The new Laos is going fast .There is NO return..(.June 2012.)

After having review what is happening in Laos over the past years,
there has been some major shift in the future direction of Laos, as a
result of the coming ASEM meeting in Laos in Novemver this year.

The old TalatSao that we used to know has disapeared... GONE for
good... replaced by the ugly looking Talat Sao Mall... i JUST
WONDER ... THE TALAT SAO MALL IS TARGET who??? iF i GO TO Laoss, i
WOULD not GO TO THAT MALL... FOR what??? AS WE HAVE SHOPPING MALL ALL
OVER THE wEST AND tHAILAND... SO... WHO would visited that talatsao
mall???

The two major players to change Laos are the Chinese and the
Vietnamese who have taken the task to "help" Laos to prepare for the
ASEM meeting. THe Thai seems to be fairly quiet... only interest in
the Sayabouru Dam and the high speeb train track.. and the new bridge
south of Paksane to cross to Vietnam -being the shortest route.

The first major problem is the upgrade of the Wattay Airport that
needs to be expended to park up to 30 Jumbo jets - a major task as it
is now can only have room for 3 jumbo jets. China & Vietnam are the
two principal donor countries to upgrade the airpoer that is reported
as 80% completed but from those photo that I have seen last
weeks...there are not much progress.

The second problem is to accommodate the 40+ delegates that each would
have to have its own quarter - not to share with others. It would be
odd if two PM or Presidents would have to share onwe hotel. So.. to
solve this problem, China have offered to build 30+ 5 stars hluse/
accommodations, specifically to accommodate the delegates. Then after
the ASEM Summit, those accommodations would be offered to the public -
starting from $1 million+/ house!!! So, if any one is interested and
wanting to have a 5-6+ house in Vientiane, the bidding is soon to be
open to all but you need to be quick.

Thirdly, there is NO suitable for the summit... so China come to the
rescue by offering to build the International Convention Center, next
to the kaysone Museum... to be used as the meeting plave for the sumit
with top state of the art of everything. That would be the most
sophisticated convention in Lao history.

In return for the Chinese and Vietnamese assistance, Laos have signed
some "economic" agreement with Vietnam and China. Last week, Laos &
China had signed 10 agreements... but the contents is not released...
but I heard from a Tuktuk driver that Laos has given much of the Laos
and many concessuional projects to Vietnam in return.

The change in the south of Laos is much SUBTLE... but changing fast as
well.

For China, TWO major projects that will CHANGE Laos for ever is the
Hak Donechanh project (well advertised all around Laos) and the NEW
CHina Town project (behind Thatluang... near where the Railaway line
terminated - NOT YET to be released to the public but already
FINALISED by the WHO KNOW ... I just heard from a Tuktuk
guy..OK>>>)... these two multi-billions projects will turn Laos into a
high-rise cities as oneTuktuk guy (who is visiting Oz) had show me
some pictures of the two Chinese projects...and the road construction
is already starting with widening of the road with electrical poles
already planted... some poles even gone into half of some of the house
along that old road... this means that some many people have no choice
but to be moved out or loose their house from 1/2 to 1/3 or more of
their original!!! As the Chinese-Lao agreements have been signed
(last week in VT), the tuktuk guy said that the WHO KNOW already
moving in to buy the lands in that areas in cheap price from the
peasants (as the peasants do not know YET that their land will become
gold - PREMIUM price- shortly when the PLAN gone public. Very soon,
the lands in that new China Town will gone sky-rocket in price...out
of reach of the ordinary of Lao people as those in the KNOW have
already got most of the good land...so..they wiull make even more $$
$... but it is still not too late for any one who have some $$ lying
around... if you can get one piece of land in that area... you can
sell later and make triple or even up to x4-5 times soon.

so, the face of then old Laos is ready change for ever... so if any
one wanting to see the old Mouang lao, this year is a good year to
visit... before those great changes starting... soon, you will find
that you have landed in a differentn place - not Mouang Lao any more..
Bangkok ??instead of Vientiane!!! and you may not be able to find your
old vientiane any more..

lpdr killed chased and kicked us lao nork out of the country. we are now no longer part of that country so let lpdr do anything they desired to that little land. In a few months/years we will kick them out and any contract lpdr is making now with foreign countries would be nullify at that time. anyone smart enough would know it is not the right time to invest their hard earn $ for the thugs/killers lpdr.

Focus more on our progress in the west and put a closure to Laos; hold
their revolutionary leaders accountable. The bottom line is that at
the end of the day, who do better? Hmong in the west or Hmong in Laos?
A friendly warning and caution to Hmong in the west is that do not be
arrogant and take advantage of the poor Hmong in Laos, i.e. no more
cheating and human trafficking to poor Hmong in Laos. Live with your

These days in age no country is giving and expecting nothing in return. Barren land, or sand to be exact, in Hak Donchanh has been there ever since the birth of Laos and nothing is grown there for the good of the people. If China comes in and build large, modern hotels and other business there, the people of Laos has much to gain. Chinese people are all over the globe, doing business and help build the country they currently call it their residency. One can't sit back and wait for a miracle to happen in Laos. Thatluang development is the same. For centuries, there is dirt and dust around Thatluang vicinity. One can't sit and wait for Buddha to decent from Heaven and magically build palaces.

