UNITED NATIONS: Female circumcision can be eradicated within a
generation, women's rights activists say, urging the government and
international organisations to move against the practice through
legislation and education.
An estimated 130 million women, most of them in Africa, have been
subjected to ritual genital cutting-a figure which is believed to grow
by up to two million each year.
"I call upon more governments, more policy makers, and the United
Nations and other bodies to be stronger in terms of sending the
message that "this is wrong," said Nahid Toubia, co-author of Female
genital mutilation: A guide to laws and policies presented at UN
Headquarters on Thursday.
"Female genital mutilation or female circumcision can be stopped
within a generation," said co-author Anika Rahman of the US-based
Centre for Reproductive Law and Policy, a grassroots organisation
which campaigns against the practice.
The practice is illegal in 18 countries, nine of them in Africa,
according to the research. Laws have also been passed in
industrialised countries with communities of African immigrants, such
as in the United States, where a Federal law bans ritual genital
cutting.
Laws prohibiting the practice are not only a matter of punishment, the
activists said. It tells people that the country-government and civil
society-has decided that the practice is wrong, and gives "some power
to the people who want to say no," said Toubia, a medical doctor from
Sudan, where the practice is widespread.
Toubia, who heads a voluntary group `Rainbo' working on health and
human rights of African women, countered the argument that such laws
go against traditions and cultures.
"Before we start thinking about our communities, and our fears for our
cultures, and our fear of the disintegration of our traditions, we
have to think about one single girl. A child who is scared, petrified,
screaming, through a very traumatising experience, having a very
sensitive part of her body cut," Toubia said.
Often done without anesthesia, the practice can range from clipping or
burning the clitoris, to cutting off all the external genitals and
sewing the remnant tissue to leave a tiny opening.
But laws aren't enough, Rahman said. "Stopping female genital
mutilation requires profound social change," he said. "Legal change
must be accompanied by public education and other campaigns, and it
must be thought in an overall framework to promote women's rights and
their status," he added.
Earlier this month at a UN Conference to accelerate progress toward
equality for women, 180 countries called for laws to eradicate harmful
traditional practices, including female circumcision.(AP)

education of people in the United States regarding
FGM, and particularly about the successful REACH program
in Uganda and subsequent developments there.
We are seeking women and men who would like to serve as
"godparents" to young women in Kapchorwa,
Uganda, who have chosen not to undergo circumcision.
(Traditionally, circumcisers, key to adult life in the
village, have served as "godmothers" to the girls they
cut, receiving lifelong respect and economic rewards and
gifts from the girls and their families. We would like to
reverse this, by being godparents offering the girls
support that will allow them enter the wider world.)
These girls can only sustain their determination not to
submit to FGM if they have alternatives to the traditions
of village life (which require circumcision), so we are
seeking to provide secondary school fees for the girls, as
a beginning. Even if they are qualified by good exams,
Kapchorwa girls generally do not get secondary
education because their families are too poor or
unsympathetic to provide the $1,500 per year needed for a
boarding school. The Godparents Association will also
begin building a secondary school in the district (the
community has already agreed to donate the site and
building materials), and later we plan to start a program of
"vocational education," whereby women may learn the skills
to be economically self-sufficient, thus providing
them options to traditional women's life. As others have
pointed out, FGM can never be defeated so long as
women have no options in life.

4-yr-old girl beheaded for sacrifice

A 40-YEAR-old man allegedly 'sacrificed' a four-year-old girl
on Monday in village
Miragpur, 30 km from here on Manglaour-Deoband Road. Only the
chopped off head
of the victim has been traced so far.
According to sources, Sapna, daughter of Janeshwar, a member
of Dalit community,
had on Monday accompanied her parents to the fields to collect
fodder. But after
collecting fodder for a while Sapna's parents found her
missing. After a frantic
search, her parents along with their neighbours found her head
chopped and
mutilated in the field.
While returning form the fields, the villagers saw Som, a
fellow-villager roaming
around suspiciously in the nearby field.
On seeing the girl's parents and also the neighbours, Som
tried to flee, but villagers
overpowered him and bolted him inside a room at gram pradhan
Mahendri Devi's
house.
Som is said to have confessed that he sacrificed the girl to
propitiate a deity.
Villagers then handed him over to the police. The father of
the victim has lodged an
FIR against Som with Thana Deoband.

Not that I'm a big fan of Islamic Fundamentalists (to be
differentiated from Muslims who quietly practice their religion
and stay out of other people's lives and bodies), but...
IIRC, not all countries which practice this are Islamic. Corrections
welcomed.
Point I wanted to make: Our (U.S.) Immigration Service was (or still
is?) truly barbaric in their treatment of the very few women who
manage to escape from FGM-practicing countries and seek asylum in the
U.S. There were horrible cases of women kept in INS prisons for
months, or even years, humiliated and mal-treated, while their lawyers
argued the case for asylum.
Considering that the U.S. gives consideration for asylum to anybody
who claims to be a refugee from Communism (gasp!!), as well many other
spurious and frivolous reasons, denying asylum to a women who doesn't
want to be sexually mutilated is pretty heavy stuff!
People who think that these girls/women are our sister might consider
affiliating with one of the groups mentioned in my previous message,

automatic valid asylum claim.

You are a genuine medical person. My call was in particular to one
person who on SCI/SCP reports frequently having had to perform
sewing job on torn private parts of both Hindus and Muslims and
is being aplauded by his Islamic admirers.
Some 30 years back I read Shere Hite reports and the meaning of
sex changed for me ever since.
As a boy my foreskin used to cover the crown and under the crown
scum used to collect, so I think that may have been the origin of
the practice but what could have started clitoris removal.
I believe you are not questioning the function of clitoris in blood
transfer activity during orgasm. You also know how people would
not know how to respond to question regarding orgasm. For man
it is easy but for woman even sex is difficult particularly when the
question of her own enjoyment in it comes up.
