Assistant Commissioner of Police (ACP) Prakash Wani on Saturday
vehemently denied reports of him allegedly partying with Chhota Rajan
gang members at a private club in suburban Chembur in Mumbai.

"The clips and photographs published in the media is doctored and it
seems to be a conspiracy against me," Wani said.

Maharashtra Home Minister R R Patil on Friday directed an inquiry into
the photographs of senior police officials purportedly attending a
Christmas party thrown on Christmas eve by gangsters and has sought a
report.

"It is irresponsible on the part of the media to have published the
clips without verifying it," Wani said.

"The truth will come out after the inquiry has been conducted. My
statement would also be recorded," the senior police official said.

He further claimed that "such allegations" would put a blot on his 33-
year service in the police department.

The party was reportedly organised to celebrate Christmas and the
release of some of the gang members.

The chief guest of the party was D K Rao, an alleged Chhota Rajan gang
member, who was released after 13 years of imprisonment after being
acquitted in 30 cases of murder and extortion.

Other guests in the party reportedly included Farid Tanasha and Sunil
Poddar, both close aides of Chhota Rajan.

4 Chhota Shakeel hitmen arrested in Delhi

Four alleged contract killers of the Chhota Shakeel gang, involved in
at least 11 criminal cases, were arrested with a cache of arms and
ammunition in the Capital, police said on Wednesday.

"We had received information about their movement and three of them
were arrested on February five while the fourth member was arrested
last evening after a brief encounter," Deputy Commissioner of Police
(special cell) Ajay Kumar told reporters.

He said the four were on way to Jaipur for another contract killing.

The four were identified as Sahin Safi and Riaz Amar (both from
Meerut), Mohammad Salim from Seelampur in Delhi and Wakil alias Sonu
from Mauzpur, east Delhi.

Kumar said with the arrest of the four, police had managed to solve a
total of 11 cases, including three murders.

Police said the four were also involved in several cases of robbery
and extortion. Four revolvers and around 20 cartridges were recovered
from them.

DCP faces suspension for dancing at don's party

Mumbai, Jan 2 (PTI) In a major embarrassment to the Mumbai police, an
IPS officer and four other personnel faced suspension today after they
were allegedly seen dancing at a Christmas-eve party thrown by
underworld don Chota Rajan.

Mumbai Police Commissioner D Sivanandan recommended the suspension of
DCP V N Salve, an IPS officer, and ACP Prakash Wani, and three other
police personnel.

The Maharashtra government had yesterday ordered an inquiry into
allegations that besides Salve and Wani, senior police inspector
Tulsidas Khakkad, a police inspector of anti-extortion cell and a
constable from Chembur police station, had attended the party.

"I have recommended to the state government to initiate disciplinary
action against the five policemen and suspend them pending inquiry,"
Sivanandan told PTI.

He said there were "CCTV footages and photographs which may prove"
that the officials were present at the party held at a private
gymkhana in suburban Chembur.

Policemen suspended

The Maharashtra Government on Sunday suspended five police officers,
including a Deputy Commissioner of Police (DCP) and an Assistant
Commissioner of Police (ACP), for partying with DK Rao and other
members of the Chhota Rajan gang on the eve of Christmas.

The suspension came a day after city Police Commissioner D Sivanandan
recommended disciplinary action against them, pending an inquiry into
the allegations that they attended a party hosted by a gangster
Paulson Joseph at Chembur gymkhana on the intervening night of
December 24-25, 2009, to celebrate the recent release of Rao and other
Chhota Rajan gangsters from the prison.

Chief Minister Ashok Chavan, who himself gave a go-ahead for the
suspension of the five police officials following a meeting he had
with State Home Minister late on Saturday evening, told the media in
Pune on Sunday that the five officials had been suspended pending an
inquiry against them.

The five suspended police officials are DCP (Special Branch-I) VN
Salve, ACP (Chembur division) Prakash Wani, Senior Inspector Tulsidas
Khakar, Inspector S Khalatkar and constable Talu Salunke.

The State Government has chosen to crack the whip after the city
police found prima facie evidence against the five officials in the
form of video footage and photographs of the Christmas Eve party. It
showed a few police officers reveling in the company of members of the
Chhota Rajan gang, including Rao, Farid Tanasha and Sunil Potdar alias
Potya. Rajan’s wife Sujata Nikhalje alias Nani was also reportedly
present at the party.

