to ease access to marriage in Israel

(The article does not detail why this is so important. Some local rabbis are
so haredi that they do not accept official Israeli Rabbinate conversions,
and in some areas a convert or a R/C immigrant has no chance of getting
married by the local rabbi. Some haredi rabbis refuse to accept O
conversions from abroad as well. This is CONTRARY to the official rabbinate
rules and directives, but is nevertheless rampant. This change will open the
way for anyone to approach ANY religious council in Israel, and people who
have a problem with their own local rabbi will be able to go to a more
rabbi (who is also O, but maybe a bit more lenient) , who will then earn
their business. )
