Well put. It is hard to find a politician with integrity and the
Dalai Lama has proven not to be an exception.
However the world is governed by politicians, so what's wrong with
another dishonest person heading the Tibet Independence movement?
I think the reason why the Dalai Lama wants to talk about ethics is
because compassion is a truly bread-and-butter (or perhaps rather
rice-and-tofu) issue for a buddist monk! And that's all there is to
it to the Dalai Lama's ethical teaching.
But he made a great mistake by not sharing Heinrich Harrer with the
other Tibetan children when he was growing up. In other words, he was
not holy enough to have the foresight to know that "his people" needed
to be educated in order to defend Tibet against the Chinese communist
soldiers who invaded and tok over the province which was regarded as a
Chinese province since the Republic of China founded in 1911 and even
in the Qing dynasty for the previous two to three hundred years. If
they had a similar May 4th Enlightenment movement in the decades prior
to the communist's rise to power in China, they would have educated
and armed themselves adequately to have their say, instead of begging
the world today to overthrow China in order to give the Tibetan monks
Tibet. So, it is part their indolence from the past and part wishful
thinking at present to beg the world for a free Tibet. It's not gonna
happen because China wouldn't want a Kosovo, or Afghanistan, or Iraq
right in their backyard for the US to run forward attack air bases
with guns and missiles aiming in her belly. It's ultimate reality.
History is a tough lady to contend with.

P.S.: In China, rice and tofu are preferred over bread and butter
because bread is not as common as rice, and butter is an animal
product and hence is a no-no if you follow the Buddha's teaching.
