The World Bank Carbon Finance Unit's (CFU) initiatives are part of the
larger global effort to combat climate change, and go hand in hand
with the World Bank and its Environment Department 's mission to
reduce poverty and improve living standards in the developing world.
The CFU uses money contributed by governments and companies in OECD
(Organization for Economic Co-operation and Development) countries to
purchase project-based greenhouse gas emission reductions in
developing countries and countries with economies in transition. The
emission reductions are purchased through one of the CFU's carbon
funds on behalf of the contributor, and within the framework of the
Kyoto Protocol's Clean Development Mechanism (CDM) or Joint
Implementation (JI).
Unlike other World Bank development products, the CFU does not lend or
grant resources to projects, but rather contracts to purchase emission
reductions similar to a commercial transaction, paying for them
annually or periodically once they have been verified by a third party
auditor. The selling of emission reductions - or carbon finance - has
been shown to increase the bankability of projects, by adding an
additional revenue stream in hard currency, which reduces the risks of
commercial lending or grant finance. Thus, carbon finance provides a
means of leveraging new private and public investment into projects
that reduce greenhouse gas emissions, thereby mitigating climate
change while contributing to sustainable development.
The Bank's carbon finance operations have demonstrated numerous
opportunities for collaborating across sectors, and have served as a
catalyst in bringing climate issues to bear in projects relating to
rural electrification, renewable energy, energy efficiency, urban
infrastructure, waste management, pollution abatement, forestry, and
water resource management.
The World Bank's carbon finance initiatives are an integral part of
the Bank's mission to reduce poverty through its environment and
energy strategies. The threat climate change poses to long-term
development and the ability of the poor to escape from poverty is of
particular concern to the World Bank. The impacts of climate change
threaten to unravel many of the development gains of the last several
decades. The Bank is therefore making every effort to ensure that
developing countries can benefit from international efforts to address
climate change.
A vital element of this is ensuring that developing countries and
economies in transition are key players in the emerging carbon market
for greenhouse gas emission reductions. The role of the Bank's Carbon
Finance Unit is to catalyze a global carbon market that reduces
transaction costs, supports sustainable development and reaches and
benefits the poorer communities of the developing world.

Leadership
The President of the Bank, currently Robert B. Zoellick, is
responsible for chairing the meetings of the Boards of Directors and
for overall management of the Bank. Traditionally, the Bank President
has always been a US citizen nominated by the United States, the
largest shareholder in the bank. The nominee is subject to
confirmation by the Board of Governors, to serve for a five-year,
renewable term.[14]
The Executive Directors, representing the Bank's member countries,
make up the Board of Directors, usually meeting twice a week to
oversee activities such as the approval of loans and guarantees, new
policies, the administrative budget, country assistance strategies and
borrowing and financing decisions.
The Vice Presidents of the Bank are its principal managers, in charge
of regions, sectors, networks and functions. There are 24 Vice-

GAZA CITY - Pitifully looking at her baby child, Om Yamen is recalling the past 1,000 days of her life under a crippling Israeli siege.
"Life has been a living hell," she told IslamOnline.net on Tuesday, March 9, in a broken voice.
"We can't stand this anymore. The siege has exhausted us and broken our backs."
The 1.6 million Palestinians in the Gaza Strip, a costal enclave, are marking 1,000 days since Israel slapped a crippling siege on their territory.
"Each night seemed like a thousand days," said the tears-eyed Palestinian mother.
Israel has clamped a siege on the Gaza Strip since Hamas was voted to power in the 2006 legislative elections.
It further tightened the blockade after Hamas assumed control in 2007 following clashes with Fatah rival.
The situation worsened after Israel launched a three-week deadly onslaught on Gaza last December, killing more than 1,400 people, mostly civilians.
The offensive wrecked havoc on the infrastructure of the densely-populated enclave, leaving some 20,000 homes and thousands other buildings in ruins.
Israel bans the entry of materials needed to rebuild Gaza, such as cement and steel, effectively undermining efforts to rebuild the strip.
"We have taken a lot of suffering," said Om Yamen.
"Our hearts have been broken. I don't think we can bear this anymore."
Lifeless
The crippling siege has left the Gazan population lacking the simplest means of life.
"We are fed up with the siege," a frustrated Yusuf Radi, who rarely finds a buyer of his child toys, told IOL.
"We have no work or electricity. Even cooking gas has become a scarcity."
The Israeli siege has sharply increased poverty in the Strip, leaving nearly eight out of every 10 people dependent on aid and leading businesses to close and lay off workers.
"There is neither electricity, water, medicine, cooking gas nor baby milk," said Abu-Mazen Murtagi.
"The siege has taken hard on us."
Many international human rights groups have accused Israel of pursuing a policy of collective punishment against the Gaza population.
"We have run out of patience," said an angry Maged Al-Sharfa, a merchant.
"We are no longer able to endure this. Life has become meaningless and the siege has hit hard everything in the strip."
Bushrah Hamad is waiting for what the coming days will bring.
"It's true that we endured the past days despite our suffering and screams, but we can't take anymore," she said.
"At the end of the day, we are human beings and will collapse at any moment."
Rima Salama, a student, is not optimistic.
"These 1000 days will be followed by thousands others," she said.
"The siege has become part of us. It never goes away."