In a related development, two of the five accused officials — DCP
Salve and ACP Wani — vehemently denied that they had anything to do
with the party hosted by Joseph, an aide of Chhota Rajan and claimed
that they were innocent.

Salve, who had till the afternoon not received his suspension orders,
maintained that “injustice” had been done to him. “I am innocent. The
allegations against me are baseless. I have not attended any party
hosted either by criminals or underworld gangsters... However, I will
defend myself in a comprehensive manner in the inquiry ordered against
me. I am confident that I will come clean,” he said.

Wani said, “My conscience is absolutely clear. I am not hand-in-glove
with gangsters. I will definitely prove my innocence.”

The alleged presence of police officers at the party has exposed the
continued links between a section of city police officials and the
underworld, particularly the Rajan gang.

Coming at a time when its top officials are busy setting their house
in order in the wake of flak they received in the wake of 26/11
attacks, the latest controversy has put the Mumbai police force on the
backfoot.

Rao was released from jail a few months after he served 13 years’
sentence in one case and his acquittal in nearly 30 cases of various
nature, including murder, attempt to murder and extortion.

Mumbai Police needs to spruce up

Post-26/11, the Mumbai Police has been on what is popularly known in
the advertising world as a repositioning campaign. After Ajmal Amir
Kasab and his gun-totting fidayeen colleagues crippled the city and
exposed how ill-prepared the local security apparatus was, an image
makeover was only imminent. Notwithstanding the sacrifices of the
brave men of the Mumbai Police who laid down their lives fighting the
terrorists that fateful November a little over a year ago, the force
itself was found wanting on several fronts. To make matters worse, the
investigation into the 26/11 attacks has raised several questions
about the efficacy of the command structure of the police force as
well as the professional conduct of some of its top officers. The
circumstances surrounding former ATS chief Hemant Karkare’s death too
have continued to haunt the Mumbai Police; the mystery of Karkare’s
missing bullet-proof jacket remains unsolved. In all this the force
has been trying to put up a brave face. But lady luck it seems is
hardly smiling. A video has surfaced which allegedly shows an IPS
officer and four other personnel of the Mumbai Police partying with
underworld don Chota Rajan’s henchmen at a Christmas-eve bash.
Supposedly among the policemen shaking a leg with the mafia are DCP VN
Salve and ACP Prakash Wani. Although the two have vehemently denied
the charges, Mumbai Police Commissioner D Sivanandan has recommended
the suspension of the policemen till an official probe into the matter
is conducted.

The incident no doubt casts yet another shadow on the Mumbai Police.
If the video is found to be genuine, it would be evidence of an unholy
nexus between the Mumbai Police and the underworld — something that
many would affirm to. Irrespective of whether or not the footage in
question turns out to be incriminating, there is no denying the fact
that the police in this country is way too pliant. This is the main
reason why those with influence and power can afford to have brazen
disregard for the law of the land. Corruption within the police is a
cancer that is constantly eating away at the innards of our criminal
justice system. And unless this disease is countered effectively, time
and again we will find our security compromised and the rich and the
powerful using our men in khakis as an instrument to subvert the
system. On the terror front, it is no secret that the mafia does
business with terror organisations, whether it is providing the latter
with guns or other services such as money laundering. That members of
a police force recently affected by terrorism have been accused of
hobnobbing with the very men they are suppose to hunt down is truly
ominous. The guilty, if at all there are any, need to given exemplary
punishment.

WASHINGTON: Nearly 17 years after Dawood Ibrahim’s infamous D-company
fled to Karachi after devastating Mumbai with serial bomb attacks that
killed 258 people, the United States has highlighted Pakistan’s
patronage of the underworld don and said the "criminal-terrorism
fusion model" he represents is "a credible threat to US interests in
South Asia."

A US Congressional report released Tuesday identified the D-company as
a "5,000-member criminal syndicate operating mostly in Pakistan,
India, and the United Arab Emirates," which has a "strategic alliance"
with ISI and has "forged relationships with Islamists, including
Lashkar-e-Taiba and al-Qaida."

The report, prepared by the Congressional Research Service (CRS), the
research wing of Congress, is aimed at priming US lawmakers on various
issues, and has no immediate policy implications. The US Department of
Treasury has already designated Ibrahim as a Specially Designated
Global Terrorist (SDGT) in 2006 and President Bush designated him, as
well as his D-Company organization, as a Significant Foreign Narcotics
Trafficker under the Foreign Narcotics Kingpin Designation Act.

