Yes. The fj.etc.etc stuff is connected with Japan.
As far as I know fj. stands for "from Japan"
So you could try fj.rec.fine-arts . It is mostly
colonised by Americans but there are links like
this - www.f7.dion.ne.jp/~nhirokaz
which is clearly a Japanese site. You will need
Japanese web fonts loaded to look (correctly) at
contributions in groups like fj.news.policy
and others. I hope this is some help.
