operating in the Middle East by the end of 1994, reports
that "initial sales of frozen yogurt in the region have
exceeded all expectations."

Calling the Middle East "a tremendous growth area for us,"
the Little Rock, Ark.-based executive says TCBY plans "to be
a major force in the frozen dessert market there. We have
been able to identify significant partners who can
effectively develop the region with the timely signing of
franchisees in each country."

The five master franchisees, who are forming a cooperative

agreed to open three TCBY outlets in Kuwait and will
distribute TCBY retail products in that country.

MUSLIM, CROAT GENERALS AGREE TO JOINT ARMY

SPLIT, Croatia (Reuter) - Bosnian Moslem and Croat
military chiefs ended two days of talks Saturday with an
outline agreement on steps to create a joint federal army
for Bosnia.
The bi-national command would be the defence arm of a
budding Bosnian federation of the erstwhile civil war
enemies now being negotiated in Vienna under U.S.
sponsorship.
An accord on forging a joint army was announced after
the meeting of Bosnian army commander General Rasim Delic
and Croat counterpart General Ante Roso. The talks were
mediated by retired U.S. General John Galvin, the former
commander-in-chief of NATO.
``(We) agreed on guidelines for the transformation (of
Muslim and Croat forces) into a joint federal army," the two
generals said in a statement released in the Croatian
seaport of Split, where the meeting took place.
``Joint headquarters will work out plans covering tasks
and objectives... (including) joint commands, control and
information services as well as operational plans."
Delic and Roso said they would coordinate their work
with the U.N. Protection Force, whose troops have fanned out
along current Croat-Moslem front lines to enforce a
ceasefire and collect heavy weaponry.
No target date for the formation of the joint army was
mentioned. but the statement said separate command
structures would be maintained for the time being.
``This (agreement) is an initial step but it is of
utmost importance to the United States," Galvin told
reporters.
In a related development Saturday, Bosnian Serb leader
Momcilo Krajisnik warned the United Nations that sending


Turkish troops to Bosnia as peacekeepers would lead to

escalation of the civil war.
Krajisnik said Turkish troops were unacceptable because


of Turkey's 500-year occupation of Bosnia under the Ottoman
Empire.

GREECE MOVES AGAINST TURKISH PRESENCE IN BOSNIA

ATHENS, March 13 (March 15) UPI - Greece has launched
diplomatic maneuvers to keep the United Nations from
accepting Turkish troops in the peacekeeping force in
Bosnia-Herzegovina. But a government spokesman declined to
confirm that Athens was drawing up plans to send up to 1,500
troops to the war-torn republic, if the Turks were accepted.

BOSPHORUS DEATH TOLL RISES

ANKARA, March 14 (March 14) UPI - At least 15 seamen were
killed and 15 more reported missing when an oil tanker
collided with a freighter in the Bosphorus strait near
Istanbul, Turkish state television said Monday.

Oil spilled from the tanker Nassia was still ablaze on the
water nearly a full day after the collision occurred, but
witnesses said the vessel was towed northward away from
Istanbul, which could be threatened by fire if the wind
direction changed.

The Cypriot-flagged Nassia collided with the Cypriot
freighter Shipbroker about 10.30 p.m. (2030 GMT) Sunday near
the northern end of the Bosphorus, which is only some 700
yards (700 meters) across at its narrowest point.

Shipping insurers Lloyds of London said an explosion
occurred on board the Nassia after the collision, causing a
fire in the accommodation and forepeak sections. The fire
quickly spread to the oil slick.

Two firefighting vessels appeared on the scene shortly after
the collision, but the spilled oil was still ablaze on the
surface of the water nearly a full day after it started.

A third firefighter was called in to help in what appeared
to be an unequal battle, and Turkish Environment Minister
Riza Akcali set up a crisis committee to deal with the
problem.

At least 15 seamen were killed and 15 were missing after the
collision, but 26 were rescued and hospitalized. Most of the
crew on both vessels were Filipinos, but the Nassia's
captain was Greek.