The British submarine engineer and historian Gavin Menzies gave an astounding seminar on March 15, 2002 to the Royal Geographical Society in London, with evidence to support his theory that Zheng He, a Chinese Muslim navigator in the Ming dynasty, beat Columbus by more than 70 years in discovering America.
Using evidence from maps drawn dated before Columbus' trip that clearly showed America, and astronomical maps traced back to Zheng He's time, Menzies is confident that the Zheng He should be honored as the first discoverer of America.
Menzies's conclusion is based on 14 years of research that includes secret maps, evidence of artifacts, and apparent proof of the voyage provided by the modern astronomy software program Starry Night.
As key evidence for a voyage that will remake history, Menzies says he obtained ancient Chinese navigation charts associated with the travels of Zheng He. The journey ran from 1421 to 1423. Menzies maintains that the ships sailed around the Southern tips of both Africa and South America.
"I set Starry Night up for dates in 1421 for parts of the world where I thought the Chinese had sailed," explained Menzies, a navigation expert and former Royal Navy submarine commander. He found that in two separate locations of the voyage, easily recognizable stars were directly above Zheng He's fleet.
Those stars have since moved, due to changes in Earth's orientation in space. Earth's spin is slightly imperfect, and its axis carves a circle on the sky every 26,000 years. The phenomenon, called precession, means that each pole points to different stars as time progresses. Menzies used the software program to recreate the sky as it would have looked in 1421.
"I had Chinese star charts, and I needed to date the charts," he said. "By an incredible bit of luck, one of the courses they steered, between Sumatra and Dondra Head, Ceylon, was due west."
This part of the journey was very near the equator in the Indian Ocean. Both Polaris, the North Star, and the bright southern star Canopus, which was very nearly above the celestial south pole, were on the charts. "From that I was able to determine the apparent shift of Polaris (due to precession). I could therefore date the chart to 1421, plus or minus 30 years."
Phillip Sadler, a celestial navigation expert at the Harvard-Smithsonian Center for Astrophysics, says the estimation of a map's age based on star positions is possible. He said an estimate within 30 years, as Menzies claims, is possible.

CAIRO — Islamic finance, an industry picking up steam worldwide, is
increasingly appealing to non-Muslims who find the Shari`ah -compliant
service much fairer than traditional banking.
"The terms are better than on conventional loans," David Ong-Yeoh, a
Malaysian public relations executive, told the New York Times on Thursday,
November 22.
Islam forbids Muslims from receiving or paying interest on loans.
Shari`ah-compliant Islamic banking operates by sharing profit or loss
between the bank and its clients.
Financing deals resemble lease-to-own arrangements, layaway plans, joint
purchase and sale agreements, or partnerships.
Ong-Yeoh, 41, is one of many non-Muslims opting for a growing range of
Islamic products offering competitive returns.
He first sought a 30-year fixed loan from an Islamic financial institution
for his home. He later took another Islamic loan for his car.
"It’s just taking advantage of the system."
Ong-Yeoh is not alone.
E-lene Kee, a Buddhist corporate lawyer, advises clients to use Islamic
loans to finance construction projects.
"We look at these things just like Apple or Berkshire Hathaway."
At Kuwait Finance House’s Malaysian unit 40 percent of the depositors and 60
percent of its borrowers are non-Muslims.
"It’s about respecting the interests of the different parties, avoiding
taking advantage of any situation of any counterparty and putting in place

Index Fund, Hong Kong's first Islamic fund.
"The Fund will help investors capture the potential investment returns
generated by growing international interest in these markets," said William
Leung, general manager of the bank's personal financial services and wealth
management.
Hang Seng is only the latest in a long list of international institutions,
including Citigroup, HSBC and Deutsche Bank, going into the Islamic banking
business.
Currently, there are nearly 300 Islamic banks and financial institutions
worldwide whose assets are predicted to grow to $1 trillion by 2013.
In Asia, Islamic finance is growing in double digits, with
predominantly-Muslim Malaysia effectively establishing itself as a regional,
if not global, hub.
Indonesia, Thailand and Singapore are also among the countries promoting
Islamic finance.
In the Middle East, Saudi Arabia’s largest lender, National Commercial Bank,
overhauled its entire retail business to make it Shari`ah-compliant.
Tunisia and Morocco have also authorized their first Islamic banks this
year.
Shari`ah -compliant loans and bonds are already available in the US and
Britain has decided to do the same.
"This is an industry on its way from a niche industry to becoming a truly
global industry," Khawaja Mohammad Salman Younis, the managing director for
operations in Malaysia for Kuwait Finance House, told the Times.
"In the next three to five years you’ll see Islamic banks coming out in
Australia, China, Japan and other parts of the world."
