For the first two decades of the 20thC, most of the "Arab world" was
part of the Ottoman Empire, and had been for four centuries. For most
of the 20thC, the "Arab states" have been independent.

Classic colonial rule. As you acknowledge it was an "empire" as in
"British Empire," but more specifically Turkish Empire. Turks are not
Arabs. All empires, eminently including that of the Turks, sucked the
blood of their colonies. That's the purpose of creating them. It makes
