with the purpose "to provide to the Hmong community a forum for
discussion of Hmong culture, educational issues (reading and writing),
news, and entertainment. Unfortunately, when the final voting was
counted on 12 May 1994 , there were 67 YES votes and 37 NO votes from a
total of 104 valid votes. The proposed "unmoderated group
soc.culture.hmong " failed.
By 1996, there was a hot discussion on Lao-Hmong issue on the Laonet
list, with many strong words being flash through cyberspace. In the
midst of the debate, a Laonet member by the name of Kag Khetsavanh
announced that "instead of just arguing, let's do something
positive for our fellow citizen - the Hmong". He prosed, single
handed, to set up the "soc.culture.hmong" Newsgroup, on Jul 31 1996
- with the purpose:
" to provide a forum for discussion on issues related to the Hmong
people of Laos. Presently, more and more Hmong students accessing the
Internet. This newsgroup will provide the main place for them to
congregate.
All issues related to Hmong may be discussed in this forum. It is
expected that although this newsgroup will not be moderated, it will be
a platform for a lively discussion about the culture, politics and
social issues relating to Hmong at home and abroad. We welcome all
netters to learn more about our people and culture."
As the internet community discussed and thinking about this new
proposal, I went through past record of Newsgroup and I learned as much
as I can about the creation of such group. The requirement for
creating any group, the YES votes must be at least 2/3 of all valid
(YES and NO) and the minimum YES vote must be at least 100.
I then counted the Hmong on the Internet at that time, I estimated to
be around 100 people whom I have contact with, and there are similar
number of Laonet members. I projected that there would not be enough
votes to pass. So, I embarked on a daily advertising through Laonet
and Hmong discussion group about the important of voting to create this
Hmong Newsgroup. I even plead to every one.
To ensure success, I also post out plead to the Vietnamese, Cambodian,
Thai and South-East Asia group that I associated with. Soon, I got an
email from the man who was in charge of voting that I have breached
the Newsgroup code by soliciting votes from others and that I have
jeopardized the voting procedure and that the soc.culture.hmong could
be removed from voting if I continued . I wrote back to that person
that I was totally ignorant to the fact (which was totally true) that I
cannot forward the voting procedure to my friends and I sincerely sorry
and that it would not happen again.
When the votes were counted at the end of 30 Oct 1996, There were 179
YES votes (36 Hmong, 8 Lao and the rest are from other friends) and 23
NO votes, for a total of 202 valid votes. There were 6 invalid ballots
- this mean that the unmoderated group soc.culture.hmong has passed
with 179:23.
On Tue, 5 Nov 1996, Kag Khetsavanh, posted a welcome message that I
help to draft, to launch soc.culture.hmong (SCH) to the cyber
community as follows:
"On behalf of Dr. Pao Saykao, who help draft this welcoming letter, I
would like to welcome you to the brand new soc.culture.hmong (SCHM)
As the proponent of the soc.culture.hmong, I like to thank all the
people around the world who have voted to support the creation of the
schm. It is timely that this forum has been created to focus on many
of the Hmong issues (1) with wide implications.
BACKGROUND
The Hmong have a rich and long history stretch back some 5000 years in
China. Over the centuries, the Hmong have been migrating from China
and they reached Laos, North Vietnam and Thailand in the early 1880's
and they have reached the four corners of the world since 1975.
In Laos, they have been actively participate in the building of the
country and they were involved on both side of politics during the
Vietnam War (2,3). When the Vietnamese War ended in 1975, about one
third of the Hmong in Laos found themselves on the wrong side and were
forced to leave the country with many of other Laotians (4). Since
then, more than 100,000 of them have been resettled in USA (5), Canada.
France (6), South America, Australia (7) and New Zealand. Over 100,000
remain in Laos.
Currently, there are probably close to 10 million Hmong with the bulk
of the population in China. North Vietnam has over 200,000 and
Thailand with 60,000 plus a few thousands of the residual Hmong
refugees (11). Hence the Hmong is a scattered group of people whose
history is driven by the desire to be free and to remain together as a
group. Now with the internet and this newsgroup, the Hmong are once
gain connected through cyberspace.
INTEREST IN THE HMONG
There has been a considerable interest in the Hmong since their
resettlement in the West (8,9,10). Many scholars from all fields find
the Hmong to be a fascinating group of people. Here is a group of
Hmong who have telescoping from a pre-illiterate society to a
cyberspace society in a matters of less that 20 years. Their history
is fascinating. Their culture is quite unique and provide a
kaleidoscopic topic for anthropologist, medical scholars and other
social scientists. Their bright clothes and their unique handicraft
have cause a resurgence of interest in the Hmong arts across the globe
(13,14).
Their settlement in the West has provide and endless research topic for
social science. But it has been a concern to some governments.
In the last few years, the Hmong refugees issue has become a sensitive
issue (12)
RATIONALE FOR SOC.CULTURE.HMONG
The purpose of the newsgroup "soc.culture.hmong" is to provide a forum
for discussion on issues related to the Hmong generally. Presently,
more and more Hmong students and professionals and scholars and others
who have access to the Internet. This newsgroup will provide the main
domain for them to congregate, to learn, to share and to develop
fellowship.
The "soc.culture.hmong" will an extension and complimentary to the
"soc.culture.laos" and all other existing discussion groups including

CHARTER:
The purpose of soc.culture.hmong is to provide to the Hmong community
a forum for discussion of Hmong culture, educational issues (reading

The Hmongs are a hill tribe people whose roots trace back 3000
years. They inhabit primarily the Yunan and surrounding provinces of
China. There is no history of where the Hmongs come from. The only
times when the Hmongs are mentioned in any historical context is when
they are in conflict with the Chinese Empire. The Hmong folklores
tell of a time when the Hmongs had a nation with a king and the
great wars that ensued. The Hmongs ultimately lost a war to the
Chinese Empire and were exiled from their homeland. The Chinese refer
to the Hmongs as Miao (Sons of the Soil):
san miao = 3 hmong = peb hmoob
Today the Hmongs are scattered throughout the world. From the
mountains of Laos, Thailand and China to the great cities of France,
United States and Australia to even lesser known places, the Hmongs
take asylum from political persecutions. Outside of Laos, the largest
concentration of Hmongs is in Fresno, California, where more than
50000 hmongs reside. Ever since the Vietnam War, the Hmongs have
saught political asylum throughout the world.
More than 90000 Hmongs make their home here in the United States.
When the Hmongs came here it was like implanting a 15th century
culture into a 21st century world. Now the Hmongs are forced to
struggle and lived under western norms. In today's soceity, the
family structure is breaking apart. This is an effect that is
detrimental to the Hmong who puts family first. This is just one
problem facing the many Hmong youths today.
With this newsgroup hopefully we can discuss this and many other
problems facing our community as we struggle to survive in this
country.