Neither action has persuaded US "ally" Pakistan, which shelters
Ibrahim but denies he is in the country, to prosecute him or extradite
him to India or US Aside from periodic hand-wringing, Washington too
has made little effort to force Pakistan to give up Ibrahim or other
terrorists such as Omar Sheikh Saeed, an accused in the Daniel Pearl
beheading case who is also suspected of wiring $ 100,000 to 9/11
hijacker Mohammed Atta.

In fact, the same day as the CRS report on criminal-terrorism nexus
was released, Washington was also forced to focus on the nexus between
Pakistan-sponsored terrorism in India and its fall-out in Afghanistan,
following reports that the massacre of seven CIA agents at a Forward
Operating Base in Afghanistan was masterminded by Ilyas Kashmiri, a
Pakistani commando-turned-jihadi.

Kashmiri’s initial terrorist forays into India were largely ignored by
Washington, the same way it overlooked the jihadi activities of Masood
Azhar, Hafeez Saeed and other terrorist leaders under the pretense
that it did not affect US interests.

The latest CRS has a different tone altogether. It makes no secret of
Pakistan’s sponsorship of the criminal-terrorist Ibrahim, saying his
"D-Company is believed to have both deepened its strategic alliance
with the ISI and developed links to Lashkar-e-Taiba (LeT), which was
designated by the US as a foreign terrorist organization (FTO) in
2001."

During this time period, some say D-Company began to finance
LeT’sactivities, use its companies to lure recruits to LeT training
camps, and give LeT operatives use of its smuggling routes and
contacts, the report says. It also notes that some press accounts have
reported that Ibrahim’s network might have provided a boat to the 10
terrorists who killed 173 people in Mumbai on 26/11 and records that
the "US government contends that D-Company has found common cause with
Al Qaeda and shares its smuggling routes with that terrorist group."

Tracing Ibrahim’s background, the report says he began as a "criminal
specialist" in Bombay, first as a low-level smuggler in the 1970s and
later as the leader of a poly-crime syndicate. He formed a thriving
criminal enterprise throughout the 1980s and became radicalized in the
1990s, forging relationships with Islamists, including LeT and Al
Qaeda. D-Company’s evolution into a true criminal-terrorist group
began in response to the destruction of the Babri Mosque and the
subsequent riots that killed hundreds of Muslims, it recalls.

"Outraged by the attacks on fellow Muslims and believing the Indian
government acted indifferently to their plight, Ibrahim decided to
retaliate. Reportedly with assistance ISI, D-Company launched a series
of bombing attacks on March 12, 1993, killing 257 people. Following
the attacks, Ibrahim moved his organization’s headquarters to Karachi,
Pakistan," the report says, mincing no words about the terrorist don’s
Pakistani location and patronage.

While US analysts and researchers periodically wake up to the
continued Pakistani protection of terrorists such as Ibrahim, Omar
Sheikh Saeed, Masood Azhar and others, there is no sign that
Washington is making any effort to persuade Islamabad to act against
them. A furious President Obama railed about intelligence failure and
the inability to connect the dots on the same day the CRS report was
released, but US intelligence history is dotted with monumental flubs
– including sleeping over A.Q.Khan’s nuclear proliferation (and not
holding him or Pakistan accountable to this day) and a shocking lapse
in tracing the origins of the $ 100,000 wired to 9/11 hijacker
Mohammed Atta which would go towards significantly unraveling the 9/11
plot.

Masood Azhar, Dawood Ibrahim not in Pakistan: Malik

ISLAMABAD: Jaish-e-Mohammed chief Maulana Masood Azhar and underworld
don Dawood Ibrahim are not in Pakistan, Interior Ministry chief Rehman
Malik said on Wednesday.

Pakistan will not provide protection and refuge to any criminal,
including Ibrahim, Malik told reporters on the sidelines of an
official function in Lahore.

He said both Ibrahim and Masood Azhar are not in the country.

Defence Minister Chaudhry Ahmed Mukhtar had told an Indian news
channel in December that Azhar had been detained by Pakistani
authorities.

