1. the rich families in lpdr who were able to sent their kids into other country for their education.

the only problem is type 1 and 2 above are not going to work for this job because type 1 would likely be the relatives or descendants of lpdr wrong leaders. which they are likely already have a government job waiting for them when they came back home from out of country study trip. for type 2 who already had good Lao education before running away as refugee is likely to be smart enough to study and have a good job already in USA, france,Canada,Australia, or other country. therefore the $87.50/month will not be of any interest for those type 2 to deal with the hassle to go back to Laos for this job.

Scan thru the Vientiane Times, there are lots of jobs advertised...
suitable for many members of SCH & SCL...
Not sure what is salary??
but many of them sounds OK... most from ABD, Foreign Embassies and
International business sectors... even health sectors...with many new
clinics opening up. One chain of Clinic was advertised as opening in
many district in Vientiane & that they are getting CT scanner on
site!!! <Many Clinics have linked with some of the Overseas Insurance
Companies... Eg Allianz... I swa an ad that if you have travel
insurance with Allianz, you can have treatment at one of those clinics
in VT, listed in the Allianz ;list "with no $$" if you have the right
insurance cover...
Have any one attended any of these new Clinics?? Service, quality &
diagnostic laboratories & Xray support. I have heard that some
Clinics are getting CT scanners into their Clinics.... that was a
giant change.....I remember in 2006, when a group of my medico friends
in VT was trying to get a CT scanner to VT but the Gov. did NOT allow
them... people had to go across to Thailand for CT...$$$$ just cross
the Mekong to the other side.
There is certainly a need for many clinic of international standard -
similar to the Oz Embassy Clinic with 1 or 2 doctors from Oz, with
nurse and most of the simple diagnostic tools on site... very good
service to the Oz expat and to most of the foreign diplomats in VT...
or any Lao who like to attend.
I attended in 2010, it was very good service - cost $60/consultation
but well worth it.
So, if any one in VT and got sick, just go straight to the Oz Embassy
Clinic at Km4 Thadeua Rd... the clinic is on the far end of the
Embassy (inside the Oz Embassy).

The U.S. Embassy in Vientiane is seeking an individual for the
position of Consular (ACS) Clerk, in the Consular Section.
BASIC FUNCTION OF POSITION:
The incumbent performs moderately difficult and responsible work
pertaining to the full range of special consular services, passport
and citizenship services, and Federal benefits services with daily
public contact. He/she serves as a backup for routine non-immigrant
and immigrant visa processing procedures.
QUALIFICATIONS REQUIRED:
1. Education: Completion of college or university with a bachelor
degree in English or social sciences is required.
2. Prior Work Experience: At least one year of experience in work
involving the application of regulatory material and public contact,
or other closely-related experience.
3. Language Proficiency:
Fluency (Level IV) in written and spoken Lao is required.
Fluency (Level IV) in written and spoken English is required.
4. Knowledge: A working knowledge of Lao criminal and family law,
regulations, and local
government procedures. Good working knowledge of the ACS software.
Knowledge of the
general principles of filing, general office procedures.
5. Skills and Abilities: Exercise of tact and good judgment in dealing
with the public. Ability to
apply regulations correctly and to know when to refer cases to higher
authority. Ability to explain procedures and requirements in Lao and
English. Ability to organize paperwork. Ability to type in English and
Lao and to use Microsoft Office Suite is essential.
