Hmong- French Nyob Guiana

I want to bring up a topic for us to discuss about the Hmong-French in Cayenne, French Guiana.
They were resettled in that part of the world since 1975, throw into an unknown environment and rebuild everything from the ground up. Fast forward 40 years later, it appear they have built a sustainable life there for themselves. Many claim to don't know what to do with their financial success.
Here's an opportunity for Hmong French to build a Hmong-CITY, govern and run by Hmong French...Much like a CITY IN MN, CA, or WI. However, when you look around, you see a bunch of people who has NO AMBITION of growing their villages into a functioning city with modern infrastructures such as banks, paved streets/roads, jobs, parks, schools, restaurants, courts, entertainment, local laws, basically, with all the pillar that make up a modern society.
This is an opportunity for HMONG FRENCH to practice leadership role that HMONG can BUILD an agricultural society into a technological society of known HOW? They should be THINKING about the future of running this FRENCH country's government. However, it appear these people are stuck in stagnation without any ambition or ingenuity of any kind after they have had enough to eat and have a place to hide from the elements. They seem to be contented and go about their lives (SLAVING to the general population) without COMPETING OUTSIDE of their comfort zone?
Any thoughts???