Turkey has also sought foreign assistance to fight the
flames and contain the oil spill, but the Turks are still
battling without outside help against heavy odds.

Mercifully, officials said, the wind speed and direction
were favorable, and Istanbul was not immediately threatened
by the flames and the huge palls of smoke rising from the
burning oil slick. The crisis committee, however, kept a
close watch on the weather.

A huge oil spill occurred when three of the 11 tanks on
board the Nassia were damaged. The tanker was carrying a
cargo of some 98,500 tons of Russian crude oil from
Novorossiysk on the Black Sea to Genoa, Italy.

Estimates of the amount of oil spilled were sketchy, but
crude was still dripping from the tanker when it was being
towed toward the northern end of the Bospohorus.

There was no immediate word on the cause of the accident,
but neither vessel had tugs to guide them through the narrow
waterway. Guide boats are not mandatory for vessels using
the strait.

Local television reports said both vessels did call for
guide boats, and one tug had almost reached the tanker when
the collision occurred.

Witnesses said they heard the freighter desperately blowing
its siren just before the collision. The vessels were moving
in opposite directions. Police were investigating, but no
arrests were made.

Officials said the environmental damage could be
substantial, and some environmental activists, including a
number from Greenpeace, were already at the scene Saturday
to assist in the cleanup.

Residential houses on the banks of the Bosphorus were
evacuated after the fire broke out because of fears the
flames would spread, but State Minister Yildirim Aktuna
later said the danger had subsided and people were told they
could return home.

Turks were celebrating the Islamic festival of Bayram when
the accident occurred.

The tanker ran aground near Rumeli Kavagi, but was later
freed and towed away. The Shipbroker was aground near
Anadolu Kavagi, witnesses said.

The accident was the 40th in the Bosphorus in the past 34
years, and Turkey has been trying to have the 1936 Montreux
convention amended to restrict tanker traffic through the
20-mile (32-km) strait.

"Every day the Bosphorus is subjected to the danger of
several potential bombs passing through it," Aktuna said,
referring to the large number of oil tankers using the
strait.

WAS MERELY A REPETITION OF A POSITION HELD FOR YEARS.

THERE ARE REPORTS THAT A WIDE-RANGING MILITARY OPERATION
AGAINST THE PKK IS BEING PLANNED FOR THE COMING DAYS, AND
PROBABLY IMMEDIATELY AFTER THE LOCAL ELECTIONS ON MARCH 27.
OBSERVERS SAID THIS MAKES IT MORE OR LESS IMPOSSIBLE FOR THE
GOVERNMENT TO CONSIDER THE CEASEFIRE CALL

THE MOVE MAY BE AIMED AT FURTHER EMBARRASSING THE ANKARA
GOVERNMENT WHICH HAS BEEN CRITICIZED BY THE WEST FOLLOWING
THE LIFTING OF THE IMMUNITY OF PRO-KURDISH PARLIAMENTARIANS
AND THEIR SUBSEQUENT DETENTION.

TURKEY PREPARING NEW REGULATIONS FOR BOSPHORUS

ANKARA, March 15 (March 15) UPI - Turkey is preparing to
introduce new regulations to govern oil tanker traffic
through the Bosphorus strait, currently governed by the 1936
Montreux convention, a maritime official said Tuesday.

The move came in the wake of a collision in the waterway
between a Cypriot oil tanker and a freighter, followed by a
huge oil-slick fire which would have endangered Istanbul if
the force and direction of the wind had not been favorable.

The tanker disaster would not have occurred if the
regulations, which Turkey has now prepared, had already been
in force at the time of the accident, Maritime Directorate
Undersecretary Timur Erkman said.

Under the new rules, the tanker would not have been allowed
to move down the Bosphorus in the dark, and "secondly, the
other ship would not have been sailing (in the opposite
direction) at the same time," he said.

