Widespread protest against liquor policy

KOCHI, OCT 15. The former Supreme Court Judge, V.R. Krishna Iyer, has
criticised the liquor policy of the Oommen Chandy Government, which was
announced on Wednesday.

In a statement issued here today, Mr. Iyer said that the Government was
playing with people's life and purse by introducing such a policy. He said
making alcohol available in every shop was the new catalyst policy adopted
by the Government.

Mr. Iyer also urged the women in the State to fight united against the
"anti-people policies of the Government."

`Fraud on the people'


Our Staff Reporter writes from Kottayam: M.A. John, senior Congress leader,
has come down heavily on the newly declared liquor policy of the UDF
Government. He appealed to women to organise themselves against the flagrant
violation of the election promise.

Talking to mediapersons here, he said the new rules were not only against
Clause V of the constitution of the Indian National Congress but also
against Article 47 of the Indian Constitution.

Dubbing the new liquor policy a "fraud on the people," Mr. John pointed out
that though the UDF had come to power promising implementation of
prohibition in a phased manner, it had liberalised the same. It would not be
wrong to believe that the present Government had come under the control of
the liquor lobby, he said. "Today they have lifted the `dry day' declared on
the first of every month. The liquor lobby is now hoping that the Government
would lift the declared dry days on Gandhi Jayanthi and Sri Narayana
Jayanthi," he said.

He criticised the provision to shift the site of the bar on the basis of the
same licence, simplification of the licensing procedures and liberalisation
of licensing.

"Never in the history of the Congress party, has any Government implemented
such a liberal liquor policy, Mr. John said.

New organisation


Mr. John, who was the founder of Parivarthana Vaadi movement in the Congress
party, today said he had launched a new platform christened `Navodhana
Vedi', which would work towards transforming society through "peaceful
cultural revolution in the State."

One of the primary initiatives of the organisation would be in the area of
effecting changes in election rules, he said.

Policy flayed


Our Special Correspondent writes from Kozhikode: A number of religious heads
have condemned the new liquor policy. The Bishop of Mananthavadi, Jose
Porunnedom, the Bishop of Thamarassery, Paul Chittilapilly and the Amir of
Jamaat-e-Islami Hind-Kerala, Siddique Hassan, have demanded withdrawal of
the changes made in the "abkari" laws.

"The new liquor policy is a threat to all families," Bishop Paul
Chittilapilly of the Diocese of Thamarassery said. The Bishop who is also
the head of the KCBC Commission for Family, Laity and Women, made a fervent
appeal to the Government to withdraw the policy, which, he feared, might
pull even women and the youth into a "liquor culture" by making liquor
available anywhere and everywhere.

Bishop Chittilapilly called for joint action against the liquor policy.

Bishop Jose Porunnedom appealed to the Government to review the new policy
and remarked the it would be preposterous for the Government to believe that
scarcity of liquor was the root cause for the State's social, economic and
cultural problems.

"There is strong reason to suspect the black hands of liquor lobby behind
this decision'', the Bishop said.

Condemning the liquor policy, the Jamaat-e-Islami Hindi Amir remarked that
the UDF Government's decision was an insult to the people who had just
celebrated Gandhi Jayanthi and had launched fasting for the Holy Ramzan.

The Amir appealed to women and the youth to oppose the new policy, which, he
said, would increase suicide rates, make workers bankrupt and create
unhealthy conditions in families.

Protests have also been voiced by the Prohibition Commitee - Santhi Sena.
Its State president, Elayidath Venugopal, threatened to organise State-wide
agitations to force the Excise Minister to resign if the liberalised liquor
policy was not immediately withdrawn.

Congress (S) to fast


Leaders of the Congress (S) would stage a fast before the Secretariat on
October 18 to press for withdrawal of the Oommen Chandy Government's liquor
policy.

The Congress (S) State president, Ramachandran Kadannappalli, told a news
conference here today that the liquor policy was meant only to serve the
interests of the powerful liquor lobby in the State.

Although bevda is bambaiya term the origin could be gujrati language.

I wouldn't be surprised if "bevda" has Gujarati origins - a large
fraction of Mumbai's population is Gujarati (catchall for Gujaratis,
Parsis, Marwaris, ... ;-)). Is the Gujarati word for "doubled up" really
"bevda" or something close? This is cool. I learned something new.

Tribal woman campaigning against liquor gangraped in AP
Hyderabad: A 25-year-old tribal woman from Orissa campaigning against
illicit liquor, was allegedly raped by 15 persons in Vizianagaram district
of Andhra Pradesh, police said today.

The incident allegedly took place on Friday, but it came to light only after
the victim lodged a complaint with the Komarada police in Vizianagaram
district yesterday, they said.

"The victim first lodged a complaint with the Bandhugaon police in Orissa,
but it seems that they did not respond, so she came to Vizianagaram and
lodged a complaint," Parvathipuram ASP A Ravi Krishna said.

The victim, a member of the Rythu Coolie Sangham organisation, along with
other activists had recently warned the Sundhi community members to vacate
an arrack making unit at Jadaba village in Badhugaon of Koraput district in
Orissa after which the community members shifted the unit to Kunteshu
village of Vizianagaram, the police officer said.

The woman along with other activists came to Kunteshu village in Komarada
mandal about 1-km from Jadaba to attend a meeting against "illicit" liquor
on Friday, he said.

While the meeting was going on, members of the Sundhi community attacked
them with arms after which the organisers escaped, except the woman.

"The attackers took her to a hut, where 15 men raped her and she was later
taken to Jadaba village where she was again raped by them," the police
officer said quoting the victim's complaint.

The young woman has been hospitalised in Parvathipuram and a medical
examination report is awaited, the police officer said.

He said they formed special teams and were on look out for the suspects and
were in coordination with Orissa police also as part of the investigation.

"We are collecting intelligence inputs and are hopeful of nabbing the
accused soon," he added.

Police have booked a case under Section 376 (rape) and SCs and STs
(Prevention of Atrocities) Act, and further investigations were on, Ravi
Krishna said.

So why don't you haul your preachy ass back to Gujarat from the
non-Mallya daarowala US of A, Bevdabhai Surti? You will no longer be
