NO. Only the GoI does. The people of Kashmir are only entitled to
equal treatment as other Indians. Nothing less and nothing more.

And the Maharaja had the authority to do it, by any national or
international law, since he was the head of the state.
"The Jammu and Kashmir Constituent Assembly -- comprising
representatives duly elected in August 1951 on the basis of universal
adult suffrage -- started deliberations, ratified the accession on
February 15, 1954 and irrevocably incorporated the state as an
integral part of the Union of India in the non-amendable Section 3 of
its Constitution"

Correct. The accession was final and is non-amendable.

If the Kashmiri Islamists were so amenable to reason, why would they
ethnically cleanse the Pandits out of Kashmir? Why would they murder
Hindu civilians and their families for years? Why would they spread
ludicrous canards like the one that 40 acres of land for Amarnath
Shrine was a 'conspiracy to change the demographics of Kashmir'?
Islamists want dominion under Sharia, not coexistence. And India
cannot and will not allow Islamism to gain any more strength than it
has since the separation of Pakistan from India.