What the citizens of Laos need to do is preparing themselves in education so they can be hired as skilled-workers for these new employers.

From what is floating around, most of the workers are to be brought in
from China to build these two major projects.
The local people are quite concern that their country is being taken
over by China and Vietnam but they are just "concern"... they cannot
do anything. The train is in motion and it ain't stopping now.

What is interesting is that with all the development going and that
Laos is growing so fast...and if you tour around those new shopping
mall or shopping centers in Vientiane and in the Provinces, it looks
that business is booming everywhere... esp the Gold Shops (vow...they
fill one floor and more ) - but the gold are all imported from the
West... No Lao gold to be found!!! Very interesting.

When you talk and look at the Lao peasants, they are complaining
that life is harder for them.. it is harder to make a living.. price
has continue to climb... My tuktuk friend used to have two tuktuk last
year but now he can only afford to have one and he is struggle- just
make ends meets..... and interestingly... there are more beggars
around.

On the other side of the coin, there are over night millionaires
popping up every where. The high-so society has gone so high and so
fast that even us (the Laonork) would not be able to catch up with
them...

The poor & the rich gap is widening so fast. YOU (as a Laonork) have
to be SOMEBODY (or with a TITLE) while in Laos to be able to mix with
the Lao high-so group!!!


As for the new development in Laos is concern, it is as the saying
goes,..."there ain't no such thing as free lunch"... and this is just
that. There is no stopping now.

Laos needs another "Aung San Suu Kyi" in Laos to take its own lands back to its own citizens.

Lao people are getting squeezed out of their good futile lands and are poorer than any time in their own history, more prostitution, drugs runners, thieves, beggars now than years ago...

And why would Laos want to copy cat Bangkok if she got a chance to be

how about just take a look at the few sites up northern part of lpdr. looking like a China town and nothing like a Lao town anymore. if anyone need hooker go up there. if you need a Chinese restaurant or casino, there are plentiful to satisfy your needs. if you want to get a little piece of land for your farm FORGET it.

Given the current human resources Laos inadequately lacking is a major economic lose lose situation for Laos. Unless mr. yong and his THUG bosses already had millions of educated Laotians in standby, ready to take on the hard tasks after the chinese finished constructions?

Apparently and sadly, the REALITY is that when the chinese finished their projects, many of those chinese engineers and workers will remain in Laos and work as employees. I mean, who else will be better service and maintain what have been built? Everything is in chinese!

So this beg the question, Does Laotian people get a small piece of the "CAKE" when it's baked and ready to sever? My guess is that some laotians will get some crumbs (small jobs like janitorial, printing papers, laborers, water carrier, in other words, BLUE COLLAR positions are best fitted for Laotians)...but the chinese will get to eat the rest of the cake ( WHITE COLLAR positions). Do you see the BIG picture now?

I like your answer and analysis. That is the area of concern, but should exiled Hmong concern? Forget it...now that GVP is gone. Hmong are fighting among each other for power throughout the cities in the US. Soon they will get tired to be Hmong and disappeared anyway.

Mr. Yang Chao Sayasit,

Well said about others but what about you?! My uncle said that you did
spent many years lobbying and convincing your Lao friends in the high
LPDR government position to hire you; in deed, you got some projects;
many Hmong in the west believe that you got what you want and none
made any complaint or cared about your role even though you came from
a family of historical adversary to the current regime and anti-
communism. You even have been married to a high profile family's
daughter, who has historically fought against the Kaisone's regime.
What in the heck, are you complaining of Hmong's, in the west, effort
to organize and move on to seek a better future, which is a normal
course of life in a democratic system, unlike, your friends in LPDR,
who have worshiped their God, the Communist Politburo and the party
official high ranking position holders. What in the heck, are you
returning back to the U.S. and not continuing your dreamed effort,
reconstruction of Laos, and pleasing your friends in the LPDR
government's circle. Hmong in the west decide to move forward and put
a closure to the past and look forward to a better and more prosperous
future with many choices including real democracy and leadership
competency. VP was one of the past leaders and so was your uncle. You
hold no grudge to what they did to your uncle in Sam Neua and that
created annoyance to many of us that you really want to test your
former competitors at the expense of your personal and family pain.

Well said. the man you mentioned wanted a part of international donors' economic pies that given to Laos, but reality, there was/is none for him when he moved there. At the end of the tunnel, he found that peace and security ONLY exist in his people, Hmong, what a chiken man, he he he...

