Brian Lehrer ask Gaffney,

"Give me a foreign policy scenario,
where you can envision the USA saying in
effect, even if not in so many words,
you better not take this conventional military
step,or we will drop a nuclear bomb on your city."

Then Gaffney then goes on to name the countries
the USA could possibly drop a nuclear bomb
on in the future and he goes on to name them.

Russia, China, Iran and Venezuela.

"You talk about Venezuela, possibly acting badly enough,

"Would the USA really threaten Chavez,
