I waw a reference to this phenomenon on Facebook and checked it out:
http://hebrewcharters.org/about/index.php
The Hebrew Charter School Center (HCSC) is a nonprofit organization
created by the Areivim Philanthropic Group in 2009 to help advance the
Hebrew language charter school movement. HCSC works with planning
teams and existing charter schools across the country to:
*Build and increase the capacity for designing new, high quality
Hebrew language charter schools;
* Provide resources for established schools;
* Grow a field of educators prepared to lead Hebrew language charter
schools and the movement;
* Promote and support a network of high quality Hebrew language
charter schools;
* Support local communities to develop Hebrew language charter schools
and to maximally benefit from their impact on children and families.

I wonder to what extent this is an attempt to assist Jewish parents in
states that don't yet have education vouchers. The site lists the
following:
DC Hebrew Charter School (September 2013 Opening)
San Diego Hebrew Charter School (September 2012 Opening)
Hebrew Language Academy Charter School (Brooklyn NY)
Hatikvah International Academy Charter School (East Brunswick NJ)
That latter one has this on its site:
NJ Supreme Court Vindicates Hatikvah Charter
Justices reject school board’s final appeal, closing case
EAST BRUNSWICK, N.J. — The New Jersey Supreme Court has officially
closed the books on the East Brunswick School district’s legal
challenge against the Hatikvah International Academy, rejecting the
school board’s final appeal and definitively upholding the validity of
Hatikvah’s charter, Hatikvah officials announced today.
