The fool who believes him.
e.g.
Once in the past in an Indian village, a man whom villagers believe
is wise. One day, a goat drank water in a earthen pot and its head
stuck in the pot. The villagers consulted the the wise man for
solution. He instructed the villagers to dismantle the fence so he
can ride his elephant in to observe the situation. He asked the
villagers, "What do you want?". The villagers said that they wanted
to save the pot. He said, "Cut off the goat's head." The goat's head
stuck in the pot still after it was cut off. The villagers ask, "How
can we take the goat's head out of the pot?" He said, "smash the
pot." The villagers smashed the pot. The wise man said, "Now that I
solved your problem, my elephant cannot turn in this alley; you have
to dismantle the other fence so I can go. So did the villagers.
