assured more than 4,000 recently returned illegal migrants that all
ethnic groups have equal rights in Laos and the Lao government loves
all its citizens.

Dr Chaleun, who is also Minister of Justice, addressed the group on
their return from a detention camp in Thailand .
The group was staying at a temporary reception camp in Borikhamxay
province after returning to Laos on December 28 from Thailand , where
they were deemed to be illegal economic migrants.
The minister said Lao people of all ethnic groups shared equal rights
in keeping with Party and government policy.
“The government loves all Lao people and is concerned about their
living standards,” said Dr Chaleun, according to a Lao National Radio
Station reporter.
Dr Chaleun urged the returnees to focus on making a living in Laos
instead of harbouring hopes of going to a third country, saying this
possibility was only a rumour.
Hmong people have been crossing the border into Thailand since
2003-2004 after being deceived into leaving their homes by people
smugglers. They were spurred on by the hope of onward travel to the
United States and the chance of a better lifestyle.
The US government recruited the Hmong in Laos to help carry out their
policy of usurping the existing regime during the Indochina War.
It was US policy to use Lao people to kill their compatriots during
its period of colonial expansion.
At that time, the Hmong were divided into two main groups, with one
fighting against the US and the other working for the US .
Having worked for the US government during the war, many Hmong
believed they were eligible to enter the United States and were
vulnerable to the persuasions of people smugglers.
The victims told local media they spent most of their money to pay for
the services of their guides who took them to the detention camp in
Thailand 's Phetchabun province. They were tricked into believing this
was a holding camp from where they could continue on to the United
States .
Some of the migrants sold all their possessions and were homeless on
their return to Laos . The government has resettled them and provided
for their basic needs.
Dr Chaleun said the rumours of travel to the US were false and were
used to trick the Hmong into parting with their money.
Some of the migrants spent four to five years suffering in flimsy huts
in the camp, where they had insufficient food, no freedom, and no
schooling for their children.
To help the detainees, the Lao and Thai governments began the
repatriation process of almost 8,000 illegal migrants.
Both governments achieved their goal on December 28 when the last
group of more than 4,000 detainees returned to Laos .
Officials are trying to confirm the original hometown of each of the
returnees before they complete the resettlement process.
Officials are also educating the returnees, explaining they need to be
aware of the tactics employed by people smugglers so they are not
deceived again.

Just when you think that the Lao PDR, with it's attempts to clean up
its international image via the SEA Games, seems to be shedding the
old tired ways of the past...they come roaring and thumping their
chests with the long standing policies of the bygone era of the Hammer
and Sickle from the Cold War years.
It's classic for Communist die hards from the Politburo and the
Central Committee to use Party Central Committee member Dr Chaleun
Yiapaoher and other ethnic Hmong Communist henchmen to deflect world
criticsms, especially criticisms from the Hmong diaspora community.
This is EXACTLY the kind of sinister regime of Communism propaganda
that was used by the Pathet Lao to divide and conquer the Hmong inside
Laos a generation ago.
The purposeful use of Hmong Communist leaders in attempts to quell and
difuse criticsms by international governments, world bodies and
international human rights organizations...speaks directly to the
strategy of the Lao PDR regime as a government who is INTENT on using
ethincity as a political tool, something that DIRECTLY CONTRADICTS
Some would say that this is smart politics by the Lao Politburo and
Communist hardliners in the Lao PDR, but ultimately this means that
moderate and 21st Century Laotians who want to be part of the
international economy join the chorus of the international political
community will have to wait yet another generation, and another
generation.
It's really too bad that when pushed comes to shove, the hardlines win
again, and Laos will continue to fly it's Hammer and Sickle.