The new regulations would not permit vessels to pass through
the waterway when and how they wished, the maritime official
said. Instead, the route and time of passage would be
determined by Turkey.

The new regulations would require shipping companies to give
Turkey advance information of intended passage of their
vessels through the strait, and would impose a speed limit
on the ships.

Erkman said the new regulations would be in keeping with the
Montreux convention, while at the same time "ensuring safe
passage without endangering the 10 million people of
Istanbul."

He said some 50,000 vessels a year pass through the
Bosphorus, which links the Black Sea to the Mediterranean.
This was an average of 3,000 a month, of which roughly 1,000
were oil tankers.

The Bosphorus, which is roughly 20 miles (32 km) long, is
some 700 yards (meters) across at its narrowest point, and
is one of the most dangerous waterways to maneuver,
requiring ships to change course 12 times en route, the
official said.

Under current regulations, ships using the strait are not
required to seek the services of a tug to guide them through
the waterway, but may do so voluntarily. Erkman did not say
if guide tugs would become mandatory under the new
regulations.

BRUSSELS--Mar. 15--The air in Brussels will be thick with
irony this week as the European Union bids to boost its
membership from 12 to 16 nations.

The major players in today's so-called enlargement
negotiations will be a country that has long outstayed its
welcome in the EU, Greece, and another that doesn't really
want to join the union, Norway.

The EU struck a deal with Austria, Finland and Sweden two
weeks ago that, referendums allowing, will make them full
members of the club on Jan. 1, 1995.

Greece has been mediating between its EU partners and the
four applicant nations because it holds the EU's rotating
presidency. If Norway is roped in, Greece can claim a
diplomatic triumph for its six months in the chair.

But the truth is that Greece's already shaky position in the
EU - heightened by its rash decision to mount an economic
boycott of Macedonia - has been made even worse by its
behavior in recent months.

The official reason for the hitch in the talks with Norway
is Oslo's refusal to accede to Spanish demands for access to
14,000 tons of cod each year in Norway's Arctic fishing
grounds. Since Norway's total annual catch tops 2 million
tons, the official excuse doesn't wash.

Oslo's macho negotiating tactics reflect a perfectly
legitimate bid by Prime Minister Gro Harlem Brundtland to
shore up her minority Labour government. It also owes
something to the memory of the bitterly divisive national
referendum in 1972, when Norwegians rejected membership in
the European Community because it had adopted a common
fisheries policy without consulting Oslo.

But the real reason for the hitch is that Norway doesn't
really want to join the EU. Norway is unsure about EU
membership because it is different from the European norm -
culturally, historically and geographically. Greece, too, is
having difficulties with the EU because it, too, is
different culturally and historically from its EU partners.

Ever since it joined the European Community in 1981, Greece
has been the odd one out. But as the biggest beneficiary of
EU cash it learned to live with the sneering condescension
of its partners. Greece's maverick attitudes,

notably on Middle East terrorism, its blocking of aid for
Turkey and its cavalier attitude to single-market rules,
annoyed its partners. But they soon got over it; they simply
counted Greece out.

Still, the Greek blockade of Macedonia - to protest the
former Yugoslavia's use of the same name as a Greek province
- ultimately snapped the patience of the rest of the EU. The
blockade demonstrated that Athens' world view ends at its
borders; the EU is an afterthought.

Athens' reputation has sunk so low that political observers
are pondering aloud what diplomats are asking in private -
whether Greece can be expelled from the union.

It can't. But the very fact that the question is being
raised underlines the seriousness of the rift with Athens.
Greece's isolation deepened last week when its outspoken
European Affairs minister, Theodoros Pangalos, openly
accused EU foreign ministers of seeking the failure of the
enlargement talks.


The silver lining here is that Greece's membership can help
the EU to avoid making the same mistakes in the future.
Greece's entry into the EU in 1981 was an emotional affair
as Europe opened its arms to a nation that was the fount of
its civilization. Membership also would consolidate
democracy in Greece after a military dictatorship.

