LTTE infiltrate South to create chaos and mayhem

A top LTTE intelligence leader Sunderalingam Selvakumar has been in Colombo as
disclosed by 'Sunday Observer' (December 5) and the new strategy of the LTTE is
to create mayhem and murder in the South, mainly in and around Colombo by using
the underworld and disgruntled elements of political parties to carry out
dangerous missions without giving them a clue that they are working to
implement the LTTE mission.
It has been disclosed that the LTTE intelligence men have been sent to the
South with unlimited funds at their disposal and drugs to be given to the
underworld to continue sabotage of strategic points like power transformers and
automatic teller machine outlets of leading banks through the disgruntled
political elements who will be paid handsomely for carrying out acts of
destruction and sabotage.
A still more dangerous operation of the LTTE will be the drug dealing that will
be done with the underworld gangs but some cadres of the LTTE who have come to
the South will try to kill certain underworld figures giving the pretext that
such killings were due to gang rivalry and to escalate these criminal
activities close to the Presidential Election or immediately after that. Apart
from drugs, smuggled weapons will also be given to the underworld and even
innocent civilians will be targeted for murder during this period to create
chaos in the country.
One of the main features of this plan of disturbance and destruction will be
that only Sinhala and Muslim members of the underworld will be used for
carrying out the agenda of death and sabotage, while any Tamil members of the
underworld will remain exempted from it to show that the LTTE had no hand in
the operations. These people will be handed over parcels with the advice that
the contents are drugs, but will actually be explosive devices which will
explode when handed over to a member of a particular underworld gang and deaths
occurring in such explosion will be attributed to gang rivalry by the LTTE con
men.
Some disgruntled political elements will be recruited by the LTTE by offering
them cash inducements and other gifts but the LTTE intelligence cadres now in
the South have been given strict instructions by the leadership that such
recruits should not know that they are helping to carry out an LTTE mission.
The TOSI arm of the LTTE has been in Colombo for sometime and have already made
their contacts with the underworld through third parties who have been provided
with enough vehicles, funds and arms to be given to the proper contacts for the
dangerous LTTE mission of destabilization of the social, political and economic
aspects of the South. A special team has been chosen by Prabhakaran himself to
monitor the families of the members of the armed forces who had been killed in
the war and to find out the weak points of any members of those families and to
motivate them to take part in the destabilization and sabotage projects to be
carried out by the LTTE while remaining under cover. The LTTE is targeting the
families of the higher political and military echelons for the second phase of
their operations.
One of the strategies of the LTTE plan is to recruit leading members of
political parties who are disillusioned or marginalized by the parties and to
motivate them through LTTE agents who will appear as friends who are ready to
champion the cause of such individuals. Such persons will be asked to get
civilians to come out on the streets to demonstrate against any mistake or
weakness of the Government or local government institutions and when people
gather to take part in or see the demonstrations explosive devices are to set
off to create panic.
Intelligence sources have found that the LTTE which has been suffering heavy
losses during the very recent Oddusudan attack is planning to create confusion
and killing of citizens in the South, but intelligence men are keeping a close
watch on suspicious elements to prevent LTTE plan being implemented by the
cadres who had infiltrated to the South recently.
