minister resigns for walking into a pub with a cigar.

This seems incredibly strange, a government minister in Wales resigns
for walking into a pub with a cigar.
Does so little happen in Wales that this is considered a major scandal
requiring resignation?
Or is the guy just a weekend hobbyist minister or something?
Couldn't he have just put the cigar out and said, 'oh sorry, I wasn't
paying attention for a moment.'
I suppose if he'd tried to keep his job he'd have only had to go the
following week for stepping on a dog's toe or something. Is that the
way it works in Wales?

I think there might be more to it than is being made public ATM:-

followed a number of occasions over the past few months which had put
him into the public eye for the wrong reasons." and
"It was Mr Thomas’ second faux pas in less than a month. Two weeks ago
he mistakenly read out the wrong name when announcing the winner of a
literary award."

The fucking cad... I shouldn't be surprised if Mr Thomas were not taken
to a hill somewhere and publicly castigated by at least half a dozen
individuals of local consequence.

Okay, that's silly, but at least something would be happening somewhere
in Wales.