Similar emotional reasoning is behind recent calls to
accelerate the membership applications of the former
communist nations of Central and Eastern Europe. But rushing
into membership talks with Eastern Europe would be a fatal
mistake. Austria, Finland, Norway and Sweden are among the
wealthiest countries in the world. They already are part of
a single market with the EU through their membership in the
European Economic Area. By contrast, the "advanced" East
European nations, Poland, Hungary, the Czech Republic and
Slovakia, have per capita domestic outputs of less than 30
percent of the EU average.

And their membership would be a costly affair. According to
a recent study, membership of the most advanced East
European economies would swell the EU's 1999 budget by a net
$64 billion, requiring a 60 percent increase in budget
contributions.

These figures will cool the ardor of current members to
enlarge their union to the borders of Russia. Instead of
stoking false hopes in the East, they should immediately
throw open their markets to East Europe's most competitive
goods.

And a 16-member EU on Jan. 1, 1995, isn't in the bag yet.
Latest opinion polls show a majority of Swedes and Norwegian
oppose membership while in Finland the "yes" plurality is
under 40 percent.

Austria, on the other hand, is almost an appendage of the
German economy and is almost certain to vote for membership.
And so the EU might start next year haunted by the unlucky
13.

KURDISH REBELS KILL SOLDIER IN IGDIR BEFORE CILLER VISIT

ANKARA (MARCH 15) DPA - Kurdish separatists killed one
soldier and wounded four others in the the city of Igdir on
Tuesday shortly before the scheduled arrival of Turkish
Prime Minister Tansu Ciller to campaign for local elections,
the Anadolu news agency said.

Ciller was due to travel to Igdir and the other provincial
capitals of Ardahan, Erzurum and Kars Tuesday in a bid to
persuade the predominantly Kurdish population to vote for
her conservative DYP party in communal elections due March
27.

Observers say the cities, located near the Iranian border,
have fallen under the influence of the separatist Kurdish
Workers' Party (PKK), who are fighting for an independent
Kurdish state.

The PKK threatened to attack candidates standing for
election after the pro-Kurdish DEP party withdrew from the
polls late Feburary. It also urged the local Kurdish
population not to vote.

GOVERNMENTAL DELEGATION AND THE GASPROM LEADERSHIP.

UNDER THE AGREEMENT, GASPROM RESUMED THE DELIVERIES OF THE
STIPULATED AMOUNT OF GAS UNTIL APRIL 10 PENDING TERMINATION
OF UKRAINE'S UNLICENSED USE OF NATURAL GAS FROM THE EXPORT
PIPELINE PASSING THROUGH UKRAINE. UKRAINE ALSO PROMISED TO
WORK OUT A SPECIFIC MECHANISM OF REPAYING ITS DEBT FOR THE
SUPPLIES OF GAS TO UKRAINE IN 1993-1994 AND TO BEGIN TO PAY
OFF THE DEBTS.

OTHER ARTICLES OF THE AGREEMENT ALSO HAVE YET TO BE
FULFILLED. UKRAINE HAS REMITTED LESS THAN A FRACTION OF ONE
PERCENT OF ITS 1.5 TRILLION ARREARS TO THE GASPROM ACCOUNT,
AND ACCORDING TO RUSSIAN EXPERTS, ITS FINANCIAL POTENTIAL
IS WELL- NIGH EXHAUSTED.

THERE IS ONE WAY OFFSETTING UKRAINE'S INDEBTEDNESS TO RUSSIA
- THROUGH THE SWITCH TO JOINT OWNERSHIP OF THE UNDERGROUND
GAS STORAGE FACILITIES AND MAIN GAS PIPELINES ON THE
UKRAINIAN TERRITORY, ACCORDING TO GASPROM. REGRETTABLY, THE
AGREEMENT IN PRINCIPLE ON THIS REACHED DURING THE
NEGOTIATIONS IN MOSCOW HAS MET WITH NO SUPPORT ON THE PART
OF THE UKRAINIAN LEADERSHIP.

