Govt welcomes home 67 Lao Hmong

More Lao Hmong illegal migrants, who were lured to Thailand in the
hope of a passage to a third country, are volunteering to return to
their native country.

Yesterday 67 Lao Hmong from 19 families returned voluntarily to Laos
from Houaynamkhao village in Khaokhor district, Phetsaboun province,
Thailand . This is a significantly greater number than in February,
when only 11 Hmong volunteered to return to Laos .

The increase in the number of returnees has been stimulated by the
efforts of both Lao and Thai officials to prove that previous
returnees are enjoying a better standard of living and safety in
Laos .

This contrasts markedly with past rumours saying that returnees
experienced difficulties on their return home.

Director of the Department of Border Affairs of the Supreme Command
Headquarters of Thailand, Lieutenant General Nipat Thonglek, said that
after receiving information about the good hospitality provided by the
Lao government to previous returnees, more Lao Hmong living in
Thailand had volunteered to return.

"The Hmong who returned yesterday volunteered to come back and walked
towards officials saying they wanted to return to their country. We
were happy to see this and I can confirm that there was no force
involved," Lieutenant General Nipat said.

During their four-year stay in Thailand , one of the returnees, Mr
Longleu, and his five family members experienced tough conditions.
They suffered food shortages and limited freedom in moving around,
with no sign of the long-awaited chance to travel to a third country.

"I am happy to return to my home country. I'm not afraid because I had
no problem when I lived in Laos before I went to Thailand ," Mr
Longleu said in answer to reporters' questions.

Mr Longleu and his family paid 3,000 Thai baht each to middlemen to
take them to Thailand in 2004.

The returnees will be sent to live in a temporary centre in Pakxan
district, Borikhamxay province, where officials will determine their
personal history, such as their place of origin, said Ministry of
Foreign Affairs' Spokesman Yong Chanthalangsy.

Those who have homes, Mr Yong said, would be sent back there or to
live with their relatives. Returnees who no longer had a home or those
who had engaged in slash and burn cultivation would be relocated by
the government.

Mr Yong assured reporters the relocated Hmong would be provided with
basic living needs until they were able to help themselves.

The homeless Hmong are expected to live with the 64 families who
returned previously and are now living in Phalak village, Kasy
district, Vientiane province. These families were resettled by the
government in 2006, and the village can accommodate an additional 36
families.

Lao officials will educate the returnees to make sure they will not be
tricked into leaving the country again, to prevent them from becoming
victims of human trafficking.

The return of the Hmong to Laos is in line with the minutes of the 37
th meeting of the Sub-General Border Committees of Laos and Thailand ,
held last year in Vangvieng, Vientiane province. The minutes indicated
that both governments will send all the remaining Lao Hmong in
Thailand , numbering more than 7,000, to Laos by the end of this
year.

So far, 270 Lao Hmong have returned. One man has since fled back to
Thailand to evade arrest as a result of the criminal case against him
for killing his wife prior to his first journey to Thailand .

You are back in LPDR and harrase these 200 Hmong from White Water.
Hmong asked that you stop harrass our Hmong Returning. Hmong will

Welcome back home Pheenong Hmoob. The sooner you decide to return, the
better you can get back on your feet. I am happy for all of you who
make a right decision to return back to your home. God bless all of
you and Happy Lao New Year 2551. Mr. DKJ, base on the Lao tradition
and Lao new year, please water (Song Nam) these returnees before
transport them to the resettlement camp in Phalak.

Hmong 213 and all,

Of course all those 67 phinong Hmong will celebrate Lao New Year with
us and will be sent back to their home town in less than a month.

I do not think that there are many in this group who will need to be
taken care of in Phalak because 80% are from Xieng Khouang and most of
them do have shelter and relatives to take care of them.

You will be able to see pictures of them when will send them back to
their home town.

larry,

If some of the people (Lao, Hmong, Khmu, etc.) do not have too much
prejudice toward each other I am sure there would not be so much
killing as we have learned so far. However, I am sure soon every khoun
Lao of all ethnic will have enough from neighboring foreigners and
they will not have time to hate each other any more.

I think things are changing for the better Moobsib. People are
beginning to reallize that prejudices doesn't serve to make anyone
better, it only serves to display ignorance on the part of the person
showing prejudices.

It will take time but as long as we all have the same goal, we will
succeed.