Soon after that, Foreign Minister Shah Mahmood Qureshi had said Azhar
was not in the custody of Pakistani authorities. Qureshi had also said
that Azhar was at large and wanted by the Pakistan government.

Azhar and two other terrorists were freed by India in exchange for the
passengers of an Indian Airlines flight that was hijacked from
Kathmandu to Kandahar in December 1999. Azhar formed the Jaish-e-
Mohammed soon after his release.

In a demarche issued after the Mumbai terror attacks, India had asked
Pakistan to hand over Azhar and mob bosses Tiger Memon and Dawood
Ibrahim.

Interpol sends special notice against Dawood Ibrahim

NEW DELHI: India’s best-known underworld figure and Mumbai blasts
mastermind Dawood Ibrahim has been placed in the same category as top
Al-Qaida operatives with Interpol issuing a 'special notice'against
him, which also discloses his various addresses, including one in a
posh colony in Karachi.

The special notice, which is circulated to UN member nations, has
details of Dawood’s 11 passports and 16 aliases.

Interpol now recognises Dawood as part of the worldwide terror
syndicate of Osama bin Laden whose Al-Qaida is lead member of the 17-
member World Jihad Council. Dawood’s operations have spanned Bahrain,
Kuwait, Qatar, Saudi Arabia and Oman.

The notice, which has also been forwarded to the National Central
Bureau (Interpol, New Delhi), discloses the don’s two Karachi
addresses and hints at his 'possible'hideout at NU 37, 30th Street,
Defence Housing Authority. The second one is mentioned as White House,
near Saudi Mosque, Clifton Road.

With the notice confirming Pakistan as the base of Dawood’s
operations, it will make it more difficult for Islamabad, and the
terrorist’s ISI mentors, to host him.

Global terrorist Dawood Ibrahim has been aware that an Interpol notice
against him was on its way and intelligence reports have indicated his
growing restlessness as he hunts for safe houses in Pakistan.

The general secretariat of Interpol at Lyon, France, forwarded
contents of the new notice to all 184-member countries on Thursday
asking them to freeze the D-company CEO’s assets, place a travel ban
and arms embargo as "Dawood is the subject of UN’s anti-terrorism
sanctions."

Interpol vice-president and former CBI director U S Misra told TOI
that the special notice would create pressure on Pakistan, which was
not only an active member but had also signed up to the UN Security
Council’s resolutions to fight against terrorism.

Misra said: "It is a kind of notice issued against terrorists
associated with Al-Qaida organisation. It is, therefore, different
from existing Red Corner Notice (RCN) issued against any absconding
criminal."

Going by the identity documents forwarded to the Interpol member
countries, Dawood, who sometimes also used the name of his brother
Anees Ibrahim as one of his aliases in different countries, has as
many as 11 passports issued from India, Pakistan, UAE and Yemen.

While eight out of 11 passports of the don were issued from Mumbai
(India), one each out of remaining three was issued from Pakistan,
Yemen and UAE.

The details show that he had got his Pakistani passport (No.-G866537),
the latest among all 11, on August 12, 1991, clearly indicating his
liasion with Pakistani elements much before the 1993 Mumbai blasts.

He had got his UAE passport (No.-A717288) in August, 1985 and one from
Yemen (No.-F823692) in September, 1989. His last Indian passport (No.-
A501801) dates back to July 26, 1985, issued from Mumbai.

AGRA: An associate of the Dubai-based underworld don Dawood Ibrahim
was on Wednesday arrested here by a joint police team of Uttar Pradesh

Sadab confessed to his links with the don and one Mohammad Sayyid
Haroun of Lucknow living in Mumbai, the SSP said.

He also admitted extorting money from people in the city and giving
names of rich people to the don, Saxena said.

Police said during interrogation Sadab confessed to having kidnapped a
boy for ransom in the city at the behest of Dawood Ibrahim whom he met
in Dubai in 2002.

He also admitted receiving Rs one lakh through hawala from the don as
advance for kidnapping a businessman.

Shadab was later taken to Surat where he was wanted in connection with
a case.

Police arrested Pradeep Sharma to create fear psychosis

Mumbai: Dismissed encounter specialist Pradeep Sharma, the only
officer of the Mumbai police to have killed over a 100 criminals
allegedly affiliated to the underworld, was arrested for the first
time on Thursday. An accused in the “fake” encounter of Ramnarayan
Gupta alias Lakhan Bhaiya in 2006, Sharma was produced in the Andheri
metropolitan magistrate’s court on Friday, and remanded in police
custody till January 14.