SPILL CLOSES BOSPORUS FOR 3RD DAY

ISTANBUL, Turkey -- The oil-fouled Bosporus waterway
remained closed for a third day today even after a burning
tanker was tugged out of harm's way into the Black Sea.

The death toll from Sunday's collision between the Nassia
tanker and the freighter Shipbroker, both Cypriot-flagged,
rose to 19, with 10 missing crew members presumed dead.

The tanker was still belching black smoke from its forward
tanks after two Turkish tugs towed it out of the Bosporus
and about 25 miles west along the Black Sea coast.

Istanbul's deputy governor Ruhi Paker said two ships had
begun a clean-up effort to scoop patches of crude from the
narrow 19-mile strait and remove oil washed onto the shore.

DISCOVER TURKEY - THE UNDISCOVERED EUROPE

As exotic and exciting as a trip to TURKEY sounds, I was
delighted to learn firsthand how easy and comfortable it
also was. The Turkish people are some of the friendliest
people I have encountered in my 20 years of traveling and
photographing in the world's more remote regions. On my
first day in Istanbul I was having trouble figuring out how
to buy a ticket and take the bus to Topkapi Saray palace. A
distinguished gentleman came up to me and asked, in perfect
English, if he could help me. When I told him my dilemma, he
took me to the kiosk wherethey sold tickets, helped me
purchase a ticket, waited for the appropriate bus, and even
made sure the driver would tell me when I had arrived at my
destination.
Unlike many countries I have visited, while photographing
in Turkey, I had the unlikely problem of more models than I
wanted. Just seeing a western woman with two visible cameras
seemed to bring out the need to pose, especially in the
Turkish men. Unlike many Muslim countries, it is also
possible (and culturally acceptable) to photograph the
women. One day a woman friend and I had rented bicycles to
visit an anchient archaelogical site. A woman who lived
nearby invited us into her home for tea. Although we had no
language in common, we managed to spend a lovely afternoon
in the simple but comfortable dwelling.
Although the ease with which you can photograph people is
one of the best reasons to visit Turkey, there are many
others, including the landscape, cul_ ture and rich
archeological history.
The surreal landscape of Cappadocia made it one of the
most unusual and distinctive spots I have ever visited. This
region, between Ankara and Malatya and the Black sea and the
Taurus Mountains, is known formations made from an eroded
volcanic stone called tufa. Some of these formations are
called fairy chimneys; they stand upright within the
moonlike landscape making for an other-worldly panaroma.
Today, the region is one big open-air museum. For the
photographer, there is a never-ending supply of material,
all of which is outdoors in the brilliant Turkish sun. The
startling shapes of the fairy chimneys, the hand painting of
the inside of the cave churches, and the repeated vertical
motifs of the valley, which turn pink at sunset, make the
area a joy for the photographer who welcomes the unusual
landscape.
Other types of Turkish terrain include some of the most
beautiful beaches and lakes I have ever found within one
country. My tour of Mediterranean Turkey began to the south
at Kas, a small picturesque fishing village on a cozy little
harbor. From this harbor local boatmen will take the tourist
on excursions ehere the photographic possibilities include
ruin sites, caves castles and islands.
While there are many villages and towns on the
Mediterranean coast, I found the town of the Datca
particularly photogenic. It is on a finger of land which
goes westward from Marmaris 100 kilometers to the edge of
the Aegean Sea. The drive takes you through pine-forested
mountains until you finally arrive at this pleasant village
nestled at the end of a small bay.
Modern Turkey is intruguing to photographers. Istanbul,
which has a history that goes back 7000 years is also a
modern city with its own special energy. Everywhere you turn
while wandering about the streets offers photographers
colorful markets and vistas of everyday Muslim life. The
setting of Istanbul is as spectatular as any city I have
visited. The famous mosques of Sancta Sofia, the
