Where I live we did give their lands back.

of Florida and for all Indian tribes," said Mitchell
Cypress, chairman of the Tribal Council.
"Our ancestors sold Manhattan for trinkets," Osceola said.
"Now, with the acquisition of the Hard Rock Cafe, we're
going to buy Manhattan back one hamburger at a time."
Osceola spoke at a news conference announcing the deal
with British company Rank Group PLC for Hard Rock's
casinos, restaurants, hotels...
"U.S. tribes now have more than $22 billion in annual
revenues from gambling, according to government figures.
"In 2003, one year before the Seminole Hard Rock opened
in Hollywood, each member made $36,000 per year, and
that jumped to about $50,000 in late 2004, according to
tribal members.
The tribe's expanding finances and gambling influence has
translated into greater wealth for its nearly 3,300 members.
Each Seminole, children and adults alike, receives a monthly
dividend check of $7,000, or $84,000 annually, as his or
her share of money made from the casinos.
In addition to its two Seminole Hard Rock hotels and casinos,
the Seminole Tribe owns and operates five other casinos in
Florida. More than 90 percent of the tribe's budget now
comes from gambling.

The USA has strange laws. But nations are not owners of the land. The USA is a piece of the surface of the Earth, surrounded by a border. This piece of land IS the USA. So the USA cannot buy or sell a piece of the nation. Only politicians could sell property of the nation, but not the nation itself.
All the people living legitimately within this borders are citizens of the United States, what would include native Americans.
These tribes are often called 'nation', but the term nation refers to the entire USA. The tribes are owners of some areas. Their land has been robbed by American (and foreign) solders, companies and individuals.
If there are still tribes, from which land was stolen and the current owner could be identified, than possibly the owner had to return it. (In Germany we have 'Verjährung'. This means, that someone has to claim his rights within one generation - 30 years - or the rights are lost).
Anyhow - the case is between the former and the current owner of a patch of land. To decide such a case it takes an appropriate law and a court.
The UN is now not the organisation, that makes laws. Laws are made by the legislative branch of the government. The UN can only make general statements and demand, that certain subjects have to be solved. But reverting 18th and 19th century injustice could only be done now, if current injustice is created.
Usually it is a good idea to settle subjects in a certain limit, what would be clearly exceeded in this case.