Sharma’s counsel Shrikant Shivade told the court, “This is a new modus-
operandi of the police — arrest a high-profile person to create a fear
psychosis. Special investigation teams (SITs) are being used as
puppets by politicians. Sharma’s arrest is a new year’s gift to the
gang lords.” He demanded that his client be sent to judicial custody
instead of police custody.

Reacting to Shivade’s remark, deputy commissioner of police [DCP],
zone IX, KMM Prasanna said, “The SIT was not formed by any political
party. I have been asked by the high court to carry out
investigations. We have not relied on statements made by past
witnesses. We have collected fresh evidence against every one we have
arrested.”

The public prosecutor urged the court to keep Sharma in police remand
for the maximum possible time, so that the case could be investigated
properly. The court granted a seven-day police custody for Sharma and
five others arrested in the case — constables Tanaji Desai, Ratnakar
Kamble, Shailendra Pandey, Akeel Khan and Hitesh Solanki.

‘No arrogance shown’: “Pradeep Sharma showed no arrogance when he was
placed under arrest on Thursday. He was very calm and composed and
cooperated with the police,” a police official said on Friday. A
member of the SIT formed to investigate the case, the officer added,
“Sharma was not picked up by the cops. He was called for questioning
to the office of KMM Prasanna, deputy commissioner of police [DCP],
Zone IX.”

Dressed in a striped T-shirt and black trousers, Sharma went to the
DCP’s office on Thursday afternoon. “We asked him certain questions,
and he replied to all of them. He was then placed under arrest. It was
the second time he was questioned by the SIT,” the officer said.

ATS arrests man who arranged fake passports for D-company

LUCKNOW: The anti-terrorism squad (ATS) of the Uttar Pradesh Police
(UPP) on Wednesday arrested Ashraf, a key D-company man responsible
for arranging valid passports for the gangmen on forged documents to
help them sneak out of India after committing crimes.

Brother of Ejaz Jahangir (a listed D-company member), Ashraf has
emerged as the key person behind procuring illegal passports for a
listed Dawood shooter Mirza Arif, his two associates Ejaz Rizvi alias
Jahangir and Haseen from regional passport office (RPO), Lucknow, way
back in 2002. When the passports were made, trio was at Central Jail,
Mumbai in connection with a murder case pending against them.

A native of Uttraula area of Gonda, Ashraf was picked up from the
Hussainganj area of Lucknow where he had come to meet someone on
Tuesday night. During sustained interrogation, Ashraf not only
revealed some latest specifics of the D-company and its network of
fake Indian currency notes (FICN) but also unveiled a dangerous caucus
of criminals conniving with self-proclaimed travel agents and some
moles posted at the Lucknow RPO. The group is believed to have had got
at least 10 passports made for the D Company men during the past six
odd years.

Giving details of some of the passports that the gang had got issued,
Ashraf said that Mirza's passport was made in the name of one Nasir
from Uttraula police circle in Balrampur, while Ejaz used the
specifics of one Sameer Khan also of the same locality. Jahangir got
his passport made in the name of another Haseen Siddiqui also from
Uttraula police circle of Balrampur district itself.

Ashraf has also revealed details of two other passports that he had
got issued for two of his contacts which were issued in the name of
Rafeeq of Uttraula and Shahabuddin of Pul Gulam Hussain locality of
the Old City in Lucknow.

About his interest in getting these passports made, Ashraf revealed
that he was paid Rs 1 lakh through hawala for the three passports. He
contacted a travel agent of Uttraula who helped him get the passports
made for Rs 17,000 per person. According to Ashraf, he paid Rs 51,000
to the travel agent (a tout at RPO, Lukcnow) and pocketed the
remaining Rs 49,000 himself.

Ashraf's name has emerged during the interrogation of Dawood shooter
Mirza Arif by the ATS following his arrest by the Mumbai police
towards the end of 2009. Subsequently, on the basis of specifics
provided by Mizra, the ATS began its probe into the passports that
Mirza and his two aides had used to escape out of India after being
released from jail in 2002.

Additional director general of police (ADG), ATS, Brij Lal, said that
the ATS was on the lookout from the travel agent friend of Ashraf who
played the main link between Ashraf and the RPO, Lucknow.
