You don't need to be a political scientist to see the hypocrisies
practiced by and ingrained in the Lao government. All you need to do
is go to Laos and keep your eyes open. On the streets, prostitution
is sold openly although "illegal." Bribery is practiced openly
although "illegal." Drugs are available and sold almost everywhere
although "illegal." Trees are being cut and shipped out of Laos every
day (and night) although "illegal."
The groups of Lao people who wrote, passed, and are supposed to
enforce these "illegal" activities are the every groups of people who
ultimately allow these activities to occur everyday (understandably,
for their very own economic benefits). Money not only buys "illegal"
activities, but it also creates a severe code of punishment for all
others outside of the power cycle. Some powerful individuals in Laos
have long realized that the most effectively way for them to maintain
their power is to control competition by all means necessary,
including the use of military force.
In short, Lao is practicing an extreme form of capitalism. The result
is: the rich are getting richer and the poor are getting poorer.
