Don't worry about the rules. Hardly anybody else does. They are often
regarded as a hangover from colonial times

A bit of advice. Don't stop when you see an orange light as there's a
very good chance somebody will drive into the back of you.

That's the old rule. The red has to be on for two seconds before it's
acceptable to stop (it's never mandatory). And as in California, you can
always turn right on a red.