Of course there's no return. If return, return to where since it's
already paradise ? What's the mall for, you ask ? Because it goes well
with the golf courses. That's why. In order to be classified as
developed country it has to have golf courses, soccer stadiums, sport
clubs, 4G phone services, internet, traffic jam. This is the measure of
prosperity. Lao Democratic Phiba Republic (LDPR) has all of that except
a decent mall. Don't be jealous about it when you can have plenty in
your land dowunder. The land upabove is even more deserving. Where can
they put everything they freeloaded from their neighbors if not in the
mall ? toothpaste, brushes, combs, tampons, sauces,
napkins...everything. It good thing they have the mall otherwise the
golfers will never be able to golf. This will be the place they drop off
they wives. On their way back they could always pick up their wives at
the mall. They can even have some oliang before they head home together
as the loving simpleton families.
What ? the Keo and the Jek ? Don't worry about them. Never blame the
buyers, they said, blame the seller instead. Your issara government have
been selling your paradise for years now. They parceled it out and sell
it piece by piece to higher bidder, be it the Keo or the Jek. Money
matters. The south is now the all Keo towns while the north is all Jek
towns. The forest in the south is almost clean now. While you're there
go take a look. It is now the territorial fight in the capital between

few high rises in the capital, will this change the reputation of what

There is another problem that I did not mention... CARS++++
There is a real problem with traffic in VT during peak hours, with
cars and motocycles.

There has been a fast increase in the number of cars - second hand
cars from Thailand, Vietnam & China - especialy.
There are stories of coulums of luxery cars from China entering Laos
as tourist but there is no way to tell if any of those cars have left
Laos...

And there are many foreign banks that are happy to loan money for any
onen to buy cars.... So, if you are in Vientiane, you can SEE the
hireachy of people with cars - the people who paid cash for their cars
got a YELLO number plate. Those who go on loan from the bank got a
WHITE number plate!!! So, if you are driving a WHITE number plate,
people will look down on you. Some Lao officials who bought their car
on loan are given a YELLOW plate... so to FIT their position!!!

Then the green number plates....and so on....

Laos President Choummaly Sayasone has advised the ministry of industry
and commerce to introduce concrete measures to stop the import of
secondhand cars, as Vientiane is facing traffic congestion.

“The ministry should carefully check and recheck to ensure that the
import of secondhand vehicles is really halted,” Choummaly said as he
delivered the policy to leaders and officials of the ministry in
Vientiane on Thursday.

The government had ordered the ministry to stop the import of
secondhand vehicles earlier this year but the number of secondhand
cars on sale in Vientiane has remained unchanged over the past few
months, raising questions as to whether the import of these vehicles
had really stopped.

“I still see many cars on display but not yet on the road. If all of
these cars start to be used, we will not be able to move around and
people in the capital will not be able to visit each other,” Choummaly
said.

Choummaly, who is also secretary general of the Lao People's
Revolutionary Party, said Vientiane was a small city and with the
number of cars growing rapidly, traffic jams were occurring, so the
ministry should come up with new measures to stop further imports.

He also said he wanted trade policy makers to consider the increasing
number of secondhand vehicles as a serious problem which they needed
to solve.

The number of vehicles on Vientiane's roads has been increasing
rapidly over the past few years while the government allowed second-
hand vehicle imports. Lao people obviously considered the cost of
secondhand vehicles more affordable...........................

WE USE THE VENDORS SELLING TABLES AS BEDS for the night. came 5AM the vendor already flooded the TalatSao to SETUP there selling tables. we just had to go away. YEP AWAY WE WENT DOWN TO THE MEKONG VIA THE DOZENS OF STEPS. WE JUMPED INTO A BIG MOTORIZED BOAT AND UP THE MEKONG THE BOAT STARTED TO PUSHING UP INCH BY INCH AND OFTEN IT EVEN FLOAT BACKWARD. 2 DAYS AND A IGHT ON A SMALL VILLAGE ISLAND WE ARRIVED IN XANAKHAM CITY. FROM THERE WE SPENT A NIGHT. NEXT DAY WE WALKED 2 DAYS STRAIGHT TO NAKANG. "Talat" IN VT CITY WAS MY FIRST TIME TO TASTE ICE COLD COFFEE AND LEMONADE. I TOOK A BITE OF THE ICE AND REALIZED IT WAS TOO HOT. I HAND OVER MY BAG OF ICE COLD COFFE. TO MY SURPRISE MOST EVERYONE WHO GOT A BAG OF ICE COLD BAG OF DRINK HANDED OVER THE BAGS TOO. TOO HOT WE SAID. TO MY SURPRISE IN 1/1980 WE ARRIVED IN VINAI NO ONE HAND ME A BAG OF THOSE ICE COLD COFFEE ANYMORE. 1 BAHT A BAG BEST REFRESHING DRINK IN VINAI.
